Update: Destiny Farm relocation — 28 October 2026

On 16 October 2026, VCO wrote to the Municipal Manager of Theewaterskloof Municipality, Mr Walter Hendricks, to seek clear information about the Destiny Farm relocation process. The Mayor's office was copied. Community members have raised questions, and we believe clarity will help prevent misunderstandings and strengthen trust.

Our letter asks for assurance in four areas:
• Oversight and decision-making — who owns the project and is responsible for relocation decisions; the formal mandate of the Community Liaison Officer (CLO); who gives final approval; who reviews the CLO's recommendations; and confirmation that no CLO or individual may sell a municipal plot or charge a fee for a relocation opportunity.
• How affected households are identified — whether there is a dated baseline survey of affected structures and households, and how it was done; whether each dwelling was inspected; how multiple households, complex living arrangements, evidence of occupation, late additions, duplicates and disputes are handled; and whether there is a documented cut-off date.
• Relocation decisions and approvals — the eligibility criteria and how they compare with the general housing waiting list; whether decisions are documented, dated and signed off; whether a second person reviews changes to the list; and how residents can challenge an incorrect decision.
• Payments and suspected sales — what channels exist to report alleged corruption in housing or relocation allocations, and how and when people who report are given feedback.

We have asked for a written response or a short meeting. These are questions, not findings, and VCO is not making allegations against any person. We'll share the municipality's response soon.

'n Afskrif is aan die Burgemeester se kantoor gestuur. Gemeenskapslede het vrae geopper, en ons glo duidelikheid sal help om misverstande te voorkom en vertroue te versterk.

Ons brief vra vir gerusstelling op vier gebiede:
• Toesig en besluitneming — wie die projek besit en verantwoordelik is vir hervestigingsbesluite; die formele mandaat van die Gemeenskapskakelbeampte (CLO); wie finale goedkeuring gee; wie die CLO se aanbevelings hersien; en bevestiging dat geen CLO of individu 'n munisipale erf mag verkoop of 'n fooi vir 'n hervestigingsgeleentheid mag hef nie.
• Hoe geaffekteerde huishoudings geïdentifiseer word — of daar 'n gedateerde basislynopname van geaffekteerde strukture en huishoudings is, en hoe dit gedoen is; of elke woning geïnspekteer is; hoe veelvuldige huishoudings, komplekse woonreëlings, bewys van okkupasie, laat byvoegings, duplikate en dispute hanteer word; en of daar 'n gedokumenteerde afsnydatum is.
• Hervestigingsbesluite en goedkeurings — die geskiktheidskriteria en hoe dit vergelyk met die algemene behuisingswaglys; of besluite gedokumenteer, gedateer en deur 'n gemagtigde amptenaar goedgekeur word; of 'n tweede persoon veranderinge aan die lys hersien; en hoe inwoners 'n verkeerde besluit kan betwis.
• Betalings en vermoedelike verkope — watter kanale bestaan om beweerde korrupsie in die toekenning van behuising of hervestiging aan te meld, en hoe en wanneer terugvoer gegee word aan mense wat dit aanmeld.

Ons het vir 'n skriftelike antwoord of 'n kort vergadering gevra. Dit is vrae, nie bevindinge nie, en VCO maak geen bewerings teen enige persoon nie. Ons deel die munisipaliteit se antwoord binnekort.

Update: Villiersdorp Clinic complaint

The Western Cape Department of Health has responded to the complaint VCO lodged on 27 August about the Villiersdorp Clinic. Here's what their investigation found.

Waiting times: The Department's own quarterly survey shows average waits falling from 4h05 in Q1 2025 to 1h43 in Q2 2026. It attributes the improvement to a quality improvement plan, carried out during a period of nursing staff shortages. (Source: Department's redress letter; figures not independently verified.)

Patient prioritisation: All patients are triaged in the observation area using a colour-coded system — green (non-urgent), yellow (urgent), orange (very urgent) and red (emergency). Clinical staff are notified immediately of orange and red cases, and a designated staff member monitors the waiting area for frail, elderly and seriously ill patients, and sick infants.

The reported deaths: The Department's clinical review found no indication that the deaths were caused by excessive waiting times. Two patients had defaulted on prescribed treatment after hospital discharge; a third had a known immune-suppressed condition, had also defaulted on treatment, and was triaged green while awaiting consultation when their condition deteriorated. These are the findings of the Department's own review — diagnoses were not disclosed, in line with POPIA.

Emergency care: The Department states the clinic has a fully functional emergency room for assessing and stabilising urgent cases, and has met the criteria of the Ideal Clinic Realisation and Maintenance (ICRM) assessment and the National Core Standards/Vitals assessment. The clinic is not a hospital — it assesses and stabilises patients, then refers those needing a higher level of care, including by ambulance transfer where indicated.

Staffing and follow-up: The clinic has 5 clinical nurse practitioners, 2 professional nurses, 3 staff nurses, 2 enrolled nursing assistants, and 6 administrative staff (including 3 interns). Follow-up systems in place include scheduled chronic medication collection, multi-month dispensing, and defaulter tracing. The response doesn't set out how postponed or cancelled appointments are rescheduled; staffing for this will be assessed "where resources permit."

What happens next: The Department has offered a meeting between itself, the clinic and VCO; ongoing engagement through the Villiersdorp Clinic Committee; and continued monitoring of waiting times and patient flow. We'll share feedback from any meeting with members.

