The LABEC (Local Asset-Based Employment Creation) and CBID (Community-Based Industrial Development) models were developed by Akson Potera.
​These frameworks are designed to drive bottom-up economic growth by focusing on the inherent strengths and resources already present within a community.

​Asset-Based Approach: Unlike traditional models that focus on a community's needs or deficits, LABEC identifies and leverages existing local assets—such as skills, land, and social networks—to create sustainable jobs.

*Here are some of the world's most renowned Community Development models pioneers, among them an iconic African, Sir Akson Potera.

Know who invented the ABCD and LABEC-CBID Community (and Economic) Development models

Asset-Based Community Development (ABCD) and Local Asset-Based Employment Creation and Community-Based Industrial Development (LABEC-CBID) are two community development models.

*ABCD Model:*
- Focuses on identifying and leveraging existing community assets, skills, and resources.
- Encourages community-led initiatives and partnerships.
- Developed by John McKnight and John Kretzmann.

*LABEC-CBID Model:*
- Emphasizes local resource utilization for job creation and industrial development.

3 Types Of SA Qualifications

Three Types of Qualifications in SA!
Thanks to our government for comprehending all citizens when it comes to education and training. One size can't fit all. This means that noone is left out of education and if this happens it might be so by voluntary choice.
Qualifications and Programmes
Private providers generally offer three main types of qualifications, namely
National Qualifications (Qualifications registered on the NQF)
Provider Programmes (Their own programmes which are non-formal)
Agent Qualifications (Qualifications offered on behalf of a foreign awarding body)
National Qualifications
National Qualifications are formal qualifications registered on the National Qualifications Framework (NQF), which is a centralized register of all the nationally recognized qualifications in South Africa.
National qualifications are developed and quality assured by Quality Councils, namely Umalusi, the Council on Higher Education (CHE) and the Quality Council for Trades and Occupations (QCTO), under which all the SETAs fall. National qualifications carry national credits and are certificated by the Quality Councils and in the case of higher education by universities, but NOT by a provider. Examples of such qualifications are:
The National Senior Certificate as offered by most high schools in South Africa
The GETC: adult as offered by many adult education and training providers
The National Certificate Vocational (NCV) offered by public FET colleges and some private colleges
Further Education and Training Certificates of various kinds also offered by FET colleges, such as Perishable Produce Exportation or Mechanical Engineering: Pipe-Fitting or Small Business Management and so forth
There are many such qualifications registered on the NQF.
NB: To check whether a qualification is registered on the NQF go to the website of the South African Qualifications Authority (SAQA) at www.saqa.org.za
Please keep the following in mind before you enrol for a National Qualification:
If you wish to enrol for a nationally recognised qualification ask the provider for written proof that the qualification is registered on the NQF - the NQF ID number should be in evidence or check whether it is registered by going to
www.saqa.org.za .
Ask for evidence that the provider is registered with the Department of Education to offer specific national qualifications - a certificate should be publicly displayed.
Ask for evidence that the provider has approval or accreditation from the relevant Quality Council such as QCTO or Umalusi or the Council on Higher Education (CHE) to offer the qualification.
If you are enrolling for an N Certificate / NCV or National Senior Certificate, keep in mind that you will write national examinations set by the Department of Education. Providers are not allowed to set their own examinations or issue certificates for these qualifications. These qualifications are certified by Umalusi.
Provider Programmes
If you are enrolling on a Provider Programme remember that they serve a different purpose to National Qualifications. Provider Programmes are usually designed to address specific education, training and development needs that may not necessarily be addressed by National Qualifications, for example courses for self-enrichment, continuous professional development, self- employment, or orientation to a specific career.
Provider Programmes are quality assured and certified by the provider, i.e. the college, itself.; they are not registered on the NQF; do not carry any national credits; and do not lead to a National Qualification.
Agent Qualifications
Some providers offer qualifications and programmes on behalf of professional or foreign awarding bodies. Some of these qualifications are national qualifications registered on the NQF while others are not, and some are foreign qualifications. The provider acts as an agent of the professional or awarding body. Examples include qualifications and programmes examined and certified by Pitmans, CompTia, Cambridge, Microsoft, IMM, ICSA (professional body), City and Guilds, Edexel and so forth etc.
Please remember: it is not illegal to offer agent qualification, providing the provider is licensed to offer them by a foreign awarding body or a professional body and the provider is registered with the Department of Education.

Advice to Job Seekers!

Youths and adults are often caught in the wed of worthless or valueless training programmes.

Registration
Please find out if the organisation or training provider is registered for non formal education for work skills or national qualifications which should also be accredited by SAQA.
National quailfucations must all precisely have the same curriculum and credits despite being from private or public entities.
In the case of a non formal education skills provider,
- It must be registered as an NFE provider and must entail the following:
1) Reputation as the NFE providers minimise the gap of skills scarcity and often provide programmes that formal education providers dont, participants or trainees must check or verify the reputation of the organisation.
b) Quality of Training
Though quality is difficulty to ascertain, the prospective participant should seek to know where and who the organisation has ever trained.
2)Type of training manuals and the expected learning outcomes.
3) Histroy and Experience are also vital to know.
4) Recognition and Trust by employers.
Find out if any other people have found jobs after attaining such training programmes.
5) Qualifications of Trainers/Facilitators
It is very critical to be taught by qualified trainers in both formal and non formal education settings.

Usually job seekers go for
In some cases job seekers go for one day (not CPD) service certificates wishing to use them for job searching.
Different institutions give off such certificates for between R100 and 300 but job seekers don't know that employers are people too and know that you have no curriculum or knowledge for that valueless paper.
Take for example a health centre is looking for cleaners and you are holding the recommendation letter or 2 hour certificate from the same health centre, do you think they will hire you? If not why?

*Another Success Story*

Ms Engetelo Ribombo, a recent FCDC-SA graduate of the Programme in Administration and Advanced Office Computing has already secured a job as a warehouse assistant in Joburg.

She graduated on the 12th of July 2025 and before the end of the year she is already at work.

Engetelo was a hardworking trainee dedicated to her school (training) work from the beginning to the end.
Like many other trainees, she comes from Malamulele, Mbalati.

She took a very helpful direction of education and today she is financially independent, helping her parents thus setting food on the table and builds her future
