Publish What You Pay Zambia An Advocacy platform for transparency and accountabilty in Zambia's Extractive Industries for greater benefit of citizens of Zambia

Publish What You Pay (PWYP) Zambia Chapter was launched in June 2009, motivated by the fact that despite Zambia been endowed with a lot of natural resources, this sector does not benefit the lives of most ordinary Zambians. Natural resource revenues are an important source of income for Zambia inclusive which if properly managed, could serve as a basis for poverty reduction, economic growth and de

velopment. PWYP Zambia aims to contribute to a transparent, accountable and just management and distribution of natural resources for poverty reduction. PWYP-Zambia aims at attaining the following goals:

• To provide civil society with a broad and effective coordination and advocacy platform that is legitimate and representative to address issues concerning natural resource management in the extractive industries and in government;
• To ensure that PWYP members coordinate and work together in ensuring that the government and extractive industry operators adhere to and implement the Extractive Industries Transparency Initiative (EITI) standards in Zambia;
• To ensure that PWYP members have the relevant competence and skills to address issues concerning natural resource management in the extractive industries and in government;
• To ensure that PWYP members are actively engaged in evidence based rooted advocacy; and
• To ensure that local communities represented by its members are empowered to engage on natural resource management issues affecting them. This page will hence be used as a platform not only to advocate of accountability and transparency in Zambias Extractive Industry to form the basis of poverty reduction in resource rich Zambia, but will also be used to share relevant literature on the costs and benefits of the extractive industry in Zambia

PUBLISH WHAT YOU PAY ZAMBIA ATTENDS THE SEVENTH SESSION OF THE UNITED NATIONS ENVIRONMENTAL ASSEMBLY (UNEA-7)

Publish What You Pay Zambia, a member of Resource Justice Network is participating at UNEA-7 in Nairobi, joining global civil society organizations advocating for a strong UN resolution on the Environmentally Sound Management of Minerals and Metals. The proposal, led by Colombia and co-sponsored by Zambia, as part of the mineral rich, Global South countries taking lead on this initiative, seeks to establish clearer global principles for responsible mineral production, trade, and use, ensuring that the energy transition does not come at the cost of environmental harm or community rights.

Our delegation, led by PWYP Zambia National Director Mr. Nsama Chikwanka, is engaging Member States, partners, and stakeholders to support an ambitious and forward-looking outcome. As the world accelerates the energy transition, we need stronger global standards to ensure minerals are sourced responsibly, communities are protected, and the environment is safeguarded.

This resolution is a major opportunity to shape a fairer and more sustainable future. With recent mining related environmental disasters such as the discharge of effluent into major water bodies in Mwense district of Zambia, exacerbated by weak local safeguards and the difficulty of holding multinational companies accountable across jurisdictions underscore the urgency of adopting stronger global standards that truly protect people and the planet.

With over 16 CSOs convened in Lusaka today, Publish What You Pay Zambia has reviewed the Draft SI on Critical Minerals Regulations. While the proposal is a strong step towards boosting local beneficiation and strengthening mineral oversight, several gaps could create legal uncertainty, scare away investment, and reduce transparency.

Here are some highlights from Our Analysis:

🔹 A clear national list of critical minerals is essential (Copper, Cobalt, Lithium, Graphite, Rare Earths, etc.).
🔹 Strong incentives for local value-addition and industrial hubs are critical for long-term economic transformation.
🔹 However, ambiguous definitions of “value addition” and “beneficiation” create high dispute risks.
🔹 Overly broad pre-emption rights, unclear 40% State participation, and export prohibitions may undermine investor confidence.
🔹 Gemstone sector reforms need community safeguards to avoid market distortions.
Therefore, PWYP Zambia recommends:
✔The responsible Ministry must declare area's that have Gemstone as areas of interest and not restriction areas. The aspect of restricting areas has been noted as one of the root causes of unrest among citizens
✔Before an area is restricted, the responsible Ministry must hold transparent consultations with the local traditional leaders, academia, CSOs (including Community Based)
✔ Clear technical definitions and schedules of approved beneficiation processes.
✔ Transparent procedures for State pre-emption and equity financing.
✔ Replace criminal penalties with fair administrative mechanisms.
✔ Reserve at least 40% of extracted minerals for domestic value-addition.

📢 PWYP will continue engaging Parliament, government, and citizens to ensure Zambia secures fair, transparent and sustainable benefits from its critical minerals.

access challenges in Emerging Markets and Developing Economies (EMDEs)."

Publish What You Pay Zambia's National Coordinator will be a Panelist at a side event on the ongoing ACS-2 in Addis Ababa, discussing Aligning Fiscal Policies for a Just Energy Transition in Africa.

The event will spotlight two key research pieces:
1️⃣IISD's report on Green Fiscal Incentives in Developing Countries, exploring how public financial support can boost renewable energy in Emerging Markets and Developing Economies (EMDEs).

2️⃣ TJNA's paper on Tax Incentives in Nigeria’s Fossil Fuel Industry, examining how fiscal incentives in fossil fuels impact climate objectives.

This aligns with Publish What You Pay's agenda of promoting transparency and accountability in the extractive sector, advocating for responsible management of natural resources, and supporting a just transition towards sustainable energy that benefits communities.

The discussion will highlight how fiscal policies can drive Africa's energy security, climate resilience, and equitable development – core to PWYP's mission of ensuring extractive industries contribute to poverty reduction and sustainable development.
