SAPS NOTICE REGARDING OFFICERS WHO REFUSE TO OPEN CASES

In light of increasing complaints that it is sometimes difficult to register cases at police stations, all citizens should be aware of the following SAPS National Instruction regarding the opening and registration of criminal cases.

Refusal by SAPS members to assist complainants in opening a criminal case is a violation of National Instruction 3 of 2011.

Know your rights as a complainant.
It has been reported that officers at various police stations are refusing to open cases, especially in matters involving women and children, for reasons such as:

The complainant cannot identify the suspect by name.
The complainant did not bring the suspect to the police station.
The crime did not occur within that police station’s jurisdiction.
The officer believes the case is not serious enough.
Complainants are told to resolve the matter themselves with the suspect.

❗ THIS IS UNACCEPTABLE.
What does National Instruction 3 of 2011 state?
1. A SAPS member who receives a complaint must interview the complainant to determine whether the complaint meets the requirements of the specific offence.

2. Complainants may never be referred to another police station, even if the crime occurred in another station’s area.

The Community Service Centre (CSC) must ensure that:

Complainants or persons reporting crimes are treated courteously.

A full sworn statement is taken from the complainant.

Complainants are not sent to another station to report a case.

All complaints receive immediate attention.

Disciplinary action

Cluster and Station Commanders must ensure that any member who does not comply with National Instruction 3 of 2011 is subjected to disciplinary action.

CHILD PROTECTION MONTH | INDLEZANA YEZWE

As we observe Child Protection Month, Indlezana Yezwe proudly donated food and colouring books to the Children's and Sexual Offences Court in Mthatha.

No child should ever have to testify in court on an empty stomach. Every child deserves dignity, care, and support while seeking justice.

We applaud the dedicated efforts of the Mthatha Court The Department of Justice and Constitutional Development (DoJ & CD) The National Prosecuting Authority of South Africa in creating child-friendly spaces that help protect and comfort children during some of the most difficult moments of their lives. Together, we can continue making our courts safer and more welcoming for children.

Let us stand united to end Gender-Based Violence and Femicide (GBVF), stop child abuse, and protect the rights and wellbeing of every child.

A child-friendly justice system is a step toward healing, protection, and justice.

We are proud to have partnered with ORTambo District Municipality in hosting a meaningful GBVF Awareness and Prayer Program at Nodushe Village in Ngqeleni. 🤍

This important gathering brought together key stakeholders who continue to play a vital role in the fight against Gender-Based Violence and Femicide. We were honored by the presence and contributions of SAPS, the NPA The National Prosecuting Authority of South Africa , Department of Education (Libode), the Magistrate’s Office, Nyandeni Women’s Caucus, Council of Churches, and representatives from OR Tambo District Municipality.

The program created a safe space for dialogue, reflection, and unity through prayer as we collectively stand against the scourge of GBVF in our communities. It is through partnerships like these that we strengthen our response, raise awareness, and restore hope.

Let us continue working together to protect, support, and empower victims and survivors. The fight against GBVF is a shared responsibility. ✊🏽

⚽SPORT AGAINST CRIME – NGOBOZANA VILLAGE⚽

From Friday, 21 March to Sunday, 22 March 2026, Indlezana Yezwe, in partnership with the Department of Community Safety Youth Forum, CPF, Ngobozana Youth Development and SAPS, hosted a powerful Sport Against Crime initiative in Ngobozana Village, Lusikisiki.

Ngobozana remains a community deeply affected by the tragic events of September 2024, where 18 lives were lost — 15 of them women. With many of the accused being young people, this initiative aimed to bring hope, healing, and positive engagement to the youth.

Through soccer and netball, young people were encouraged to stay active, united, and away from crime. The event also celebrated local talent, with vibrant singing and dancing performances showcasing the creativity and spirit of the community.

Together, we are building safer communities by empowering young people and promoting unity through sport.

Indlezana Yezwe proudly participated in the Human Rights Awareness Build-Up Programme hosted by the O.R. Tambo District Municipality at Khwezi Hall in Ward 2, King Sabata Dalindyebo Local Municipality.

