Center for Information Dissemination (CID) today was part of a focus group discussion at Mika Hotel in Kabulonga, Lusaka, organized by Internews Network Zambia.

The discussion focused on the use of Artificial Intelligence (AI) by Civil Society Organizations in Zambia.

The event is part of the USAID Open Zambia project, which aims to promote the use of Artificial Intelligence (AI) in CSOs. The discussion comes at a time when technology is rapidly advancing, making AI a timely tool for CSOs.

MINISTERIAL STATEMENT ON THE SECURITY OF THE NATION IN LIGHT OF THE ALLEGED STATEMENT BY THE FORMER REPUBLICAN PRESIDENT, MR. EDGAR CHAGWA LUNGU, THAT CITIZENS WOULD RISE AGAINST THE PRESIDENT BEFORE 2026.

MADAM SPEAKER,
LET ME THANK YOU FOR GIVING ME THE OPPORTUNITY TO MAKE A MINISTERIAL STATEMENT ON THE MATTER OF URGENT PUBLIC IMPORTANCE RAISED BY HONOURABLE MICHELO KASAUTA, MEMBER OF PARLIAMENT FOR BWEENGWA CONSTITUENCY. THE MATTER OF URGENT PUBLIC IMPORTANCE IS ON THE SECURITY OF THE NATION IN LIGHT OF THE ALLEGED STATEMENT BY THE FORMER REPUBLICAN PRESIDENT, MR. EDGAR CHAGWA LUNGU, THAT CITIZENS WOULD RISE AGAINST THE PRESIDENT BEFORE 2026.

MADAM SPEAKER,
ZAMBIA IS A DEMOCRATIC SOCIETY. THE NEW DAWN ADMINISTRATION FORMED GOVERNMENT TO AMONG MANY ISSUES FOSTER A BETTER DEMOCRACY AND RESTORE THE RULE OF LAW, ORDER, RESPECT FOR HUMAN RIGHTS INCLUDING LIBERTIES AND FREEDOMS. BY CREATING A GOOD GOVERNANCE ENVIRONMENT, WE HAVE SEEN OUR CITIZENS ENJOY LIBERTIES AND FREEDOMS AS WELL AS MORE ECONOMIC INVESTMENT. THIS SITUATION HAS SECURED FOR US THE COOPERATION OF OUR PEACE-LOVING CITIZENS WHO HAVE TRUST IN THE VISIONARY LEADERSHIP OF OUR PRESIDENT, HIS EXCELLENCY, MR. HAKAINDE HICHILEMA.

MADAM SPEAKER,
THE GOVERNMENT HAS PERFORMED WELL ON THE GOVERNANCE SCALE AND THERE IS NO KNOWN OR LATENT ACTION FROM THE GOVERNMENT TO WARRANTY CITIZENS TO FORCE THE PRESIDENT TO GIVE UP POWER AND CALL FOR ELECTIONS BEFORE 2026. WE ARE SAFE AND SECURE. THE STATE OF THE NATION IS STRONG. WE ARE NOT HOWEVER, GOING TO DISMISS AS EXAGGERATION THE ALLEGED PRONOUNCEMENTS BY MR. EDGAR CHAGWA LUNGU INDICATING THAT PEOPLE WOULD RISE AND FORCE THE PRESIDENT TO GIVE UP POWER. BEING FORMER HEAD OF STATE, PERHAPS THERE COULD BE SOMETHING HE KNOWS WHICH GOVERNMENT IS NOT AWARE OF, COINCIDENTALLY SIMILAR STATEMENTS HAVE BEEN MADE BY SOME SENIOR MEMBERS OF THE CLERGY AND OTHER POLITICAL PARTY LEADERS. AS SUCH SECURITY WINGS SHOULD TAKE INTEREST IN THE MATTER. THERE COULD BE SOME COVERT OPERATIONS BEING UNDERTAKEN. WE ARE NOT GOING TO FOLD OUR ARMS AND LAMENT. THIS IS BECAUSE WE HAVE SEEN SITUATIONS WHERE FEW CARELESS POLITICIANS HAVE CONVINCED A WHOLE NATION THAT IT IS ON THE BRINK OF A CIVIL WAR. WE AS A RESPONSIBLE GOVERNMENT SHALL ENSURE THAT THERE IS LAW AND ORDER IN THE COUNTRY.

