Soustenable peace required soustenable development, soustenable development required soustenable economy.

The peace and development nexus provides a viable framework for such transformation. It calls for aligning peace efforts with economic planning, enhancing national ownership of development financing, and investing in strong institutions. For the DRC and many other African nations, this integrated model is not only desirable—it is essential for breaking cycles of conflict and building a resilient, prosperous future.

Conclusion
The Democratic Republic of Congo’s developmental and governance paradoxes underscore the urgent need for a holistic approach to peacebuilding. Sustainable development cannot occur without sustainable financing, which in turn depends on economic sovereignty and institutional strength. In the DRC, resource wealth, demographic dynamism, and ecological significance offer enormous potential. However, realising this potential requires integrated strategies that promote inclusive growth, curb illicit flows, and reform governance.

Strengthening institutions will also enhance social cohesion by increasing citizen trust in the state. In a country with profound social and regional divisions, a fair and functional governance system can bridge inequalities, protect rights, and reduce the appeal of violent alternatives. Ultimately, institutional effectiveness is both a means and an outcome of peace and development.

Effective governance is key to resource management, transparency, and service delivery. Institutions must be equipped and empowered to enforce contracts, monitor public spending, resolve disputes, and engage citizens. Initiatives such as decentralization, public sector reform, and anti-corruption drives need to be deepened and insulated from political interference.

Leadership in the DRC is often characterized by gerontocracy, while over half of the population is under 17 years old. This disconnect inhibits youth participation and innovation in public life. Moreover, institutions like the judiciary, parliament, and audit authorities often lack independence and capacity. Without strong institutions, reforms in financing, economic control, or development planning cannot be effectively implemented.

Control Over Economic and Financial Flows Requires Strong and Effective Institutions and Governance
The DRC’s ability to control its resources and direct them toward development depends fundamentally on the quality of its institutions. Yet, governance remains fragile, marked by corruption, politicized institutions, and limited rule of law.

Combatting IFFs and improving economic sovereignty requires systemic reforms. Strengthening financial intelligence units, enforcing anti-corruption laws, digitizing revenue collection, and cooperating with international financial institutions are vital. These efforts would not only increase fiscal space but also promote accountability, equity, and national ownership of development.

Furthermore, weak tax administration and a narrow tax base restrict domestic revenue mobilization. Informality dominates the economy, leaving large segments untaxed. Smuggling of valuable minerals across porous borders further deprives the state of critical revenues. This financial leakage not only limits development but also fuels corruption, undermining governance and citizen trust.
