Policy Frameworks for Sustainable HIV and Health Care Financing

Hon. Commissioner Dr Litha Musyimi-Ogana is a Member of the African Commission on Human and Peoples' Rights, where she serves as Chairperson of the Working Group on Indigenous Populations/Communities and Minorities in Africa, and Chairperson of the Committee on the Protection of the Rights of People Living with HIV and those at Risk, Vulnerable to and Affected by HIV in Africa.

A seasoned African diplomat with more than three decades of senior leadership experience, she has contributed significantly to governance, gender, and development discourse across continental institutions, including the African Union Commission, AUDA-NEPAD, the African Peer Review Mechanism, and the Pan African Parliament.

Her longstanding leadership in human rights, governance, and development continues to shape conversations on accountability, equity, and protection for vulnerable populations across Africa’s health response.

Policy Frameworks for Sustainable HIV and Health Care Financing

Nelson Otwoma is a longstanding advocate for community-led responses, health equity, and the meaningful involvement of people living with HIV in policy and governance processes across .

Through his leadership at NEPHAK, he has consistently advanced advocacy on treatment access, stigma reduction, legal environments, and accountability in HIV financing and transition planning, particularly as countries navigate shifting donor support and growing pressure on health systems.

He will contribute to the discussion on how restrictive legal frameworks, criminalisation, stigma, and structural inequalities continue to obstruct HIV outcomes, particularly for women, adolescents, and key populations.

Dr Robalo is Co-Chair of and UHC2030 - Taking action for universal health coverage, President and Co-Founder of the Institute for Global Health and Development (IGHD) and one of Africa’s most respected voices on health sovereignty, equitable financing, and inclusive health governance.

Her work has consistently championed equitable access to healthcare, stronger health systems, sustainable domestic financing, and the inclusion of vulnerable populations in national and global health agendas.

As African governments navigate financing transition, legislative reform, and evolving global health priorities, her leadership will help guide a critical discussion on the policy and legal frameworks shaping the future of HIV and health financing across the continent.

ECONOMIC INVESTMENT AMID SHRINKING

Tangiers, Morocco — The Africa-led HIV Control Working Group (HCWG), hosted by the Centre for Infectious Disease Research in Zambia (CIDRZ), convened a high-level dialogue in Tangiers, Morocco, on the margins of the 58th United Nations Economic Commission for Africa (UNECA) Conference of Ministers.

The meeting brought together senior officials from ministries of health and finance from Zambia, Malawi, Zimbabwe, among others, alongside global and regional partners, to explore sustainable financing solutions for HIV and broader health systems in Africa.

The dialogue comes at a critical moment, as countries navigate a “triple transition” of declining external HIV funding, a shifting epidemic increasingly linked to chronic disease, and persistent macro-fiscal pressures. Participants agreed that this moment demands a fundamental shift in how health is financed and prioritised.

We are pleased to welcome Jaime Atienza Azcona, Director, Equitable Financing at UNAIDS, as a speaker in the upcoming webinar hosted by The Africa HIV Control Working Group (AHCWG).