MADAM SPEAKER,
IN THE RECENT PAST, GOVERNMENT HAS NOTED WITH GREAT CONCERN MANEUVERS BY THE FORMER PRESIDENT AIMED AT ATTRACTING UNDUE ATTENTION FROM SYMPATHISERS. SEEKING ATTENTION, THE FORMER PRESIDENT HAS RESORTED TO DESPERATE MEANS, UNFORTUNATELY SOME OF THE ACTIVITIES ARE REPULSIVE. IT IS NOT RIGHT TO MOCK CITIZENS BY FAKING BEING AMAZED AT PRICES OF GOODS, FAKING BEING KIND TO THE PEOPLE HIS GOVERNMENT DEFRAUDED AND EVEN MAKING CARELESS PRONOUNCEMENTS THAT HAVE THE POTENTIAL TO ENDANGER PUBLIC SECURITY. THIS IS AN UNFORTUNATE AND CARELESS BEHAVIOR FROM A FORMER HEAD OF STATE.

MADAM SPEAKER,
WE ARE PARTICULARLY CONCERNED WITH THE BEHAVIOR MANIFESTED BY THE FORMER PRESIDENT ON 27TH FEBRUARY, 2024. THIS IS BECAUSE THE RECENT BEHAVIOR IS PART OF HIS HISTORY OF A PECULIARLY VICIOUS FORM OF VIOLENCE THAT CITIZENS WITNESSED DURING HIS SEVEN-YEAR RULE WHICH LED TO A BREAKDOWN OF LAW AND ORDER IN THE COUNTRY. SADLY, THROUGH SUCH BEHAVIOR, COUNTLESS ZAMBIANS SUFFERED HUMAN RIGHTS ABUSE. HE MUST READ THE TIMES. THIS IS NOT TIME TO FAN AND PERPETUATE VIOLENCE. RATHER, IT IS TIME FOR THE NEW DAWN ADMINISTRATION TO HEAL THE DIVISIONS HE CREATED AND RE-BUILD THE ECONOMY THAT HIS REGIME LEFT IN A MESS. TODAY, MANY OPPOSITION PARTY LEADERS IN ZAMBIA TALK AS IF THEY WERE ENEMIES OF GOVERNMENT ENGAGED IN WAR. THIS SHOULD STOP. THEY MUST CONTRIBUTE TO THE REBUILDING OF THE NATION THROUGH POSITIVE CHECKS AND BALANCE.

MADAM SPEAKER,
THE FORMER PRESIDENT’S BEHAVIOR AND THAT OF FORMER GOVERNMENT LEADERS REPRESENT AN EXTRA-ORDINARY PHENOMENON: PURE DESTRUCTIVE AND UNPATRIOTIC. THEY ARE NOT POLITICIANS WITH GENUINE CONCERNS TO GROW THE ECONOMY OR TO IMPROVE LIVELIHOODS. THEY DO NOT WISH TO TAKE REIGNS TO FOSTER DEVELOPMENT. THEY SEEK ONLY TO DESTROY EVEN THE LITTLE THAT THEY LEFT WHICH THE NEW DAWN ADMINISTRATION SEEKS TO MEND. THEY DO NOT AIM TO HELP ANY PARTICULAR SECTION OF THE SOCIETY. THEY DELIGHT IN THE SUFFERING OF OUR CITIZENS. SOME OF THEM EVEN ADVOCATE VIOLENCE TO ADVANCE THEIR SELFISH DESIRES. EVEN IF THEY SEEM TO CHAMPION THE WORD PATRIOTIC, THEY SELDOM PRACTICE PATRIOTISM IN THEIR UNDERTAKINGS. THEY TRY TO DISGUISE WHO THEY REALLY ARE WITH THE VENEER OF SYMPATHETIC POLITICAL VOCABULARY. BUT WE KNOW THEM, THE PEACE-LOVING ZAMBIANS KNOW THEM.

