INTRODUCTION: A UNITED STEP FORWARD
To all community members and community leaders,
This proposition is a call to collective action to restructure and revitalize community development in all Townships in South Africa, Starting our development at Leboneng through an officially registered NPO: The CEF Foundation (Community Empowerment Forum).
This structure unites and houses with:
CEF – Community Emergency Forum
CPF – Community Policing Forum
CFF – Community Feeding Forum
This formal NPO gives us legal standing to engage private corporations, government institutions, and social investors. Corporate partners such as Nestlé, Discovery, Premier FMCG, CSI sectors and others have expressed interest in supporting our initiatives now that registration is complete.
PURPOSE: POWER TO THE PEOPLE
This forum aims to return power, leadership, and responsibility to the community by focusing on:
- Youth empowerment through skills and job creation
- Poverty and crime reduction
- Feeding schemes for struggling households
- Community-owned economic development
- Public-private partnerships
- Emergency, safety, and health response training
We will turn every Township, into a model community of unity, discipline, and development.
COMMUNITY STRUCTURE – GOVERNANCE & INCLUSION
We propose an inclusive structure of:
- 54 Key Governing Positions
- 32 Jurisdiction Members
- 20 Training Volunteers
- 200+ Youth Participants
- 32 Member Community Jury
Representation covers all ±16 streets of Leboneng.

Feeding Scheme:
- Daily meals
- Monthly hampers
- Soup kitchens
- Farming Skills
VOLUNTEERING: CALLING OUR COMMUNITY HEROES
We invite skilled individuals trained in:
Medical
Fire & Emergency
Security
Hospitality
Youth & Rehab Mentorship
*All volunteers will receive Basic Entry Certificates issued by CEF Foundation.
COMMUNITY CROWDFUNDING & SUSTAINABILITY
Suggested Monthly Contributions:
*(Money contributions are optional and must be contributed only at the office and through our online crowdfunding plartforms/ and campaigns).
- Households: R50
- Businesses: R150
- Goods (Parcel, Old clothes, infrastructure and etc. or services).
