Last week in Harare, Women Excel Trust, with support from under the Love Alliance, hosted a high-impact Stakeholders SRHR Policy Dialogue—a direct response to sobering trends in Zimbabwe’s SRHR and HIV policy environment.
📊 The evidence is clear:
➡️ 65% of new adult HIV infections globally are among KPs and their s*xual partners (UNAIDS, 2023)
➡️ Young Key Populations (YKPs) face layered vulnerabilities—criminalization, stigma, poverty, lack of youth-responsive services
➡️ Only 68% of adolescents and young people have tested for HIV (ZIMPHIA, 2020)
➡️ 43% of young women aged 20–24 become mothers before 18 (UNFPA, 2022)
➡️ Mental health challenges, trauma, and lack of psychosocial support continue to undermine SRHR outcomes for youth and KPs
The dialogue was informed by a recent Documentation of Discrimination we did, which assessed the inclusivity, effectiveness, and alignment of national policies with the needs of KPs and YKPs.
🟢 Policy Strengths Identified:
✔ Granular data targeting & district-specific programming
✔ Commitment to stigma reduction through provider training
✔ Community-led peer interventions
✔ Integration of SRHR and HIV services
✔ Scale-up of PrEP and PEP
✔ Promotion of youth-friendly health services
🔴 But the gaps and bottlenecks remain deep:
⛔ Expired SRHR policy frameworks
⛔ Poor coordination across service delivery points
⛔ Limited access in rural areas
⛔ Stigma and criminalization in healthcare settings
⛔ Weak integration of mental health and harm reduction services
⛔ Lack of youth representation in policy design
⛔ Inadequate domestic funding and weak data systems
📣 Recommendations from the dialogue:
🔹 Fully integrate HIV, SRHR & mental health into one-stop services
🔹 Establish anti-stigma protocols for healthcare settings
🔹 Develop Zimbabwe’s KP Implementation Plan 2.0
🔹 Institutionalize youth and YKVP representation in policy governance
🔹 Scale up gender-sensitive programming & SGBV prevention
🔹 Increase domestic resource allocation for SRHR & YKP interventions
📌 These findings and recommendations are being compiled into a National Communiqué, which will be submitted to Parliament, relevant ministries, and national platforms.
