FALLEN BUSINESS COMES BACK TO LIFE THROUGH CDF

Rosemary Mulenga is a business woman who owns a company called Rosemary Mulenga General Dealers. Mrs. Mulenga specializes in the buying and supplying of soft drinks within Chongwe district. Mrs. Mulenga’s business was going bankrupt and she decided to apply for the Constituency Development Fund (CDF) and was later given a K100,000 which she later used to boost her business.

Mrs. Mulenga said that those doubting the viable existence of CDF loans and grants "were wasting their own time that can be spent to develop their business", saying the loan has improved her business and her livelihood.

In conclusion, she advised all her fellow citizens who got the loans to pay back as this will also help others citizens to acquire loans.

By making development opportunities accessible to everyone, CDF helps ensure that no one is left behind in the country’s development efforts.

✅Preservation
✅Development, and
✅Promotion of cultural heritage, including languages, customs, and traditions of the people of Zambia.

What do you think does this mean for the creative sector on funding the cultural and arts sector?

SATIRE AS AN ARTISTIC FREEDOM IN ZAMBIA!

Satire is widely used as a powerful tool for speaking truth to power, enabling artists and creatives to question government decisions. As a form of artistic expression, satire plays an important role in promoting accountability by challenging leaders and institutions through creativity and critical commentary.

The consequences of this have been that such artists no longer enjoy their freedom to perform and exhibit their art as a source of living. A direct attack of their earning abilities and an infringement on their freedom of expression. Those who fight back and stand their ground against State sanctioned oppression have found themselves in the walls of prison.

Because of this, many artists are losing their ability to work and make a living. If they don't stop, they face threats, violence, or even jail time. Basically, freedom of expression is under attack, and artists are being persecuted for speaking truth to power. Freedom of expression is being censored for Artists and creatives.

The Constituency Development Fund (CDF) in Zambia is designed for local communities, specifically targeting youths, women, and vulnerable citizens.

It is a decentralised government initiative that allocates national budget funds directly to constituencies to combat poverty and drive grassroots development.

By making development opportunities accessible to everyone, CDF helps ensure that no one is left behind in the country’s development efforts.

Last week the 28th of May 2026, PAAGZ under the CfCA - Connect For Culture Africa initiative, convened the Zambia National Working Group (NWG) to undertake a validation Meeting on the Economic Contribution of the Creative and Cultural Industries (CCIs) in Zambia research study as well as the Baseline Follow up Study.

The meeting brought together technical experts of the NWG which comprises representatives from government institutions such as Parliamentary Budget office, Ministry of Finance and National Planning, , Lusaka-Zambia, Ministry of Youth, Sport and Arts, National Arts Council of Zambia, civil society organizations, academia, artists, and cultural practitioners to discuss the economic contribution the arts sector has had, artistic freedom, policy reforms, and investment opportunities within Zambia’s creative economy.
The meeting also discussed the soon to be published Status Report on the Evolution of the Legislative Landscape on Artistic Rights and Freedoms in the "New Dawn" Government.

Key discussions highlighted the need for:

✅Increased recognition, formalization and investment in the arts sector
✅Stronger policy and legislative frameworks
✅Improved data collection systems
✅Formalization of creative enterprises
✅Enhanced social welfare protection, and
✅Sustainable financing mechanisms for creatives

Participants also emphasized the importance of positioning the arts and culture sector as a significant contributor to Zambia’s GDP, employment creation, and national development planning vs the traditional perception of it being an entertainment and social sector.

The validation meeting further provided an important platform for strengthening collaboration, advocacy, and collective action towards initiatives and budget advocacy that can potentially build a more sustainable, inclusive, and economically recognized creative sector in Zambia.

PANAF TALKS - SYMPOSIUM 4.0

Last week friday the 22nd of May, 2026, we hosted the PANAF Talks Symposium 4.0 during the Bantu Network Provincial Arts Festival 2026, which brought together Artists and leading voices from Zambia’s creative sector for a powerful panel discussion under the theme: “Breaking Barriers: Advancing Gender Equality in Zambia’s Creative Sector.”

The conversation unpacked the real challenges creatives face across music, film, literature, and beyond , from:
✅ limited access to opportunities
✅Leadership spaces
✅Issues of safety
✅Recognition, and
✅ Representation

Together with our distinguished panelists, we explored how social norms, institutional practices, and policy gaps continue to shape inequality, and more importantly, what can be done to change this.

Through honest dialogue and shared experiences, the session sparked:
✅Practical solutions
✅ Inspired collective responsibility, and
✅ Generated actionable recommendations to promote equity, inclusion, and protection for all creatives.

We highlighted the vital role of artists, institutions, civil society, and policymakers in building a more inclusive and gender-responsive creative ecosystem in Zambia.

Happy Africa Freedom Day! 🌍

As we celebrate our continent's liberation under the 2026 AU theme, "Assuring Sustainable Water Availability and Safe Sanitation Systems to Achieve Agenda 2063," we must remember that true freedom includes the basic human right to clean water and health for all.

At PAAGZ, we believe that holding leaders accountable for quality water infrastructure and safe sanitation is the next frontier of our independence. True sovereignty means public resources working directly for ordinary citizens in every community across Zambia. Let’s demand transparency and build a healthier, more prosperous continent together!
