OFFICIAL STATEMENT OF THE SOUTH AFRICAN YOUTH COUNCIL (SAYC): O.R. TAMBO DISTRICT

SUBJECT: THE INCINERATION OF MTHATHA: A VIGOROUS CONDEMNATION OF SYSTEMIC GOVERNMENT FAILURE, INFRASTRUCTURE DECAY, AND THE DEATH OF PUBLIC ACCOUNTABILITY.
The South African Youth Council (SAYC) in the O.R. Tambo District issues this statement with absolute outrage. The catastrophic fire that has gutted the Botha Sigcau Building is not an isolated "accident"—it is the latest chapter in a long, shameful history of a government that has abandoned the maintenance of its own assets. While the heart of our administration smoulders, the youth of this District are left to pick through the ashes of a future that has been systematically burnt down by administrative neglect.
A Graveyard of Landmarks: The Legacy of Failure
The Botha Sigcau blaze is merely the newest addition to a skyline defined by ruins. We charge the government with criminal reluctance to protect or restore our city. Look at the Windsor Hotel — once a pride of Mthatha, now a hollowed-out skeleton that is no longer utilized for any government purpose, standing only as a monument to decay. Look at the Grosvenor Hotel and the Transkei Hotel—both destroyed, both ignored. Look at the ECDC Building, Sondela Pharmacy, the Jimmy Super Spar, and even portion of the KSD Municipal Building. These facilities have been demolished or gutted by fire, yet to this day, there has been no transparent report-back on the causes of these fires. This silence is a deliberate cover-up for a total collapse of fire safety and emergency response.
The Death of Accountability and the "Investigation" Trap
We are sick of hearing about "investigations" that never conclude. The government’s failure to provide reports on previous disasters has created a culture of impunity. By failing to explain how the Winzor or the ECDC buildings were lost, they paved the way for the Botha Sigcau to burn. This is not just a failure of fire trucks; it is a failure of leadership. The O.R. Tambo District Municipality is a spectator to the destruction of its own CBD, proving itself utterly incapable of providing par-level emergency services to protect the infrastructure of our people.
The Economic Ex*****on of the Youth
For the youth of O.R. Tambo, these are not just buildings; they are the doors to our future. The destruction of the Education and Health District Offices within Botha Sigcau—following the loss of the ECDC and other commercial hubs—is an act of economic ex*****on. With youth unemployment at crisis levels, where are the young graduates supposed to find hope when the very offices responsible for school infrastructure, healthcare coordination, and economic development are allowed to burn to the ground? You are forcing a generation into permanent poverty by failing to safeguard the tools of our development.
A Demand for Immediate, Radical Action
The SAYC refuses to accept the "Winzor fate" for the Botha Sigcau Building. We will not allow this site to become another derelict eyesore while services are moved to expensive, temporary private rentals that drain the public purse for decades.
We demand:
• Full Disclosure: An immediate release of all previous fire investigation reports for the Winzor, Grosvenor, Transkei Hotel, and ECDC buildings.
• Emergency Response Overhaul: The immediate dismissal of officials who have failed to equip Mthatha with a functional, high-capacity fire department.
• A Recovery Deadline: A clear, funded plan for the Botha Sigcau Building that does not result in it being abandoned like Windsor Hotel.
The youth of O.R. Tambo are awake, and our patience has turned to ash. We will no longer be silent while our city is demolished by the incompetence of those sworn to lead it.
