*ZNOART STATEMENT ON THE CHITUNGWIZA SEWER AND WATER CRISIS*

14 June 2026

The Zimbabwe National Organisation of Associations and Residents Trust (ZNOART) notes with grave concern the continued sewer and water crisis affecting residents in Chitungwiza.

It is becoming increasingly clear that the sewage and water challenges are far from being resolved. Reports being received daily from residents across various parts of Chitungwiza indicate that sewer blockages, raw sewage overflows, and water supply disruptions remain widespread and continue to pose serious public health and environmental risks.

As an organisation representing residents and residents' associations, ZNOART believes that the local authority must urgently intensify efforts to address the ongoing crisis. Residents deserve access to clean water, proper sanitation, and a healthy living environment.

The current situation is unacceptable for a dormitory town of Chitungwiza's size and importance. Failure to adequately address these challenges exposes residents to disease outbreaks, environmental degradation, and unnecessary suffering.

In response to the growing concerns, ZNOART will be conducting visits to affected households and communities across Chitungwiza to assess the extent of the crisis and gather firsthand information from residents.

Following these assessments, the ZNOART National Chairman will convene a press conference to present the organisation's findings and outline recommendations aimed at resolving the sewer and water crisis.

ZNOART remains committed to advocating for improved service delivery, accountability, and the protection of residents' rights.

🚨 ZNOART CALLS FOR CLARITY ON HARARE DEMOLITION NOTICES

The Zimbabwe National Organisation of Associations and Residents Trust (ZNOART) has received numerous concerns from residents across Harare regarding demolition notices issued in various suburbs and settlements.

Thousands of families are now seeking answers about the future of their homes, businesses and investments.

ZNOART is calling upon the City of Harare and relevant authorities to provide clear answers on:

âś… The status of demolition notices already issued
âś… Areas and structures earmarked for demolition
âś… Criteria used to determine illegal structures
âś… Protection of innocent homebuyers and residents
âś… Opportunities for appeals or regularisation
âś… Government's position and ongoing consultations
âś… Timelines for decisions and enforcement actions
âś… Support for vulnerable households

While protecting public land and the environment is important, residents' rights, dignity and welfare must also be protected.

ZNOART urges authorities to engage openly with residents and convene an urgent stakeholder meeting involving Government, the City of Harare, residents' associations, affected communities, housing cooperatives and civil society organisations.

Residents deserve transparency, accountability and meaningful engagement.

The City of Harare officials today met representatives of residents associations to discuss ways of working together to improve service delivery for residents.

Acting Town Clerk Advocate Warren S. Chiwawa and Harare Mayor Councillor Jacob Mafume led the City of Harare officials while the residents were represented by Harare Residents’ Trust director, Precious Shumba, the Combined Harare Residents Trust Director Reuben Akili, the Zimbabwe National Organisation of Associations and Residents Trust National Chairman , Shalvar Chikomba.

The parties agreed to come up with a Memorandum Of Understanding which will guide the new positive working relationship between residents and the City of Harare.

*ZNOART AFRICA DAY STATEMENT 2026*

Theme: *Service Delivery, Water, Sanitation and the Future of African Communities*

The Zimbabwe National Organisation of Associations and Residents Trust (ZNOART) joins millions of Africans in commemorating Africa Day 2026, a day that reminds us of our shared responsibility to build a prosperous, united, and developed Africa.

This year’s African Union theme on sustainable water availability and safe sanitation systems speaks directly to the daily struggles faced by ordinary residents in Zimbabwe and across Africa. Access to clean water, proper sanitation, refuse collection, functioning sewer systems, quality roads, and reliable public services remains a major challenge in many urban and rural communities.

As residents’ representatives and community advocates, we believe that true African liberation and development cannot be achieved while citizens continue to suffer from poor service delivery, sewer bursts, water shortages, disease outbreaks, corruption, and collapsing public infrastructure.

ZNOART notes the importance of placing water at the centre of Africa’s development agenda. Water security and sanitation are not luxuries; they are basic human rights and foundations for economic growth, public health, food security, and human dignity.

However, while policies and speeches are important, communities now demand action, accountability, and implementation. Residents across Zimbabwe continue to face serious challenges, including:

- Persistent sewer bursts and environmental pollution;
- Inconsistent water supply and unsafe drinking water;
- Poor waste management and uncollected refuse;
- Corruption and maladministration within local authorities;
- Lack of transparency in public service delivery systems;
- Poor urban planning and infrastructure decay.

Africa Day must therefore be a day of reflection and action. As ZNOART, we call upon:

- Local authorities to prioritise service delivery and respond urgently to residents’ concerns;
- Government institutions to strengthen accountability and fight corruption affecting communities;
- African leaders to invest in water infrastructure, sanitation systems, and sustainable urban development;
- Communities and residents to actively participate in protecting public infrastructure and demanding transparency;
- Young people to champion innovation, environmental stewardship, and community development.

Zimbabwe and Africa cannot achieve Agenda 2063 while communities are overwhelmed by sewer crises, unsafe water, disease outbreaks, and poor governance. Sustainable development begins with functioning local authorities, responsible leadership, and active citizen participation.

As we celebrate Africa Day, ZNOART reaffirms its commitment to advocating for residents’ rights, social justice, transparency, accountability, and improved service delivery for all communities.

Together, we can build an Africa where every resident has access to clean water, safe sanitation, dignified living conditions, and accountable leadership.