MADAM SPEAKER,
THE NEW DAWN GOVERNMENT SHALL UPHOLD THE SUPREMACY OF RULE OF LAW AND MAINTAIN LAW AND ORDER FOR OUR CITIZENS TO ENJOY LIBERTIES AND FREEDOMS. SIMILARLY, WE SHALL UPHOLD NATIONAL SECURITY WHICH IS ESSENTIAL FOR OUR CITIZEN’S LIVELIHOODS, ACCESS TO GOODS AND SERVICES, AS WELL AS THE FREE EXERCISE OF CIVIL, POLITICAL, SOCIAL AND ECONOMIC RIGHTS. WE SHALL NOT CONDONE ANY ACTIVITIES THAT UNDERMINE NATIONAL SECURITY.
I URGE ALL PEACE-LOVING ZAMBIANS TO REFRAIN FROM ANY ACTS THAT MAY BRING OUR CHERISHED PEACE AND NATIONAL SECURITY INTO JEOPARDY.

STATEMENT BY THE MINISTER OF LOCAL GOVERNMENT AND RURAL DEVELOPMENT, HON. GARY NKOMBO, MP, CLARIFYING ON THE DEMOLITION OF MUNYAULE MARKET IN THE LUSAKA CENTRAL BUSINESS DISTRICT ISSUED ON 5TH MARCH, 2024.

In 2019, the Lusaka City Council resolved to lease out the Munyaule market during a full council meeting held on 28th June 2019, as recorded under Minute Number C/23/06/19.

Following that resolution, a 15-year lease agreement was entered into between the Lusaka City Council and Kaddoura Construction Limited a privately-owned company to construct the Munyaule Market.

The construction works could not immediately take off as there was resistance to vacate the premises by the vendors/traders. Several efforts were made to engage the vendors but to no avail.

The traders were notified of the demolitions through notices to traders instructing them to relocate to other premises that the council had organized for them to operate from as the contractor was ready to commence construction work on the site, but they decided to be defiant.

The latest notice was issued on 17th January 2024 notifying the traders of the need to relocate to designated trading places by 29th February 2024. Unfortunately, despite the Council's clear instructions, the traders did not vacate the area, which violated the Urban and Regional Planning Act No. 3 of 2015.

In the wake of Cholera and the need to address the sanitary facilities for the traders, the move to relocate the traders from Munyaule market to pave the way for the construction of a modern market aims to enhance the market's infrastructure and create a more conducive and trading environment for traders and shoppers alike. This measure is meant to prevent outbreaks of various diseases in the future.

This is one of the Projects the colleagues from the PF initiated, which the new dawn Government wants to carry forward given the need to provide safe and clean environment for our traders.

The correct number of affected traders is 920 and not 4000 reported in the press.
To accommodate the affected traders, the council has taken the following steps:

The council has secured space behind BH and New Soweto markets for traders to temporarily conduct business as they await the completion of the modern market at Munyaule.

Some traders have already been accommodated along Lumumba road just before the main Lumumba market and 120 were taken to City Market.

Once the modern market is done at Munyaule, priority will be given to the evicted traders. To normalise this, Kaddoura has already given offer letters to the same traders to avoid confusion when that time comes.

TODAY IS INTERNATIONAL DAY OF ZERO TOLERANCE TO FEMALE GE***AL MUTILATION

(2024 Theme: Her Voice. Her Future)

Ending Female Ge***al Mutilation by 2030

Female ge***al mutilation (FGM) comprises all procedures that involve altering or injuring the female ge***alia for non-medical reasons and is recognized internationally as a violation of the human rights, the health and the integrity of girls and women.

Girls who undergo female ge***al mutilation face short-term complications such as severe pain, shock, excessive bleeding, infections, and difficulty in passing urine, as well as long-term consequences for their sexual and reproductive health and mental health.

Although primarily concentrated in 30 countries in Africa and the Middle East, female ge***al mutilation is a universal issue and is also practiced in some countries in Asia and Latin America. Female ge***al mutilation continues to persist amongst immigrant populations living in Western Europe, North America, Australia and New Zealand.

Over the last three decades, the prevalence of FGM has declined globally. Today, a girl is one-third less likely to undergo FGM than 30 years ago. However, sustaining these achievements in the face of humanitarian crises such as disease outbreaks, climate change, armed conflict and more could cause a rollback of progress toward achieving gender equality and the elimination of FGM by 2030.

