Today we shine the spotlight on Lumbwe Simbaya. He is the District Health Information Officer for Kalulushi District. Lumbwe is a beneficiary of the Evidence for Health Trainer of Trainers program which is an extension of the project’s capacity building arm to the Ministry of Health.

He has trained to date over 60 program officers across 4 districts of the Copperbelt in data analytics and over 60 health facilities in DHIS2 data capture.

His work is increasing the ministry’s ability to capture quality data at facility level which can be studied and analyzed by program officers at higher levels of ministry to make improved data driven decisions.

The USAID Evidence 4 health project has been supporting the MOH in the area of capacity building from the onset of the project. A cumulative total of 2,518 health workers were trained by September 2023, of which 45% were trained in data capture at Health Facility (HF) level.

E4H’s capacity building initiatives have led to improvement in MoH’s HMIS reporting rates and use of data for planning and decision making across our supported provinces. E4H provided training and mentorship for MoH staff in DHIS2 and data analytics at the sub-national level.

Traditionally, facility HMIS data capture was done at the district level with District Health Information Officers (DHIOs) playing a key role in capturing the HMIS data into the DHIS2 database. This usually led to delayed availability of report/data for use, erroneous data due to pressure on the DHIOs and eventual loss of trust of the data. To address the identified challenges, E4H introduced an approach where DHIS2 data capture was devolved to the HF level.

This was achieved through capacity building of core-teams who in turn provided HF trainings in data capture with support from E4H. The associated benefits from this intervention included improved timeliness and quality of data, enhanced data ownership, and increased demand and use of data. The overall result was Health facilities taking full ownership of their data and using it to inform decisions related to their service delivery programming.

As part of its monitoring and evaluation (M&E) support to the National Malaria Elimination Program (NMEP), the USAID Evidence for Health (E4H) Project is leading the digitization of the 2023 LLIN campaign in Zambia.
The digitization of the campaign is being done for the first time in the country following a successful pilot conducted in April 2023 where lessons learnt informed further strengthening of the District Health Information Software 2 (DHIS2) tracking system as a data capture and analytical platform to aid planning, monitoring and decision making during the campaign.
The digitization marks the migration from paper-based records to digital tools. The digital system was developed by the USAID E4H Project with inputs from both the Malaria Control and Evaluation partnerships in Africa (MACEPA) and Against Malaria Foundation (AMF).

The USAID funded Evidence for Health Zambia (E4H) project, is a 5 year effort which commenced in March 2020 designed to support the Government to improve the Health Management Information System (HMIS) data collection, analysis, dissemination and use policies at all levels, as well as build capacity of health sector staff to collect analyze and use data. These efforts support improved health sector decision making to maximize resources, develop targeted interventions, and ensure timely programmatic responses.
The intended outcomes are:
1. Improved HMIS data collection, analysis, dissemination and use policies and standards of practice developed and implemented at all levels.
2. Strengthened capacity of health sector staff at provincial, district, and facility levels to meet the HMIS data collection, analysis and use standards established by MOH.
3. Improved HMIS systems for analyzing and aggregating health data for improved data use at National, provincial , district, facility, and community levels.
4. Evidence base for health programming Henares by USAID implementing partners improved.

These outcomes are a testament to the power of evidence, collaboration, and determination.
