1.0 Introduction
Zambia Library, Cultural and Skills Centre for the Visually Impaired is an institution which was a donation from Finish Federation for the Visually Impaired. Upon the completion of its construction, and opened in 1993, Finish Federation of the Visually Impaired continued supporting it financially for 10 (ten) years. Our institution is registered initially with Zambia Agency for Pe

rsons with Disabilities under Act o. 33 of 1996 and later on with TEVETA because of the Computer Centre which is a school training persons with Visual Impairment Computer courses. The institution has (five) departments namely:

• The Library
• Transcription
• Computer Centre
• Recording Studio
• Rehabilitation and Cultural Development department
• The Library provides literature in Braille and large print formats.
• The Transcription department transcribes ink-print materials in to Braille.
• The Studio helps those with visual impairment who are not in employment to
record their music free of charge.
• The Computer department teaches computer skills to the visually impaired
people.

2.0 Our Vision
To create an enabling environment in which visually impaired persons attain literacy, cultural and socio-economic independence through specialized services and training as substitutes for their lost visually functional abilities.

3.0 Our Mission Station
To provide visually impaired persons with library and cultural development services, Braille and assistive technology training, rehabilitation and economic empowerment skills.

4.0 Our Activities
• We run a library at the above physical address, stocking more than 2000 titles in Braille, a few large print titles and more titles on cassette and CD. In addition, we run more than 30 Braille library units in public libraries, special schools for the blind and inclusive institutions of learning in the provinces.
• We are the only industrial Braille producers in Zambia, the rest few being in-house Braille production facilities for specific purposes. The works we produce, include public documents, HIV / AIDS literature and other general interest-books.
• We run a recording studio where we record music and talking books.
• Rehabilitation of newly blinded persons is yet another one of our programmes. The statistics of persons becoming blind in adult age is steadily increasing, mainly due to
HIV / AIDS related diseases such as cytomegalovirus retinitis. Retinitis pigmentosa and macular degeneration. Such visually impaired persons are from time to time
referred to us from eye clinics in Lusaka for rehabilitation, which includes psycho-social
counseling, mobility and orientation training and the learning of Braille and other personal management skills.
• We run a registered small-scale computer training unit where educated (totally blind) visually impaired persons are trained to become computer
literate. They are integrated with sighted members of the local community.
• Computer training to blind persons is made possible through the use of JOB ACCESS WITH SPEECH (JAWS) and dolphin pen assistive technology devices or software.

7.0 Key Objectives
- Providing Braille, large-print and audio library services, directly in Lusaka and indirectly through public libraries and institution of learning where visually impaired students are enrolled.
- Imparting to visually impaired persons Braille and computer literacy skills and developing their cultural talents, including music, cultural dancing, theatre and crafts into employable skills by training and promotion, and creating an enabling environment for economic application of such skills.
- Rehabilitation of persons acquiring visual impairment in adult age, including psycho-social counseling of the victims, their spouses or guardians, mobility and orientation training and other personal-caring skills.
- Networking with local and international bodies interested in socio-economic development of the visually impaired persons.

8.0 Funding
The Centre receives a monthly Government subvention through the ministry responsible for social services for running expenses. The Centre also raises other funds through public sponsorships of the transcription of books and public documents for free distribution to blind persons through the library networks.

9.0 Corporate Governance
The following committees of the Centre are used to enforce good corporate governance in the company:

Transcribing of Ink-print into Braille material and Large-print

Provision of services such as Transcription of materials from ink-print into Braille and Large-print and training of special education teachers in Information Communication Technology (UCT) with JAWS. Problem Analysis

Zambia education for persons with visual impairment has progressively been improving since time in memorial when special education was first introduced in the country. Although the government has always made efforts to support this progress, the educational system has not been effective due to lack of accessible format of educational materials to persons with disabilities. Most of the educational materials ranging from Grade 1 to colleges and universities are not in Braille/Large-print. This has caused a big challenge to persons with visual impairment. Zambia Library, Cultural and Skills Centre for the Visually Impaired in an effort to contribute to easing this challenge has facilities that can help to transcribe all ink-print educational materials at all levels including English materials, Geography, Mathematics, Science, including Physics and Chemistry respectively. For a start, we would like to propose to you the following books for your consideration to be transcribed:

As the world continues to develop, ICT has proved to be the most effective method of both communication and teaching, schools have introduced computer lessons so as to make pupils and students become computer literate. While the trend has been introduced, pupils/students with visual impairment have not been directly included in this programme. The main reason to this scenario is that special education teachers do not know how to use and teach JAWS to pupils/students with visual impairment. Our institution therefore, has a computer centre which is registered with TEVETA. This centre has the capacity to teach persons with visual impairment as well as special education teachers. We, therefore, propose for your consideration to engage us in any arrangement possible. Enclosed herein is the syllabus for the centre’s ICT Programme. Target Group

The above stated activities are meant to benefit all pupils/students with visual impairment as well as special education teaches throughout the country. The purpose of targeting this group is to make education performance levels for our pupils/students will improve thereby increasing their potential to compete on the market when applying for employment. Good morning.

It is with immense gratitude, joy and optimism that I stand before you today on behalf of the Zambia Library, Cultural and Skills Center for the Visually Impaired to receive this valuable internet connectivity support from Zamtel.

Allow me, at the outset, to express our sincere appreciation to Zamtel for this remarkable gesture. Your decision to provide internet connectivity to our institution demonstrates your commitment to digital inclusion, corporate social responsibility and the empowerment of persons with disabilities. This support comes at a time when access to information and communication technologies has become indispensable for education, employment, communication and participation in society.

