A consortium of five Civil Society Organisations (CSOs) has commended President Hakainde Hichilema for declining to assent to the Public Gatherings Bill ( PGB) and referring it back to Parliament for further consideration due to concerns over inconsistencies in the proposed legislation.
The CSOs have welcomed this decision and have urged the President to ensure that all concerns raised by stakeholders are comprehensively addressed before the Bill is returned for presidential assent. They maintain that any law governing public gatherings must uphold constitutional rights and freedoms, including the freedoms of assembly, association, and expression.
Read the full statement below for detailed insights into the consortium's position and recommendations regarding the Public Gatherings Bill.

On 5th June 2026, Media Initiative for Women in Zambia (MIWOZ) Executive Director, Ms Hellen Mwale, was featured on ZAMCOM Radio in Lusaka, where she discussed the state of the media in Zambia during an interview conducted by veteran journalist Felistus Chipako.
The discussion provided an opportunity to reflect on the current media landscape and the important role of the media in promoting democracy, accountability, and inclusive development.
Ms Mwale also took the opportunity to introduce MIWOZ and share its mission with listeners. MIWOZ is a non-governmental organisation dedicated to promoting the empowerment of women and girls and advancing gender equality through media and communication initiatives.
The organisation was established in response to the limited representation of women and girls in the Zambian media, a gap that has negatively affected their participation in democratic and governance processes, as well as their ability to claim their rights and access quality public services.
Through its work, MIWOZ seeks to strengthen and amplify the voices of women, girls, and Persons with Disabilities (PWDs), providing them with platforms to share their stories, challenges, aspirations, and successes.
