The Entrepreneurship And Leadership Council of Zambia welcomes Government’s plan to introduce a one-stop shop certificate for SMEs. The move will cut compliance costs, reduce arbitrary closures, and let entrepreneurs focus on growth and job creation. We commend the consultative approach and urge swift, transparent implementation with local councils fully aligned so barbershops, salons, restaurants and other small firms experience real relief nationwide.

GOVERNMENT plans to introduce a one-stop shop certificate system this year to significantly reduce the cost of doing business for small and medium enterprises (SMEs) across the country.

The initiative, aimed at protecting small businesses like barbershops, salons and restaurants, will consolidate multiple permits into a single document to prevent the frequent closure of businesses by local authorities.

Minister of Small and Medium Enterprises Development Elias Mubanga revealed that his ministry has been consulting with the ministries of Local Government, Finance, and Commerce to streamline the licensing process.

Addressing the challenges faced by entrepreneurs, Mr Mubanga said the new system would mean that business owners no longer need to navigate a mountain of paperwork to remain compliant.

He emphasised that Government is eager to stop the trend of council police closing down small shops over minor permit issues, especially as the sector recovers from the power deficit.

“We are just coming out of a difficult situation because of the deficit in power. As a ministry, we would like to protect our small businesses. Government has taken a clear road to address these issues by making it easier for you to start and run a business without so many documents,” Mr Mubanga added.

ELCZ STATUS UPDATE: AS OF 2026, NO REGISTERED MEMBER IS UNEMPLOYED

The Entrepreneurship And Leadership Council of Zambia is pleased to officially state that, as of 2026, our records indicate that no fully registered ELCZ member is unemployed. This is a significant achievement and a strong indicator of the impact of our entrepreneurship, leadership, and Continuous Professional Development (CPD) initiatives.

According to current ELCZ records, all registered members are actively engaged in employment. This includes members working in the private and other sectors, as well as those who are self-employed entrepreneurs running their own businesses and enterprises. ELCZ recognizes employment in its broad sense, focusing on active economic participation and value creation.

TRAINING AND CAPACITY BUILDING

The Entrepreneurship And Leadership Council of Zambia is committed to building strong entrepreneurs, leaders, and communities across Zambia and beyond. In fulfilling its mandate, ELCZ establishes and conducts training, mentorship, and certification programs that promote entrepreneurship, leadership, innovation, and community empowerment.

To achieve this goal, ELCZ works with Registered and institutions recognized by the Council, as well as through workshops, seminars, conferences, mentorship programs, and professional training sessions. These programs are designed to support livelihood development, social enterprises, business growth, and sustainable income generation.

Below are the approved Training and Capacity Building Levels and Courses under ELCZ.

LEVEL A – COMMUNITY & LIVELIHOOD PROGRAMS

This level focuses on community-based skills and livelihood programs that help individuals and groups generate income and run social enterprises.

Creative Enterprise in Beauty and Wellness Management

This course trains entrepreneurs in managing beauty, wellness, and personal care businesses. It covers service delivery, hygiene, customer care, and business management in the beauty industry.

Woodwork Innovation and Sustainable Furniture Entrepreneurship

This course focuses on modern woodwork skills, furniture making, and innovation. Learners are taught how to run sustainable furniture businesses while protecting the environment.

Digital Foundations for Entrepreneurship

Introduces basic digital skills needed to run a business, including online tools, digital communication, and basic technology use.

Digital Commerce and Brand Management for Entrepreneurs

Teaches how to sell products and services online, build a strong brand, and use digital platforms to reach customers.

LEVEL B – BUSINESS & LEADERSHIP DEVELOPMENT

This level focuses on short-term business and leadership courses for entrepreneurs and professionals who want to improve their skills.

Foundations of Entrepreneurship and Business Creation

Teaches how to start a business, develop business ideas, and understand basic business structures.

Digital Growth Marketing for SMEs

Focuses on using digital marketing tools such as social media and online advertising to grow small and medium enterprises.

Service Leadership and Customer Experience

Trains leaders on how to manage teams and provide excellent customer service that builds trust and loyalty.

Financial Literacy for Entrepreneurs

Effective the second week of January, the Entrepreneurship And Leadership Council of Zambia will begin the recruitment of ELCZ Provincial Representatives from all provinces of Zambia.

This opportunity is open to members from the following provinces:

Lusaka,
Copperbelt,
Central,
Eastern,
Southern,
Western,
Northern,
Muchinga,
North-Western,
and Luapula.

The purpose of this recruitment is to strengthen ELCZ presence at provincial level and to support entrepreneurship, leadership development, CPD activities, member engagement, and institutional coordination across the country.

Role of Provincial Representatives includes:

• Representing ELCZ in the province
• Supporting ELCZ programs, meetings, and trainings
• Mobilizing and guiding members on ELCZ activities
• Coordinating with institutions and stakeholders
• Promoting CPD compliance and professional growth

Requirements:

• Must be a fully registered ELCZ member
• Must be active, committed, and disciplined

This morning, Entrepreneurship And Leadership Council of Zambia registered members from Lusaka had the honour and privilege of representing the Council at the graduation ceremony for MET Institute, which was held at Centre Lodge in Lusaka. The ceremony was conducted under the powerful and inspiring theme: “Innovating Minds, Transforming Futures, Through Knowledge and Entrepreneurship.”

The event brought together graduates, parents, educators, and stakeholders who share a common goal of promoting education, innovation, and entrepreneurship in Zambia. ELCZ was pleased to be part of this important milestone as the graduates celebrated the successful completion of their academic journey.

During the ceremony, the President of the Entrepreneurship and Leadership Council of Zambia encouraged the graduates to consider joining ELCZ as registered members. He emphasized the importance of Continuous Professional Development (CPD) in today’s competitive job market. Through CPD, graduates can continuously improve their skills, stay updated with industry requirements, and become more prepared for employment and self-employment opportunities.
