The Government of Zimbabwe has officially banned foreigners from participating in the countryโs small-scale gold mining sector with immediate effect.
Polite Kambamura announced that the sector is now reserved exclusively for Zimbabwean citizens and wholly Zimbabwean-owned companies.
Authorities say the move is meant to empower local miners, reduce foreign dominance and stop environmental destruction caused by some mechanised mining activities along riverbeds.
Under the new policy, no foreign individual, foreign-controlled company or foreign beneficial owner will be allowed to acquire, hold or control small-scale gold mining claims in Zimbabwe.
Government also banned hidden ownership structures, proxy arrangements and partnerships designed to give foreigners indirect control of local mining operations.
Officials defined small and medium-scale mining operations as those producing up to 20kg of gold per month or operating with investments below US$15 million.
Foreign-owned entities currently operating in the sector have been ordered to regularise operations before January 1, 2027 by upgrading into large-scale mining operations or risk cancellation of mining titles.
The Ministry of Mines says all operators will undergo a re-registration process involving verification of citizenship, ownership structures, tax compliance, environmental compliance and production capacity.
