ZAMBIA CENTRE FOR INTERPARTY DIALOGUE (ZCID) IN COLLABORATION WITH THE JOINING FORCES ALLIANCE (JFA) AND UNICEF CONVENE MULTI-STAKEHOLDER DIALOGUE ON CHILDREN’S RIGHTS IN THE ELECTORAL PROCESS

Zambia Centre for Interparty Dialogue (ZCID) in collaboration with the Joining Forces Alliance (JFA) and UNICEF, has engaged political parties on children’s social concerns gathered from across Zambia ahead of the electoral process.

The engagement brought together representatives from political parties, civil society organisations, and child rights stakeholders to discuss a manifesto of social issues developed from consultations with children across the country. The manifesto captures children’s concerns, aspirations, and recommendations on issues affecting their lives and future.

In her closing remarks delivered by Dr. Paul Kapotwe, National Director of SOS Children’s Villages in Zambia, Ms. Chilobe Muloba Kambikambi, Joining Forces Alliance emphasized the importance of placing children at the centre of political and development agendas by ensuring that their voices are reflected in policy commitments and governance processes. Political parties were encouraged to commit to addressing the concerns raised by children once in office.

The meeting also provided a platform for ZCID, JFA and UNICEF to present child safeguarding tools developed for use during political campaigns. These include safeguarding guidelines, a code of conduct, and a safeguarding risk assessment tool aimed at promoting the safety, dignity, and meaningful participation of children throughout political processes.

JFA called on all political parties to adopt and implement the safeguarding measures to ensure that children are protected from harm, exploitation, manipulation, and unsafe political environments during campaigns and related activities.

GOVERNMENT UNVEILS NATIONAL CHILDREN’S COORDINATING COMMITTEE TO STRENGTHEN CHILD RIGHTS IN ZAMBIA

The Government of Zambia has officially unveiled the National Children’s Coordinating Committee (NCCC), marking a significant milestone in strengthening the protection, promotion, and realisation of children’s rights in the country.

Speaking during the unveiling, Minister of Community Development and Social Services, Hon. Doreen Mwamba, underscored the strategic importance of the new committee in advancing child rights under the Children’s Code Act No. 12 of 2022.

“The establishment of the National Children’s Coordinating Committee demonstrates the government's commitment to strengthening the national framework for the protection, promotion and realisation of children’s rights in our country as enshrined in the Children’s Code Act No. 12 of 2022,” she said.

The Minister highlighted that the NCCC will play a central role in coordinating and overseeing the implementation of national child protection policies and programmes.

“The NCCC has been entrusted with the responsibility of providing strategic coordination and oversight in the implementation of the national child policies, frameworks and programs,” she said.

“Specifically, its functions include coordinating the implementation of child policies, facilitating state party reporting to the United Nations Convention on the Rights of the Child (UNCRC) and the African Committee of Experts on the Rights and Welfare of the Child (ACERWC), as well as disseminating recommendations from these bodies and ensuring their implementation.”

BREAKING BARRIERS TO INCLUSIVE SRHR AND HIV SERVICES

Limited access to inclusive, non-discriminatory, and high-quality SRHR, HIV, and GBV services remains a challenge for young vulnerable people, migrants, and s*x workers.

To address this, Save the Children, in partnership with IOM, Chisomo Community Program, and the Ministry of Health, conducted an SRHR training in Vubwi under the HIV Knows No Borders project, equipping service providers with the skills and awareness needed to deliver responsive and unbiased services.

CHILDREN TAKE CENTRE STAGE AT THE 2026 CHILDREN’S CLIMATE SUMMIT

Care for Nature Zambia convenes children from across Zambia for the 2026 Children’s Climate Summit, a national platform amplifying young voices in climate action and policy. Held under the theme “Securing the future for every child through climate action,” the summit brought together government, civil society, and development partners to strengthen children’s participation in climate governance.

Opening the event on behalf of Dr. Douty Chibamba, Ministry of Green Economy and Environment (MGEE) Permanent Secretary, Mr. Herrick Mwewa, Principal Climate Change Officer emphasized the urgency of climate action, noting that when disasters strike, children’s rights to education, health, water, and even life are most at risk. He reaffirmed the government’s commitment to ensuring children’s voices are not only heard but acted upon.

And Save the Children International (SCI) Zambia Country Director, Ms. Chilobe Muloba Kambikambi, described the climate crisis as a child rights issue, stressing that children are active agents of change and must meaningfully influence policy and financing.

A key highlight was the launch of the Zambia Children’s Climate Council and its newly elected leadership, marking progress in institutionalizing child participation in decision-making. Council President Ashley underscored the realities children face, saying climate change brings late rains, low rivers, disease, hunger, and flooded schools. “We will listen, we will teach, and we will demand,” she said, calling for clear plans for children’s futures.

The summit was held under the Swedish International Development Cooperation Agency (Sida)-funded Civil Society Strengthening Programme, implemented by Save the Children International Zambia in partnership with civil society organisations, including Care for Nature Zambia.

BREAKING CHAINS, BUILDING DREAMS: ONE DAY FREEDOM CELEBRATION AMPLIFIES CHILDREN’S VOICES

Save the Children International (SCI) Zambia joined Undikumbukire Project (UP) Zambia, alongside government and civil society partners, at the One Day Freedom Celebration to amplify the voices of children in the justice system and advance a more child centred approach to justice.

Held under the theme, “Breaking Chains, Building Dreams,” the event created a platform for children to share their experiences through performances, art, and storytelling, offering stakeholders a deeper understanding of their realities beyond the justice system.
Speaking during the event, Ms. Chilobe Muloba Kambikambi, SCI Zambia Country Director emphasised the need to shift perceptions and recognise the potential of every child. “Children who come into contact with the justice system are not defined by their mistakes. They are thinkers, artists, leaders, and young people with tremendous potential,” she said, calling for a justice system rooted in dignity, rehabilitation, and hope.

And Ms. Sara Larios, Executive Director for UP Zambia highlighted existing challenges within the system and the need for stronger implementation. “I think there are some gaps in how the law is implemented and the lack of resources. There are children who are appearing in court, having to do their own trials and sometimes their cases are delayed and take long. We must try our best to implement the laws that we have,” she said.

Meanwhile Ms. Elizabeth Silungwe, Ministry of Justice Director for Governance and Planning Elizabeth Silungwe has underscored government’s commitment to reforming the justice sector and protecting vulnerable groups. “This is why this government under the leadership of His. Excellence President Hakainde Hichilema has prioritised justice sector reforms aimed at improving access to justice particularly for children, women and other vulnerable groups," she said.
