Civil Society Raises Concern Over To***co Control Bill Review

Civil society organizations have voiced concern over the decision to return Zambia's To***co Control Bill for reconsideration after it had already been passed by Parliament, warning that the move could undermine years of efforts to strengthen to***co regulation and protect public health.

Speaking at a media briefing, Professor Fastone Goma questioned why the Bill was sent back after completing the legislative process. The Bill, N.A.B. No. 40 of 2025, was passed on 4 May 2026 following years of extensive consultations with key stakeholders.