I would also like to pay special tribute to the Lions Club for their unwavering support and continued collaboration with our institution over the years. The Lions Club has consistently demonstrated its commitment to improving the lives of persons with visual impairments through various interventions and acts of generosity. Your partnership has contributed significantly to the growth and development of our institution and the welfare of the students and beneficiaries we serve.

Today’s event is yet another demonstration of what can be achieved when organizations with a shared vision come together to support vulnerable members of society. We are deeply grateful for the friendship, trust and collaboration that exist between the Lions Club and our Center, and we look forward to strengthening this partnership even further in the years ahead.

Ladies and Gentlemen,

As an institution mandated to provide rehabilitation, education, skills development and library services to persons with visual impairments, we recognize that connectivity is no longer a luxury but a necessity. The support we are receiving today will significantly transform the manner in which we deliver our services and interact with the world.

Through this connectivity, our students and library users will gain improved access to educational materials, online learning platforms, research resources and digital libraries from across the globe. Our learners will be be able to access information in accessible formats, communicate more effectively and acquire digital skills that are increasingly demanded in today’s labour market.

The connectivity will further enhance our Information and Communication Technology training programmes, enabling our students to learn and utilize assistive technologies such as screen-reading software, accessible educational applications and online collaborative tools. It will also strengthen the operations of our electronic library, thereby expanding access to knowledge for visually impaired persons who depend on accessible information resources.

Additionally, this support will facilitate communication and networking with local and international partners, improve administrative efficiency, support online meetings and training programmes, and create opportunities for innovation, entrepreneurship and economic empowerment among our beneficiaries.

The internet connectivity will also support our efforts to promote inclusive education, distance learning, research, advocacy and access to government and public services that are increasingly being delivered through digital platforms. This intervention therefore contributes directly to reducing barriers faced by persons with visual impairments and advancing their social and economic inclusion.

Ladies and Gentlemen,

The significance of digital inclusion for persons with disabilities cannot be overstated. Access to the internet helps bridge the information gap, reduces social exclusion and creates equal opportunities for participation in education, employment and community life. By supporting this initiative, Zamtel and its partners are helping to build a more inclusive Zambia where no one is left behind.

While we celebrate this important milestone, we remain faced with several challenges that limit our ability to fully harness the opportunities presented by digital technology. Connectivity alone cannot achieve its intended impact without adequate equipment and assistive technologies.

It is therefore our humble appeal to Zamtel, the Lions Club and other cooperating partners to consider extending their support to the Center through the provision of computers, laptops, braille embossers, braille displays, scanners, talking calculators, digital recorders, white canes, refreshable braille devices, accessible software licences and other assistive technologies.

The demand for ICT and digital literacy training among our students continues to increase, yet the available equipment remains inadequate to meet this demand. Additional computers and assistive devices would enable more visually impaired persons to acquire essential digital skills, access online educational opportunities, participate in the digital economy and compete effectively in an increasingly technology-driven world.

Such support would not only improve educational outcomes but would also contribute to employment creation, entrepreneurship, self-reliance and poverty reduction among persons with visual impairments. It would empower our beneficiaries to become productive citizens capable of making meaningful contributions to national development.

As we receive this support today, I wish to assure Zamtel, the Lions Club and all our cooperating partners that the connectivity and any future support will be utilized responsibly, transparently and effectively for the benefit of our students, staff and the wider visually impaired community that we serve.

The Zambia Library, Culture and Skills Centre for the Visually Impaired invites applications from suitably qualified and motivated individuals to fill the position of Accounts Clerk. The Centre is a grant aided institution under the ministry of community development and social services which is committed to promoting access to information, education, culture, and skills development for persons with visual impairment across Zambia.

Job Description
The Accounts Clerk will be responsible for providing financial and accounting support services to ensure efficient, accurate, and timely management of the Centre’s financial transactions and records. The position reports to the assistant Accountant and supports the implementation of sound financial management systems in line with institutional policies and procedures.

Duties and Responsibilities
The Accounts Clerk will perform the following duties, among others:
1. Maintain accurate financial records and accounting documentation.
2. Assist in the preparation and processing of payment vouchers, invoices, and receipts.
3. Record financial transactions in the accounting system and maintain proper filing of financial documents.
4. Assist in the preparation of monthly and quarterly financial reports.
5. Reconcile bank statements and assist in monitoring bank transactions.
6. Assist in the preparation of budgets and financial forecasts when required.
7. Maintain petty cash records and ensure proper accountability of funds.
8. Support internal and external audit processes by providing required documentation.
9. Assist in payroll preparation and maintenance of payroll records where necessary.
10. Perform any other finance and administrative duties as assigned by the supervisor.

Qualifications and Requirements

Applicants must possess the following:
1. Grade 12 School Certificate with at least five (5) credits including Mathematics and English.
2. Diploma in Accounting, Finance, or a related field from a recognized institution.
3. Membership with the Zambia Institute of Chartered Accountants (ZICA) or eligibility for membership will be an added advantage.
4. At least one (1) year of relevant work experience in accounting or financial administration.
5. Good knowledge of accounting principles and financial record management.
6. Proficiency in accounting software and Microsoft Office applications, particularly Excel.
7. High level of integrity, accuracy, and attention to detail.
8. Ability to work independently and as part of a team.

Job Description
The Personal Assistant will provide comprehensive administrative and personal support to the Executive Director. The position requires a highly organized, trustworthy and proactive individual who will assist the Executive Director in the ex*****on of official duties. The Personal Assistant will also provide mobility assistance, facilitate errands, and drive the Executive Director’s personal to holder vehicle when required.

Duties and Responsibilities
• Assist the Executive Director with mobility during official engagements, meetings and travel.
• Drive the Executive Director’s personal to holder vehicle to and from the office.
• Perform any other duties as may be assigned by the Executive Director.
Qualifications and Experience
