WATER & SEWERAGE: TOP PRIORITY FOR ROAN CONSTITUENCY

Water is life. Yet for too long, our people in Roan and Mpatamatu have faced erratic water supply, dry taps, and collapsed sewer systems. When elected MP on 13 August 2026, fixing this will be at the top of my agenda — because our people’s health is at stake.
My track record:
1. As former Mayor of Luanshya: I lobbied the Ministry of Water Development and Sanitation, under Hon. Dr. Jonas Chanda, to cancel water bills in areas where residents were billed without receiving service. The Ministry also released initial funds to restart sewerage works in Roan and Mpatamatu, but the project was abandoned after we left office.
2. As Board Member, Kafubu Water and Sanitation Company: I helped drive key projects, including the Kafulafuta Dam Water Supply System — designed to permanently resolve water challenges in Luanshya, Ndola, Masaiti, and Mpongwe.
My commitment as MP:
1. Revive abandoned projects: Work with Kafubu Water, Luanshya Municipal Council, and the Ministry to restart and complete the sewerage rehabilitation works in Roan and Mpatamatu.
2. End “air billing”: Ensure no household is billed for water they did not receive. Push for meter audits and fair billing.
3. Use CDF strategically: Allocate CDF towards water kiosks, boreholes in critical areas, and unblocking of main sewer lines as we await major works.
4. Stakeholder coordination: Establish a Roan Water & Sanitation Taskforce with Kafubu Water, the Council, ward councillors, and community reps to meet monthly and track progress.
5. Promote responsibility: Sensitise our community on the need to pay bills for services delivered, because sustainable water supply depends on us all.
6. Bring services closer: Engage Kafubu Water to reopen service centres in Roan and Mpatamatu so residents, especially those with limited internet access, don’t walk long distances to lodge complaints or make payments.
Increased access to clean water and good sanitation means fewer waterborne diseases, better environmental hygiene, and an improved quality of life for all residents of Roan Constituency.
