STATEMENT OF CONDEMNATION – WOMEN ARISE ZAMBIA FOUNDATION
We at Women Arise Zambia Foundation are deeply saddened and outraged by the story shared by Mr Remmy Kangwa regarding a young girl who was brutally defiled by a man named Kabinda, sentenced to 30 years in prison — only to be pardoned by the President after serving just over a year.
This decision is a direct slap in the face, to the survivor, her mother, and to all victims of sexual violence in Zambia. It undermines the justice system, weakens deterrence against such heinous crimes, and sends a dangerous message that the lives and dignity of our children can be disregarded.
The survivor’s life has been forever altered — she no longer attends school due to trauma, suffers from serious health challenges, and her mother struggles to provide even the most basic necessities. This family has been failed not once, but twice — first by the perpetrator, and now by a system that should have protected them.
We demand:
1. An immediate public explanation from the authorities on why this pardon was granted in a case of such gravity.
2. Stricter regulations on the exercise of presidential pardon powers in cases involving sexual violence and crimes against children.
3. Urgent intervention to provide psychological, medical, and educational support for this survivor.
We call on you sir your Excellency the president Mr Hakainde Hichilema, Vice President madam Mutale Nalumango, the Minister of Justice, the Minister of Community Development and Social Welfare, and all relevant agencies to visit this child and her mother, see the situation firsthand, and take immediate action.
Women Arise Zambia Foundation will continue to stand with this family and with all survivors of gender-based violence. We urge the public, civil society, churches, and the media to raise their voices against such injustice.
Let us be clear: A society that pardons those who harm its children is a society that has failed them.
