“You received without pay, give without pay.”

MATTHEW 10: 7 - 13

At that time: Jesus said to his apostles, “Preach as you go, saying, ‘The kingdom of heaven is at hand. Heal the sick, raise the dead, cleanse lepers, cast out demons. You received without pay, give without pay. Take no gold, nor silver, nor copper in your belts, no bag for your journey, nor two tunics, nor sandals, nor a staff; for the labourer deserves his food. And whatever town or village you enter, find out who is worthy in it, and stay with him until you depart. As you enter the house, salute it. And if the house is worthy, let your peace come upon it; but if it is not worthy, let your peace return to you.”

1 Kings 18:30, 33, 35-39 NLT

[30] Then Elijah called to the people, “Come over here!” They all crowded around him as he repaired the altar of the Lord that had been torn down.
[33] He piled wood on the altar, cut the bull into pieces, and laid the pieces on the wood. Then he said, “Fill four large jars with water, and pour the water over the offering and the wood.”
[35] and the water ran around the altar and even filled the trench. [36] At the usual time for offering the evening sacrifice, Elijah the prophet walked up to the altar and prayed, “O Lord, God of Abraham, Isaac, and Jacob, prove today that you are God in Israel and that I am your servant. Prove that I have done all this at your command. [37] O Lord, answer me! Answer me so these people will know that you, O Lord, are God and that you have brought them back to yourself.” [38] Immediately the fire of the Lord flashed down from heaven and burned up the young bull, the wood, the stones, and the dust. It even licked up all the water in the trench! [39] And when all the people saw it, they fell face down on the ground and cried out, “The Lord—he is God! Yes, the Lord is God!”

Jesus Promises Living Water

John 7:37-38 NLT

On the last day, the climax of the festival, Jesus stood and shouted to the crowds, “Anyone who is thirsty may come to me! Anyone who believes in me may come and drink! For the Scriptures declare, ‘Rivers of living water will flow from his heart.’”

WATER & SEWERAGE: TOP PRIORITY FOR ROAN CONSTITUENCY

Nathan Chanda Bwalya – Aspiring MP, Roan Constituency

Water is life. Yet for too long, our people in Roan and Mpatamatu have faced erratic water supply, dry taps, and collapsed sewer systems. When elected MP on 13 August 2026, fixing this will be at the top of my agenda — because our people’s health is at stake.

My track record:
1. As former Mayor of Luanshya: I lobbied the Ministry of Water Development and Sanitation, under Hon. Dr. Jonas Chanda, to cancel water bills in areas where residents were billed without receiving service. The Ministry also released initial funds to restart sewerage works in Roan and Mpatamatu, but the project was abandoned after we left office.

2. As Board Member, Kafubu Water and Sanitation Company: I helped drive key projects, including the Kafulafuta Dam Water Supply System — designed to permanently resolve water challenges in Luanshya, Ndola, Masaiti, and Mpongwe.

My commitment as MP:

1. Revive abandoned projects: Work with Kafubu Water, Luanshya Municipal Council, and the Ministry to restart and complete the sewerage rehabilitation works in Roan and Mpatamatu.

2. End “air billing”: Ensure no household is billed for water they did not receive. Push for meter audits and fair billing.

3. Use CDF strategically: Allocate CDF towards water kiosks, boreholes in critical areas, and unblocking of main sewer lines as we await major works.

4. Stakeholder coordination: Establish a Roan Water & Sanitation Taskforce with Kafubu Water, the Council, ward councillors, and community reps to meet monthly and track progress.

5. Promote responsibility: Sensitise our community on the need to pay bills for services delivered, because sustainable water supply depends on us all.

6. Bring services closer: Engage Kafubu Water to reopen service centres in Roan and Mpatamatu so residents, especially those with limited internet access, don’t walk long distances to lodge complaints or make payments.

Increased access to clean water and good sanitation means fewer waterborne diseases, better environmental hygiene, and an improved quality of life for all residents of Roan Constituency.

Proverbs 16:1, 9 NIV

To humans belong the plans of the heart, but from the Lord comes the proper answer of the tongue. In their hearts humans plan their course, but the Lord establishes their steps.

SOCIAL CASH TRANSFER MUST BENEFIT ALL ELIGIBLE HOUSEHOLDS

Issued by Nathan Chanda Bwalya – Aspiring MP, Roan Constituency_
5th June 2026

The Social Cash Transfer program is one of Zambia’s most important social protection tools. It reduces extreme poverty and helps our most vulnerable citizens — the elderly, child-headed households, and persons with disabilities — meet basic needs like food, health, and education through bi-monthly cash grants.

However, in Roan, Mpatamatu and Luanshya District at large, only households in “Group A” are currently receiving these bi-monthly grants. Households assessed and placed in “Group B” remain excluded, despite facing similar hardship.

My appeal to the Ministry of Community Development and Social Services, and the District Social Welfare Office:

1. Urgently review and include Group B households who meet the vulnerability criteria so they too start receiving bi-monthly grants.
2. Make the selection process transparent communities deserve to know how groups are categorized and when re-assessments will be done.
3. Protect the SCT budget — this program must be supported and expanded, because it helps the most destitute survive.

Poverty does not choose “groups”. If a household qualifies as vulnerable, they must be supported. No one should be left behind.
