FRANCIS M. KOPE: A NEW CHAPTER FOR INCLUSIVE REPRESENTATION IN ZAMBIA
A Public Message on Leadership, Inclusion and the Responsibility to Serve
The appointment of Francis M. Kope as a Member of Parliament representing persons with disabilities marks an important moment in Zambia’s journey towards inclusive representation and participation in national affairs.
Leadership is not simply about holding a position of authority. It is about accepting responsibility, listening to the people, understanding their challenges and working towards solutions that improve lives. As a new Member of Parliament, Mr Kope has an opportunity to contribute to national discussions and ensure that the concerns of persons with disabilities receive meaningful attention in Parliament.
For many years, persons with disabilities have faced challenges involving access to education, employment, healthcare, public infrastructure, social services and participation in decision-making. These challenges require practical responses, inclusive policies and sustained cooperation between government, communities, civil society and the private sector.
Mr Kope’s parliamentary role therefore carries an important responsibility: to help ensure that persons with disabilities are not merely discussed in public conversations but are also included in the decisions that affect their everyday lives.
His public statements have highlighted the importance of amplifying the voices of persons with disabilities and addressing their concerns through policy and legislation. The next important step is translating these commitments into measurable progress, meaningful engagement and practical improvements for the people he represents.
Leadership must be measured by service and results.
The public will reasonably expect a representative in this position to listen to people from different backgrounds, consult disability organisations, advocate equal opportunities and promote the removal of barriers that prevent people from contributing fully to society.
This responsibility extends beyond Parliament. Families, employers, schools, churches, community organisations and public institutions all have a role to play in building a society where disability does not become a reason for exclusion or discrimination.
As Mr Kope begins this chapter of public service, there is an opportunity to strengthen the relationship between leadership and the communities whose concerns need to be heard. Regular consultations, transparent communication and clear reporting on progress can help build public trust and accountability.
It is also important to recognise that meaningful inclusion requires unity. Persons with disabilities are not a single, uniform group; their experiences and needs differ. Effective representation should therefore embrace a wide range of voices and ensure that people with different disabilities have opportunities to contribute to national development.
The public should approach this new chapter with hope, constructive engagement and a clear expectation that public office must serve the common good. Citizens should be able to raise concerns, ask questions, contribute ideas and assess progress on the basis of evidence and results.
Ultimately, the significance of Mr Kope’s parliamentary role will depend not only on his presence in the National Assembly but also on how effectively the concerns of persons with disabilities are heard, represented and addressed.
Our message to Hon. Francis M. Kope is simple: may your public service be guided by integrity, humility, accountability, inclusion and a genuine commitment to the people.
May this chapter contribute to a Zambia where every person, regardless of disability or personal circumstances, has a fair opportunity to learn, work, participate in public life and contribute to the development of our nation.
Inclusive representation must lead to meaningful participation, and meaningful participation must lead to practical progress.
The people deserve leadership that listens, representation that includes; and public service that delivers.
