ZACCI Engagement on Pension Reform Bills

Earlier today, the Zambia Chamber of Commerce and Industry (ZACCI) appeared before the Parliamentary Committee on Parastatal Bodies to present private sector submissions on the Public Service Pensions Bill, N.A.B No. 69 of 2026, and the Local Authorities Superannuation Bill, N.A.B No. 70 of 2026.

ZACCI was represented by Mr Emmanuel Mumba, Acting CEO; Dr Sylvia Mumba, Board Trustee; and Mr Musole Kapaku, Researcher.

In its submission, ZACCI emphasised the need to strengthen pension governance through transparency, accountability, and structured institutional representation of the private sector in pension fund management. The Chamber strongly advocated for institutional representation over individual appointments to ensure continuity, consistency, and broader stakeholder input.

ZACCI further called for a clear separation between Board oversight and operational management, stronger safeguards in medical retirement processes, and clearly defined criteria for waiver provisions to promote fairness and consistency in pension administration.

The Chamber also highlighted the strategic importance of pension funds as long-term institutional capital to support national development priorities, including infrastructure development and Public-Private Partnerships (PPPs), while maintaining prudential financial management and sustainability.

ZACCI Submits Private Sector Input on National Pensions Scheme Bill

On 4th May 2026, the Zambia Chamber of Commerce and Industry (ZACCI) presented private sector submissions to the Parliamentary Committee on Media, Information and Communication Technologies on the National Pensions Scheme Bill No. 68 of 2026.

In its submission, ZACCI underscored the importance of the Bill in strengthening Zambia’s pension framework, while highlighting key areas that require refinement to ensure it is inclusive, responsive, and aligned with the realities of the economy. Central to the submission was the need for stronger institutional representation on the Board to enhance accountability and ensure broad-based stakeholder input. The Chamber also emphasized the importance of a clear distinction between the oversight role of the Board and the executive management function.

ZACCI further proposed reforms to pre-retirement access, including the removal of restrictive age requirements and an increase in the lump sum withdrawal threshold from 20% to 30%, in order to provide more meaningful financial support to contributors while preserving long-term savings.

Additionally, ZACCI highlighted the opportunity to reposition pension contributions not only as retirement savings, but also as a productive financial asset base that members can leverage during their working life. This would transform the pension scheme into a dual-purpose system, providing both long-term income security and short-to-medium term financial empowerment.

ZACCI reaffirmed its commitment to constructive engagement with policymakers to help shape a pension system that promotes social protection, supports business sustainability, and contributes to long-term economic growth.

ZACCI CALLS FOR STRONGER LOCAL CONTENT AND WOMEN PARTICIPATION IN MINING

The Zambia Chamber of Commerce and Industry (ZACCI) has reaffirmed its commitment to advancing local content and strengthening the participation of women-led enterprises in the mining sector.

Speaking as Guest of Honour at the official opening of the Mopani Women in Mining Forum & B2B Exhibition 2026 in Kitwe on 23rd April 2026, ZACCI President Mr. Anthony Kabaghe highlighted the significance of Statutory Instrument No. 68 of 2025 in unlocking opportunities for Zambian businesses.

Mr. Kabaghe stressed that while policy direction is clear, the focus must now shift to building capacity among local suppliers to meet industry standards. He called for increased investment in skills development, access to finance, and technology transfer to support sustainable participation in the mining value chain.

He further urged mining companies and international partners to promote joint ventures and mentorship arrangements that will empower local enterprises, particularly women-led businesses, to thrive.

ZACCI reiterated its readiness to support stakeholder collaboration and provide access to credible and competitive businesses within its membership base.

The Forum and B2B Exhibition serves as a key platform for fostering business linkages, knowledge sharing, and inclusive growth within Zambia’s mining sector.

🇿🇲 ZACCI Submits Private Sector Input on Chemical Weapons Amendment Bill

On 21st April 2026, the Zambia Chamber of Commerce and Industry (ZACCI) presented private sector submissions to the Parliamentary Committee on National Security and Foreign Affairs on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons (Amendment) Bill, 2026.

ZACCI acknowledged the intent of the Bill particularly its focus on revising the composition of the Zambia National Authority on the Chemical Weapons Convention and introducing private sector representation. However, the Chamber noted that the proposed changes raise important considerations around the structure and effectiveness of private sector participation.

ZACCI's key recommendations:

✅ Strengthen the link between the Authority and the organised private sector for effective implementation and compliance

✅ Ensure inclusive governance that reflects the cross-sectoral impact of chemical regulation on manufacturing, agriculture, mining, and trade

While individual expertise is valuable, institutional participation provides continuity, accountability, and a more representative voice for the business community.

ZACCI Advances Private Sector Input on Water Sector Reform 🇿🇲

On 20th April 2026, the Zambia Chamber of Commerce and Industry (ZACCI) presented private sector input on the Water Supply and Sanitation Services Bill, N.A.B No. 2 of 2026 before the Parliamentary Select Committee on Energy, Water Development and Tourism.

The Chamber was represented by Mr Emmanuel Mumba (Acting Chief Executive Officer), Ms Rebecca Kaumba (Business Development Officer), Ms Miriam Chilonga (Publicity), and Mr Henry Pelekelo (Researcher).

ZACCI commended the intent of the Bill as a significant step toward strengthening Zambia’s water sector and improving service delivery. However, the Chamber noted that its effectiveness will depend on addressing key structural and regulatory gaps.

In summary, ZACCI raised concerns around the need to:

✅Clearly recognise and protect the existing commercial water utility framework to avoid fragmentation and duplication

✅Strengthen coordination among key regulators, particularly NWASCO, WARMA, and ZEMA, to reduce regulatory overlap and inefficiencies

✅Ensure tariff frameworks are fully cost-reflective, including environmental compliance obligations

✅Reinforce governance provisions to enhance transparency, accountability, and investor confidence

Shaping policy, strengthening governance and increasing private sector participation

On 20th April 2026, the Zambia Chamber of Commerce and Industry appeared before the Parliamentary Select Committee on National Economy, Trade and Labour Matters to present private sector submissions on a number of key reform Bills, including:

✅The Pension Scheme Regulation (Amendment),

✅The Public Service Pensions (Amendment)

✅The Public-Private Partnership (Amendment)

✅The Metrology (Amendment)

✅The Business Regulatory

✅The Minerals Regulation Commission (Amendment)

✅The Citizens Economic Empowerment (Amendment)

✅The Competition and Consumer Protection (Amendment)

The ZACCI delegation was led by Mr Anthony Kabaghe (President) and included Mr Gideon Chibuye (Board Member), Mr Paul Chisunka (Board Trustee), Mr Emmanuel Mumba (Acting CEO), and members of the Secretariat.

A key cross-cutting issue across the Bills was the restructuring of Boards to enhance private sector participation. While ZACCI commended this progressive direction, the Chamber noted a recurring reliance on individual private sector appointments , which may limit coordinated and representative input.

ZACCI emphasised the importance of institutional representation as a core corporate governance principle for public sector boards, ensuring structured accountability, continuity and a more unified private sector voice in decision-making.

The Chamber remains committed to advancing policy reforms that support a transparent, inclusive and growth-oriented business environment in Zambia.
