A USA COMPANY STATES THAT IT HAS SIGNED WITH THE ZAMBIA GOVERNMENT, A CONTRACT TO BUILD 5,000KM OF ROADS

The USA Embassy has announced that a USA Company, Landlock, has signed a joint-venture with the Zambia National Service(ZNS) under the Ministry of Defence to build 5,000km of roads in Zambia.

The construction is said to begin in March 2024.

Now, this is illegal as the Public Procurement Act of 2020 and the Public-Private Partnership Act of 2020 have prescribed how public contracts will be procured and executed.

Below is the the announcement made by the USA Embassy in Zambia with excitement.

Exciting news! Yesterday U.S. company LANDLOCK signed a five-year Joint Venture agreement with the Zambia National Service under the Ministry of Defence to build 5,000 kilometers of road in Zambia that will run through all 10 provinces of the country.

The construction is scheduled to begin in March or April of 2024 contingent on weather conditions.

This project is another example of harnessing U.S. private sector technology and ingenuity in partnership with the Zambian people to drive economic growth.

Secretary to the Cabinet calls on Permanent Secretaries and Heads of Departments to appoint contract managers in public procurement.
Monday, 17th April, 2023. The Secretary to the Cabinet Mr. Patrick Kangwa has urged Permanent Secretaries and Heads of Government Departments to appoint contract managers in public procurement whenever a contract is awarded to ensure prudent use of public funds.
Speaking when he officiated at a virtual training workshop attended by over two hundred and fifty (250) Permanent Secretaries and Heads of Departments in Government ministries and provinces organized by the Zambia Public Procurement Authority (ZPPA), Mr. Patrick Kangwa has said that the appointment of contract managers ensures that the supplier performs the works or services in accordance with the terms and conditions specified in the contract and the contract manager thus ensures that goods, works and services are delivered at the right cost, right time and right quality.
Mr. Kangwa has urged Permanent Secretaries to ensure that the appointment of contract managers is done expeditiously whenever a contract is awarded as this is a requirement for all contracts regardless of the amount.
“Prudent contract management will ensure that suppliers adhere to the timelines for delivery of goods, works and services. Furthermore, contract management will ensure that projects are not abruptly stopped or terminated and it will certainly prevent the waste of public expenditure, among other benefits”, he said.
The Secretary to the Cabinet has further advised the Permanent Secretaries and Heads of Procurement Units to promote the participation of women, youths and the disadvantaged in public procurement processes undertaken at district level through the use of Preference and Reservation Schemes.
“The country has a large population of youths who are unemployed and public procurement is one way of empowering the youths”, he said.
He added that it is very displeasing to observe that many Permanent Secretaries are summoned by the Public Accounts Committee of the National Assembly, on public procurement irregularities.
Speaking at the same virtual training workshop ZPPA Acting Director General Belia Mulenga has urged Permanent Secretaries and Heads of Departments to adhere to the Public Procurement Act No.8 of 2020 and the Public Procurement Regulations of 2022.
Mr Mulenga has called on Permanent Secretaries and Heads of Departments in Government Ministries and Provinces to submit their annual procurement plans for 2023.
Mr. Mulenga has further advised that section 16(1) of the Public Procurement Act, provides for mandatory usage of the Electronic Government Procurement (e-GP) system by all procuring entities. The transitional period is three years which extends to 2024 as stipulated in section 113(7).

REHABILITATED KAFUE HOOK BRIDGE COMMISSIONED

Infrastructure, Housing and Urban Development Minister, Hon. Eng. Charles L. Milupi has today commissioned the Kafue Hook Bridge, which has been rehabilitated at a cost of K167,463,918.10.

The Kafue Hook Bridge is an important crossing point linking Lusaka, Central and Western Provinces to the rest of the country. The crossing point is a 6-span steel-concrete composite bridge with a total length of 270 metres across the Kafue River and is in the Kafue National Park in Mumbwa District of Central Province.

Hon. Eng. Milupi said the bridge was first constructed with the support of the People’s Republic of China and was commissioned by the First Republican President of Zambia, the late Dr. Kenneth Kaunda on 24th May 1973.

He said the rehabilitation works of this bridge commenced on 15th October 2015 and was scheduled to be completed on 24th October 2017.

“However, the project had been suspended five times during implementation, resulting in a stoppage period of four years, one month, and three weeks. With the coming of the New Dawn Government in August 2021, the works were restarted on 19th November 2021 and completed on 4th March 2023,” he said.

Hon. Eng. Milupi further said the Government was currently carrying out holding maintenance works on various roads using the Road Development Agency (RDA) Regional Offices in the respective Provinces to ensure that the road network does not deteriorate further as the treasury sources for funds to carry out major repair works.

In this regard, the Government has plans to work on the following roads in Western Province once the treasury sources the required funds: Lusaka-Mongu Road especially on the section from Tateyoyo to Katunda; Katunda-Lukulu-Watopa-Mumbezhyi Road; Tapo-Kalabo-Sikongo-Angola Border Road; and Livingstone-Sesheke Road.

He said similarly, the Government has plans to work on the following roads in Central Province subject to availability of funds: Landless Corn