Die gerapporteerde sterftes: Die Departement se kliniese hersiening het geen aanduiding gevind dat die sterftes deur buitensporige wagtye veroorsaak is nie. Twee pasiënte het na ontslag uit die hospitaal versuim om voorgeskrewe behandeling voort te sit; 'n derde het 'n bekende immuun-onderdrukte toestand gehad, het ook op behandeling versuim, en is groen getriage terwyl hulle op 'n konsultasie gewag het toe hul toestand versleg het. Hierdie is die bevindinge van die Departement se eie hersiening — diagnoses is nie bekendgemaak nie, in ooreenstemming met POPIA.

Nood-sorg: Die Departement meld dat die kliniek 'n volledig funksionele nood-eenheid het vir die assessering en stabilisering van dringende gevalle, en aan die kriteria van die Ideal Clinic Realisation and Maintenance (ICRM)-assessering en die National Core Standards/Vitals-assessering voldoen. Update: Villiersdorp Clinic complaint

On 27 August, VCO wrote to the Western Cape Department of Health to raise the community's concerns about the Villiersdorp Clinic. Receipt was acknowledged the next day.

Our letter raised three main concerns, based on repeated reports from residents:
1. Excessive waiting periods — patients, including elderly and chronically ill residents, often wait many hours. We've asked the Department to investigate the circumstances of recent deaths in the clinic's waiting area.
2. Emergency capacity — clarity on the equipment, staff, triage procedures and transfer arrangements available when patients present with medical emergencies.
3. Interrupted ongoing care — appointments postponed without patients being contacted or rescheduled, in some cases leading to chronic-medication defaults.

The investigation has been assigned to Michelle Peters, Quality Assurance Coordinator at the Department of Health. One of our chairpersons spoke to her on Friday, 4 September, who confirmed the process from here:
• Each concern raised in the letter is being investigated individually.
• The complaint goes before the Complaint Forum — including the clinic's CEO, manager and facilities managers — on Thursday, 10 September.
• The investigation must be finalised within 25 working days of receipt, which falls around 1 October.
• Full feedback will follow once the investigation is complete.

No findings have been issued yet, and nothing here should be read as an outcome. We'll share the Department's response as soon as we receive it.

3. Onderbroke deurlopende sorg — afsprake wat uitgestel is sonder dat pasiënte gekontak of herskeduleer is, wat in sommige gevalle daartoe gelei het dat pasiënte hul chroniese medikasie nie kon voortsit nie.

Die ondersoek is toegewys aan Michelle Peters, Gehalteversekeringskoördineerder by die Departement van Gesondheid. Een van die VCO voorsitters het Vrydag, 4 September, met haar gepraat, wat die proses hierna bevestig het:
• Elke kommer in die brief word afsonderlik ondersoek.
• Die klagte kom Donderdag, 10 September, voor die Klagteforum — insluitend die kliniek se uitvoerende hoof, bestuurder en fasiliteitsbestuurders.
• Die ondersoek moet binne 25 werksdae vanaf ontvangs afgehandel word, wat rondom 1 Oktober val.
• Volledige terugvoer volg sodra die ondersoek afgehandel is.

Geen bevindinge is nog gemaak nie, en niks hier moet as 'n uitkoms gelees word nie. Ons deel die Departement se reaksie sodra ons dit ontvang.

VCO attended the Human Settlements feedback meeting on the Destiny Farm housing project on 18 June. The update was originally scheduled for May but was delayed following storm damage assessment. Here is a summary of what was presented.

Construction progress
Phases 1 and 2 are complete. Phase 3 — upgrading the remaining 478 erven — is underway. Foundations for the first 500 houses began on 9 June.

Timelines
300 of the 500 houses will be completed by end of March 2027. The remaining 200 will follow from April 2027.

Relocation
The following residents will need to relocate to Destiny Farm:
• Residents in Goniwe Park, Westside and lower Westside — roads must be built through these areas
• Residents on riverbanks and flood plains — structures have been marked
• Residents near retention points

You will receive a formal letter before being asked to move. Only residents with a letter will be admitted to Destiny Farm. When you relocate, your existing structure must be broken down. Structures may not be kept or rented out. Please report illegal structures or rentals.

Beneficiaries
531 notices have been sent. 212 forms have been completed. 197 have not yet responded. If you received a notice and have not yet responded, please complete your forms as soon as possible. RR Housing is assisting the municipality with this process.

Please note:
• Disability forms must be signed by a doctor, not a nurse
• The maximum qualifying monthly income is R3,500
• 2 veteran names are not yet on the register — these are being followed up

Understanding the beneficiary process
The housing database is an unverified record of housing demand — not a confirmed list of beneficiaries. Being on the database, even high on the list, does not mean you will qualify for a house.
The municipality selects potential beneficiaries based on priority criteria such as disability and veteran status. Those selected receive a letter inviting them to attend a session to sign official documents and submit supporting evidence. These are sent to National for verification. A home is only allocated once an application has been verified and approved.

Circumstances change. If your income has increased since you applied and now exceeds R3,500 per month, you may no longer qualify. You will need to provide evidence. If you cannot, or if information is found to be incorrect, your application can be denied.

Jobs and contractors
3 Community Liaison Officers are being appointed. Applications for local sub-contractors are open — deadline 16 July. Submit forms at the municipality or collect from the relevant CLO.
