Zambia Health Education and Communications Trust Zambia Health Education and Communications Trust (ZHECT) is a Non- Governmental Organization founded in April 2002.

ZHECT aims to contribute to the improvement of the general wellness and health status of people in Zambia through multifaceted interventions. The interventions seek to contribute to Zambia’s achievement of the millennium development goals relating mainly to HIV and AIDS, malaria and other health challenges through the following goals:

1. To increase in-depth knowledge and translation of HIV/AIDS

information into positive behaviour.
2. To increase access to health services and facilities as well as improve the quality of service.
3. To strengthen the Organizational Capacity of Community Based, Faith Based and Non-governmental organisations working in the area of HIV and AIDS and health in general to carry out interventions more effectively and efficiently.
4. To support political will and commitment to the fight against HIV and AIDS, general health service provision and poverty reduction.
5. To increase resources and capacity within ZHECT for service delivery as well as institutional strengthening and capacity building of Community Based, Faith Based, Non-governmental organisations and other institutions especially those implementing Health related, HIV & AIDS programmes.

🌍💪 Strengthening Zambia’s Epidemic Preparedness: A Call to Action!

Mulako Nabanda, Director of Research at ZHECT, recently joined a crucial panel on ZNBC TV1 with experts like Dr. Paul Zulu ZZambia National Public Health Institute (ZNPHI) and Douglas Mushinge African Institute for Development Policy (AFIDEP) to discuss Zambia's public health readiness and the essential operationalization of the Public Health Emergency Fund (PHEF).

Here’s the reality check:

⚠️Less than 1% of Zambia’s health budget is for epidemic preparedness, far below the WHO’s recommended 5%.
⚠️A whopping 80% of our funding comes from external donors, making us vulnerable.
⚠️Even when resources are available, bureaucratic bottlenecks and fragmented coordination often delay vital actions, costing precious lives.
At ZHECT, we are dedicated to changing this narrative. We are collaborating with the government to advocate for sustainable domestic financing and evidence-based policies for epidemic readiness.

But talk isn’t enough. We need action! Here are our urgent calls to action:

✅️Finalize the Statutory Instrument for the governance of the PHEF.
✅️Establish a dedicated budget line in the 2026 National Budget, aiming for a minimum of 5% for epidemic preparedness.
✅️Secure sustainable financing from innovative sources, including the NHIMA and health levies.

We had a meeting with a select number of MPs (4) from the Parliamentary Committee on Health after our Parliamentary question on what the Govt was doing to operationalize the Public Health Emergency Fund, the Public Health Emergency Center and formation of a dedicated budget. The meeting was set up to review the Minister's response and plan the way forwardingResolutions:1. Make an appointment to meet the Minister to discuss the new developments on the Public Health Emergency Fund operationalization,2. Meeting to put information together after the technical Committee meeting to conclude the statutes for the operationalization 3. Zambia Health Education and Communication Trust (ZHECT) is excited to share this important update on Zambia's Epidemic Preparedness!

We are thrilled to see the National Health Research and Training Institute (NHRTI), formerly TDRC, playing a critical role in strengthening Zambia's ability to respond to infectious diseases. The recent Memorandum of Understanding (MoU) signed between NHRTI and 8 laboratories of the Zambia Genomic Surveillance Consortium (ZGSC) is a significant step forward!

This collaboration, facilitated by the launch of the National Pathogen Genomic Surveillance Strategy (2025-2029), will utilize advanced genomic sequencing technologies to:

Monitor and analyze pathogens: This includes those with epidemic and pandemic potential.
Improve early outbreak detection: Allowing for faster responses to emerging threats.
Track disease transmission patterns: Providing crucial data for effective interventions.
Combat infectious diseases: Such as COVID-19, tuberculosis, malaria, and antimicrobial-resistant infections.
ZHECT recognizes the importance of data-driven approaches and is proud to see Zambia's commitment to advancing precision public health. This initiative will lead to better preparedness for future health threats and ultimately safeguard the health of Zambians.

Key highlights of the initiative:

Collaboration between NHRTI and key institutions like Zambia National Public Health Reference Laboratory (ZNPHRL), University Teaching Hospital Virology Laboratory (UTHVL), Churches Health Association of Zambia (CHAZ), and more.
Involvement of multiple Ministries (Health, Green Economy, Agriculture, and Fisheries & Livestock).
NHRTI's participation in monthly ZGSC meetings and pathogen genomic surveillance system, including hosting training for ZGSC members.

As recent events unfold, it has become painfully clear that time has come for African nations, including Zambia, to take ownership of their healthcare management, outcomes and epidemic preparedness. With the potential halting of USAID support to health systems and the ongoing financial uncertainties surrounding the World Health Organization (WHO), reliance on foreign aid is becoming increasingly precarious.

As discussions intensify around the potential closure of USAID, spearheaded Department of Government Efficiency (headed by Elon Musk) in President Trump administration, we face a critical juncture. These developments threaten not only funding for vital health programs but also the very framework through which global health initiatives have operated, impacting efforts in fighting diseases like HIV/AIDS, malaria, tuberculosis, and others affecting vulnerable populations across Africa.

Zambia and other African countries have the knowledge, resources, and community wisdom to lead the charge in enhancing health systems, responding swiftly to epidemics, and ensuring that health priorities are tailored to our unique contexts. Now is the time for African leadership to rise, investing in home-grown solutions and national strategies that prioritize the health and well-being of our people.

Let's not wait for others to determine our fate; it’s time we advocate for innovative approaches that safeguard the health of our communities through self-sufficiency and resilient health systems. Together, we can build a future where Africa leads in health and epidemic preparedness!