More than 200 million girls and women alive today have undergone female ge***al mutilation. This year, nearly 4.4 million girls will be at risk of this harmful practice. This equates to more than 12,000 cases every day.

With seven years remaining in this decade of action, our collective actions must be centered around creating environments where girls and women can exercise their power and choice, enjoying full rights to health, education, and safety. And this is possible through investments in initiatives led by survivors of female ge***al mutilation who are challenging harmful gender and social norms. Their voices and actions can transform deeply rooted social and gender norms, allowing girls and women to realize their rights and potential in terms of health, education, income, and equality.

To promote the elimination of female ge***al mutilation, coordinated and systematic efforts are needed, and they must engage whole communities and focus on human rights, gender equality, sexual education and attention to the needs of women and girls who suffer from its consequences.

PRESIDENT HAKAINDE HICHILEMA’S PLEDGE TO ASSENT THE ATI BILL INTO LAW COMMENDABLE

The Centre for Information Dissemination (CID) is thrilled that the Access to Information bill has been passed in Zambia's Parliament.

The organization is also excited about President Hakainde Hichilema's commitment to assenting to the ATI bill once it's presented to him. It's a great step forward for transparency and access to information in Zambia!

After more than 20 years of lobbying from different groups, this is a major milestone and a game-changer for the flow of public interest information to the people of Zambia. It is incredible to see the efforts of various stakeholders finally paying off!

The Centre for Information Dissemination (CID) extends a heartfelt thank you to all the stakeholders involved in this incredible achievement. From civil society organizations to the government, the church, and other stakeholders, their unwavering dedication and hard work have brought us to this moment.

We're now eagerly awaiting the presidential assent to make this bill a reality. It's truly a collaborative effort that deserves recognition and appreciation!

The CID strongly believes that quality and comprehensive information dissemination is crucial for individual, household, and national development. When people have access to accurate and reliable information, they can make informed decisions that positively impact their lives. MAKE SAFETY OF JOURNALISTS A NUMBER ONE PRIORITY - CID

The Center for Information Dissemination (CID) would like to condemn in the strongest terms possible the harassment of journalists who were covering a media briefing held by the Economic Freedom Fighters EFF in Kitwe yesterday the 11th of December 2023 by the Zambia Police Service officers.

CID would like to remind the Zambia police high command and the institution in general that journalist and media practitioners in general play a very critical role in information dissemination to the Zambian people and hence should be accorded the due respect and appreciation they deserve by letting them carry out their duties free from intimidation and hostility by those entrusted with safeguarding their welfare such as the Zambia Police Service.

We would like to further strongly Appeal to the UPND government to honor their campaign pledge of ensuring a safe and peaceful working environment for the Zambia journalist which is free from intimidation and harassment by the Zambia Police and other government security wings and agencies in general at all times.

Information dissemination is a very critical piece of the puzzle in ensuring speedy national development, as a well-informed citizen is able to make sound and informed decisions which will ultimately improve their lives in more ways than one.

Ensuring the safety of the information disseminators such as journalist is paramount if the country is to make progress in all areas of life.

We lastly would like to appeal to the Zambia Police Service high command to discipline all the police officers involved in the harassment of journalist so as to set an example that such acts will not be tolerated in a democratic society like Zambia.

MAKE TIMELY INFORMATION AVAILABLE ON THE CHINGOLA MINE DISASTER - CID

The happenings in Chingola where a number of people have lost their lives after being trapped underground a mine makes sad reading.

The Center for Information Dissemination (CID) therefore calls upon those in authority to take urgent action and ensure no further damage is done and that rescue efforts are smoothly and urgently carried out.

We have a national emergency and disaster on our hands and hence further call on President Hakainde Hichilema to cancel his trip and immediately return home to Zambia and preside over this unfortunate national disaster.

This unfortunate development needs the full attention of the nation's Head of State to preside over. Too many lives have been lost.

We further ask those currently handling the matter to provide information through regular updates on the rescue efforts and the actual number of those who have lost their lives and those rescued alive.

This is a matter of national importance and so the Zambian people need to know what is being done to help their fellow citizens in a timely manner through regular information dissemination updates on the events surrounding the disaster.
