Dear Members of the Umtentweni Residents and Ratepayers Association,
For over a year, the prolonged closure and rehabilitation of the Umzimkulu River Bridge (also known as uMzimkhulu or Mzimkhulu Bridge) has tested the resilience of our community. This vital link on the R102 coastal route, originally constructed in 1958, serves as an essential connection for residents, commuters, businesses, and the local economy in the South Coast region, providing a practical alternative to the N2 toll route.

In mid-March 2025, the KwaZulu-Natal Department of Transport (DoT) closed the bridge for emergency repairs and rehabilitation, primarily due to structural concerns, notably with Pier 2. The project was presented as a six-month intervention, with initial expectations of reopening by late 2025. It forms part of broader rehabilitation works on the R102 (P3-1).

What began as a necessary maintenance effort has unfortunately extended far beyond the anticipated timeline. The project encountered significant delays, including stoppages linked to payment disputes. By late April 2026, work on the bridge had stalled at approximately 56% completion, with reports of contractors owed around R31.5 million downing tools.
These setbacks have imposed considerable burdens on our community: extended detours, increased travel times and costs (including toll fees for many), disruptions to daily commutes, impacts on local businesses, and broader economic strain. The wider R102 rehabilitation works have also contributed to ongoing inconvenience, including dust and traffic management measures.
We acknowledge the complex factors involved in provincial infrastructure projects, including funding constraints, and appreciate the efforts of all parties working toward resolution. Our community has demonstrated remarkable patience and unity throughout this period.

In response to the challenges, local business associationsโincluding the Ugu Business Association, Ray Nkonyeni Business Association, and Port Shepstone Business Forumโplayed a proactive role. In March 2026, they facilitated temporary traffic management arrangements using stop-and-go systems, supported by private security and community sponsors.
๐๐ฎ๐บ๐ท๐ผ ๐๐ถ๐๐ถ๐น๐ assumed responsibility for traffic management operations around 20 March 2026, implementing controlled access with agreed operating hours. This helped enable partial functionality of the bridge while construction proceeded intermittently. A temporary reopening was achieved through these collaborative efforts, although it highlighted the need for sustained technical oversight.

We are encouraged by recent progress on the bridge itself. Ward 16 Councillor John Williams has confirmed that ๐๐ต๐ฒ ๐ฐ๐ผ๐ป๐๐ฟ๐ฎ๐ฐ๐๐ผ๐ฟ ๐ฟ๐ฒ๐๐ฝ๐ผ๐ป๐๐ถ๐ฏ๐น๐ฒ ๐ณ๐ผ๐ฟ ๐๐ต๐ฒ ๐จ๐บ๐๐ถ๐บ๐ธ๐ต๐๐น๐ ๐ฅ๐ถ๐๐ฒ๐ฟ ๐๐ฟ๐ถ๐ฑ๐ด๐ฒ ๐ฟ๐ฒ๐ต๐ฎ๐ฏ๐ถ๐น๐ถ๐๐ฎ๐๐ถ๐ผ๐ป ๐ต๐ฎ๐ ๐ฏ๐ฒ๐ฒ๐ป ๐ฝ๐ฎ๐ถ๐ฑ ๐ถ๐ป ๐ณ๐๐น๐น, and preparations are underway for work to resume shortly.
This development brings cautious optimism after many months of disruption. However, negotiations between the Department of Transport and ๐๐ฎ๐บ๐ท๐ผ ๐๐ถ๐๐ถ๐น๐ regarding the broader R102 (P3-1) rehabilitation remain ongoing, with that component still at a standstill. Residents should continue to anticipate traffic management measures, potential disruptions, and dust in the area as works advance.
