Sparrows

Sparrows Sparrows is an award-winning Child and Youth Care Centre (CYCC) in the Eastern Cape, South Africa. In 2002 the Tsolwana Society was established and registered.

Sparrows is managed by the Executive Director, David Fourie (acting), supported by the Development Director, Jenny van Heerden (founder), and Social Worker, Faith Fusa. Faith supports six Child and Youth Care Workers and three volunteers, who care for the children in residential care. Sparrows Child & Youth Care Centre was established in 2000 to accommodate children who are abused, abandoned, negl

ected and orphaned. Two concerned citizens from Tarkastad, Jean Budler and Jenny van Heerden, identified the needs in the community of Tarkastad and decided to actively do something about it. This community, like so many in the Eastern Cape, were not spared the suffering and devastation associated with the HIV/AIDS epidemic. A serious need was identified for Child Welfare Services to continue in Tarkastad when Queenstown Child Welfare withdrew their services at the end of 2001. According to the area demarcation, Tarkastad became part of the Cradock Region. At the beginning of 2003, a social worker was appointed and application was made for a subsidy. On 12 April 2005, at a special meeting, the Tsolwana Society changed its name to CWSA: Tsolwana & Sparrows Child and Youth Care Centre.

We appreciate the support we have received since the incident we learned of on 12 October 2025. We can report that a full investigation has been done by the Department of Social Development through interviews with all children living at Sparrows and all permanent Child and Youth Care Workers. The Department of Social Development recommended that five children (the three girls in the video and two brothers of one of them) be discharged from Sparrows on 13 October 2025, which happened. A case was opened at the South African Police Service. Preliminary court appearances were held on 30 October 2025, and the case was postponed. The Department of Social Development is in the process of assisting Sparrows with recommendations to reduce the possibility of such an incident happening again.

Sparrows Management and Board is aware of a disturbing video circulating on social media. The incident was recorded on 29 September 2025 at approximately 8pm. The girls in the video distributed the video themselves. They are aware that their actions are not acceptable conduct and have made peace with and appologised to each other since then.

The Department of Social Development has been notified of the incident and appropriate action will be taken based on facts that were established in interviews with all the affected children by Board Members on 12 October 2025 when the video emerged.

The girl who was attacked in the video has been removed from the premises for her safety and the integrity of our internal processes. We request that the public please allow internal processes to unfold and desist from spreading the video.
