Administrative Structure

The Bilateral Agreement relating to the Tanzania-Zambia Railway, made between the two Governments on 29 th September 1993, forms the basis and foundation of the existence of TAZARA. This Agreement is given effect by the TAZARA Act, which provides for the governance of the Authority, the nature of business transactions and other matters related to the provision of services by the railway. The two Governments of the United Republic of Tanzania and the Republic of Zambia hold the shares of TAZARA on a joint and equal basis. TAZARA operates as a statutory body established by the National Legislatures of both Tanzania and Zambia, through the TAZARA Act of1975, amended by the TAZARA Act of 1995. The governance structure, as provided for by the TAZARA Act, comprises a Council of Ministers, Board of Directors and Management.

Council of Ministers
The Council of Ministers is the supreme policy organ of TAZARA, comprising six (6) Ministers, three from each country respectively, i.e. the Ministries in charge of Transport, Finance and Trade/Commerce. The Ministers responsible for Transport are the Chairpersons of the Council in rotation between Tanzania and Zambia at the turn of each financial year, commencing on the 1 st July and ending on the 30th June the following year. The Council of Ministers is required to meet at least once every year.

Board of Directors

The Board of Directors consists of six (6) Members, comprising the Permanent Secretaries responsible for Transport from each country, two members from each country with experience either in transport, commerce, industry or finance. The Directors of the Board are appointed by the Ministers of Transport from the respective countries. Except for the Permanent Secretaries who are permanent members, the Directors hold office for a period of three (3) years after which they may be eligible for re-appointment. The two Permanent Secretaries rotate the Chairmanship annually, at the beginning of each calendar year, i.e. 1st January. The Board of Directors is required to meet at least four times a year.

Management

The Managing Director is the Chief Executive Officer of the Authority and, subject to the control of the Board, is responsible for the administration of the affairs of the Authority. The Deputy Managing Director assists the Managing Director in the day-to-day administration of the Authority. The TAZARA Act stipulates that the Managing Director shall be appointed from Zambia while the Deputy Managing Director shall be appointed from Tanzania. The railway is divided into two regions for administrative convenience, i.e. the Tanzania Region and the Zambia Region, with the national boundary forming the separation between the two regions as well. However, this separation is only for administrative convenience as the railway is a unitary organization with uniform standards. The Regional General Managers, who head the regions, are appointed by the Board of Directors, but supervised and controlled by the Managing Director.

In as much as obliteration of beacons on any parcels of land without the permission of the Survivor General is wrong, but the man was way way out of order as a person who claims to be a leader.

Calling the entire institution as big as Unza dogs, fools, idiots its very wrong , the same institution that made the president (his boss) to be where he is today. Secondly calling a former Vice Chancellor a chap is very disrespectful, the former VC he was calling all those names saved the country and he deserves respect from everyone including the current leaders.

To everyone who occupy these public offices, always remember you will not be in those positions forever. Insulting and intimidating people because of your position is a thing we thought went with the PF, this is very disappointing.

President Vladimir Putin was in South Africa a month ago and no effort was made to hear from the Russians ๐Ÿ‡ท๐Ÿ‡บ but efforts have been made to force a call to Ukraine, are we taking the American root?? If so why??

During a phone call with Ukrainian President Volodymyr Zelensky this evening, we noted our sincere appreciation for his government's cooperation in the evacuation of Zambian citizens from the region.

We discussed issues of mutual importance and noted that peace and security remain priorities for our government, the region, the continent, and the world as a whole. Without peace and security there can be no development and prosperity.

Disagree as much as you want but the fact remains the fact, these people who drive these low budget Bugattiโ€™s misbehave a lot on the road, and RTSA can not manage to patrol every neighborhood to enforce the regulations.

The number of Mark X on the road compared to other speeding cars is what most of the people against this submission do not consider in their argument. Mark X AKA Low Budget Bugatti is a very good machine thatโ€™s why a lot of people are buying it, but the power it has thatโ€™s what most Zambian driver have failed to contain.

Just like an AK47 rifle was banned yet very powerful assault rifle for public use ,BAN the Mark X for public use and give it RTSA and Zambia Police traffic section.
