Free State Youth Care Centre (FSYCC) is a registered Non-Profit-Organization in the NGO (non-governmental) sector. Welriedal YCC is a subprogram of Ego Child Care. The centre is registered with the Department of Social Development: W4/4/5/3/3/4C1/2
1.6 History and identification particulars of Welriedal Youth Care Centre
There were originally 4 big children’s homes in the Free State. During 2002 these children’s homes were decentralized into different communities.
Welriedal Youth Care Centre is registered for 12 boys and 12 girls. The centre has obtained statutory registration as a sub-program of Free State Youth Care Centres. It is a separate employer and corporate body. The centre functions under the supervision and control of the management committee.
1.7 Services rendered
Children of all ages are cared for at the centre.
Services are rendered to 24 children. (Currently housing 16 black children and 8 white children)
The centre creates a homely atmosphere for the children.
Children from the surrounding communities who are orphaned, vulnerable or living in risky circumstances also receive assistance.
1.8 Governance & Management
The management committee is composed for a five-year period and has 6 – 9 members. Representatives from different churches and the community are part of the management. The management committee, child care and financial committees meet quarterly. The minutes of meetings are available at the principal social worker`s office.
1. BENEFICIARIES
Welriedal YCC admits children from the Free State but they are mostly from the Goldfieds. They are admitted after the children`s court issued a court order, stating that the child is in need of care. Different reasons for removal from home care exist. Children are placed first in temporary safe care, and after a period of evaluation and assessment, placed in the Centre`s care. The placement of a child is evaluated annually. During holidays children can visit parents, holiday parents or family. Five of the 24 children are orphans.
The centre assists hungry children, children in crisis situations or when other services are not available in the community. Children often approach the centre for assistance.
2. OBJECTIVES
The Centre aims to provide a program of safety, care, education, development and
treatment to children in need of care and protection or in need of temporary safe care.
This service will be rendered to children of the centre as well as to children of the
community. The Centre is Christian Based.
The centre provides in the basic needs of the children.
The centre assesses children who are in temporary safe care and offers safe care to them.
The centre compiles a permanency(care) plan and individual development plan for each
child in the centre and ensures that it is executed.
The centre is managed on a cost-effective and sound financial basis.
The centre promotes the training and development of the personnel and members of
the community.
The programs are, wherever possible, made available to the community.
3. FUNDING
The program is funded by government subsidies (more or less 50%), contributions from the community, contributions from churches and fundraising. In the past money was received from NLDTF.
For 2018/2019 Welriedal YCC budgets for a deficit of R262 611.
All bookkeeping is done in line with and are audited by chartered accountants. Price Waterhouse Coopers.
4. MONITORING AND EVALUATION
The centre functions according to the minimum norms and standards for Youth Care Centers, the management plan and according to the constitution. Development Quality Assurance Assessments are done biannually.
The management and financial committees meet quarterly – financial statements are provided and services are monitored.
There is a manual for human resources and policies for training, supervision and capacity building. Employees are provided with assistance and referred to external services when necessary
6. WAYS IN WHICH THE OBJECTIVES ARE MET
6.1 Welriedal Youth Care Centre provides full residential care for children with no other option of caring, to enable them to grow up in a safe environment and to build and realize their dreams for the future.

PERFORMANCE INDICATORS
Physical care
Provide shelter, food and other physical needs for children placed in Child & Youth Care Centers.
Emotional development
Develop a unique care plan for every child in the Child & Youth Care Centre.
Education
Ensure that every child attends a suitable school and get the highest educational level possible.
Sport
Most of the children partake in sport.
Reconstruction services
Work in co-operation with the field social worker on the reconstruction of the child’s family.
Strive to place the child back into the care of a healthy family unit, where possible.
Children are healthy and well-fed. A good menu is used.
Every child has his/her own bed, clothes and other personal belongings.
Every child has a Care Plan and an Individual Developmental Plan
Regular monitoring of the development of the child towards the goals in the Care Plan.
Children will be equipped with knowledge to protect them.
Children develop skills to cope with life in general.
Multi-therapeutic discussions are held regarding each child.
Children make progress in school.
Children attend Orion Secondary School, Koppie alleen Primary school and two children Riebeeckstad Secondary School.
Children are transported to and from school
A representative from the school attends child care meetings and gives feedback.
The different sports include; rugby, cricket, soccer, netball, hockey, and athletics and cross country. Some of the boys do mixed martial arts. Some children achieved provincial colours.
Regular contacts with parents, where possible.
Children regularly go out on holiday visits to their own families.
Children are transported to parents.
If holiday visits to own families are not possible,
children are placed with “holiday parents”.
IMPACT
24 children can be placed at the centre and more children can be accommodated per night in crisis situations.