The programme brought together key members of the community, including the elderly, youth, women, persons with disabilities, and child-headed households. It served as an important platform to raise awareness on critical issues such as health, Gender-Based Violence and Femicide (GBVF), human dignity, and the promotion of justice and overall well-being for all.

Through meaningful engagement and dialogue, the initiative reinforced the importance of protecting human rights and empowering vulnerable groups within our communities.

As part of supporting this impactful programme, food parcels were distributed to community members in need, ensuring that no one is left behind.

Indlezana Yezwe remains committed to advocating for dignity, equality, and sustainable support for all.

🤝🌸 A Multisectoral Approach to Addressing GBVF in OR Tambo District 🌸🤝

Indlezana Yezwe proudly participated in a key stakeholders’ planning meeting focused on the establishment of a Domestic Violence One Stop Centre in Mthatha.

This important engagement brought together the OR O.R Tambo District Municipality, The Judiciary , The Department of Justice and Constitutional Development (DoJ & CD) , the Department of Social Development , and the Umtata Women’s Support Centre Uwsc Uwsc .

The goal is clear: to establish a victim-friendly, integrated support centre that responds to Gender-Based Violence and Femicide (GBVF) in a coordinated and compassionate manner. By bringing essential services together under one roof, we aim to reduce secondary victimization and ensure that survivors are treated with dignity, respect, and care.

As Indlezana Yezwe, we remain committed to a collaborative approach that strengthens access to justice and holistic support services for survivors. We believe that through partnership, accountability, and community-driven solutions, we can restore hope and build safer communities in OR Tambo District.

🌍✨ INDLEZANA YEZWE ON UCR FM – POST SONA ANALYSIS ✨🌍

Indlezana Yezwe is proud to have been part of the Post SONA Analysis Programme on UCR FM, organized by the GCIS - Eastern Cape .

The purpose of the programme was to localize and simplify the President’s State of the Nation Address (SONA) so that our communities can better understand government commitments, policies, and the impact these have on their daily lives.

The discussion brought together representatives from the business sector, NGOs, and independent political analysts, creating a meaningful and balanced conversation focused on accountability, development, and community empowerment.

As Indlezana Yezwe, we believe that information is power. When communities understand national policies in simple and accessible language, they are better positioned to participate, engage, and hold leadership accountable.

We remain committed to being a bridge between government processes and the people on the ground — ensuring that no one is left behind.

🕯️ JUSTICE FOR NTOMEKHAYA GALO 🕯️
We are devastated to announce the passing of Ntomekhaya Galo, a survivor of brutal gender-based violence who we had been supporting after she was viciously stabbed, allegedly by her boyfriend. Despite her courage and the efforts to support her recovery, Ntomekhaya tragically succumbed to complications related to her health.

This is not just a loss — it is a failure of a system that continues to allow violence against women to persist with little consequence. Ntomekhaya’s death is a painful reminder that gender-based violence is deadly, and delays in justice cost lives.

As Indlezana Yezwe, we stand firmly with her family and loved ones. We will continue to support them and to demand accountability.

We call on the criminal justice sector — the South African Police Service, The National Prosecuting Authority of South Africa, and the courts The Department of Justice and Constitutional Development (DoJ & CD) — to act with urgency, diligence, and seriousness in this matter. There must be consequences. We refuse to allow Ntomekhaya’s name to become another statistic. Her life mattered. Her voice matters. And justice must be served.

📢 We call on all institutions tasked with protecting women to do their jobs. No more silence. No more delays. No more impunity.

COURT WATCH | LUSIKISIKI MASS SHOOTING TRIAL
Today, Indlezana Yezwe attended the court proceedings of the Lusikisiki mass shooting trial, a tragic case in which 18 people lost their lives, 15 of them women.
The State witness is still under cross-examination by the attorneys of the accused persons. The matter was adjourned and the trial continues tomorrow at 10:00 in the High Court sitting at the Lusikisiki Magistrate’s Court.
We remain present in court in solidarity with the victims and their families, and we continue to stand for justice, accountability, and the protection of women’s lives.
