On May 19, 2026, the Incomati and Maputo Watercourse Commission - INMACOM (INMACOM) convened a consultation meeting at the Hilton Hotel in Eswatini, with key stakeholders to strengthen institutional linkages and explore opportunities for coordinated implementation. The discussions focused on deepening collaboration with the Lubombo Transfrontier Conservation Area (TFCA), initiating processes to formalise institutional cooperation, and aligning efforts in transboundary water resource management and biodiversity conservation.

The meeting also provided a platform to identify opportunities for joint planning and coordinated implementation, while promoting a shared understanding of the source‑to‑sea management framework and its application within the basin.

The meeting developed a roadmap for a joint INMACOM–TFCA workplan, and an initial cooperation framework covering ecosystem restoration, climate resilience, biodiversity conservation, and water governance. Stakeholders also discussed formalisation mechanisms, including the development of a Responsible Party Agreement, while reinforcing multi‑sectoral engagement across water, environment, and conservation sectors.

Participants included representatives from the INMACOM Secretariat, National Focal Points from Eswatini, Mozambique, and South Africa, the Lubombo TFCA, and government ministries responsible for water, environment, and conservation.

Inclusive Water Security: Putting Gender Equity and Social Inclusion at the Core of CUVKUN.

The Gender Equality and Social Inclusion (GESI) Plan developed under the CUVKUN project details gender equality and inclusion efforts in the design, implementation, and monitoring and evaluation of project activities or programmes.

The framework is our roadmap to ensure that gender equity and inclusion are woven into every stage:

1️⃣ Design: Building infrastructure that meets the specific needs of women and marginalized groups.

2️⃣ Implementation: Ensuring diverse representation in decision-making and leadership roles.

3️⃣ M&E: Measuring our success through the lens of social impact and equity.

CUVKUN Gender Equality and Social Inclusion (GESI) Plan is one of the Social and Environmental Standards (SES) reports published for public review. The CUVKUN project will receive feedback until May 15, 2026.

Call for Applications: Water Demand Management Short Course

💡 The CUVKUN Project is pleased to invite applications from and for participants to attend this course on Water Demand Management.

The Water Demand Management (WDM) course is aimed at building human capacity under the CUVKUN project for the Cuvelai and Kunene River Basins for holistic and effective management for sustainable water resources.

This involves the application of selective incentives to promote efficient and equitable use of water in the Cuvelai and Kunene River Basins. Participants will be exposed to critical topics, water conservation, demand forecasting, water pricing and tariffs, public education and awareness, water efficiency standards, leak detection and repair, water reuse and recycling, watershed management, institutional framework and monitoring and evaluation.

Luanda Hosts Stakeholder Consultations for the Transboundary Diagnostic Analysis of the Kunene and Cuvelai Basins

Stakeholder consultations on the Transboundary Diagnostic Analysis (TDA) for the CUVKUN Project took place in Luanda, Angola, following successful engagements in Ondjiva, Lubango, and Huambo. On 30–31 March, representatives from key sectors, including water resources, agriculture, gender and social inclusion, hydropower, and environment, met at the Gabinete para Administração das Bacias Hidrográficas do Cunene, Cubango e Cuvelai (GHABIC) for technical dialogue sessions on the future of shared river basins.

The sessions were led by Viviane Kinyaga, Lead Consultant for the TDA and Strategic Action Programme (SAP), with technical support from Dr. Ebenezário Chonguiça and Eng. Falco Kiowa, Monitoring and Evaluation Officer for the CUVKUN Project. The Luanda consultations largely validated and reinforced the key issues identified during the earlier provincial consultations, while also providing additional national-level perspectives, which are summed up as:

1️⃣ Increasing climate variability, particularly recurring droughts and floods affecting the lower Cunene River and Cuvelai Basin

2️⃣ Water quality deterioration in the middle and upper Cunene is linked to sanitation challenges, agricultural runoff, and mining activities

3️⃣ Ongoing land and ecosystem degradation, including deforestation, sand mining, and the spread of invasive species

4️⃣ Growing concern over the degradation of headwater areas, which are critical for sustaining river flows across the region

5️⃣ Cross-cutting pressures such as infrastructure gaps, governance challenges, population growth, and climate change

These findings reinforce the importance of strengthening basin-wide cooperation and protecting critical source areas that sustain water security for Angola and downstream countries. They form the foundation for the TDA.

In 2026, elevating women’s leadership is not only a matter of equality, but also a prerequisite for designing water investments that are effective, sustainable, and responsive to the realities of all water users.

Women, despite being primary managers of household water use and holders of deep contextual knowledge, are too often positioned merely as water users rather than recognised as strategic leaders in water policy, planning, and governance. This exclusion narrows the sector’s vision and prevents investments in water from fully benefiting women’s insights, expertise, and lived experiences.

Transforming investment in water requires shifting from surface-level gender inclusion to addressing inequalities at the systems level.

Recognising this need, Cooperation in International Waters in Africa developed the Male Champions for Women’s Empowerment initiative as a strategic effort to accelerate change. By engaging men in positions of influence, the initiative aims to reshape traditional power dynamics and foster environments where women can lead and participate as equal partners in transboundary cooperation.

GWPSA is participating in the initiative through two of its officers; Albain Tchangou and Dr. Pinimidzai Sithole.

World Water Day 2026 reminds us that must be embedded at the core of water governance and investment frameworks. Evidence consistently shows that when women participate meaningfully in water management, systems are more responsive to community needs, services are more sustainable, and outcomes are more equitable.

GWPSA’s work across 2025 and into 2026 reflects a deepening commitment to integrating gender across the technical, financial, and institutional dimensions of water security. This spans the implementation of Gender Action Plans across our transboundary portfolio ensuring that gender considerations move from planning into practical, on-the-ground action.

In parallel, GWPSA is working with partners such as United Nations Convention to Combat Desertification and African Development Bank Group to develop gender-sensitive drought vulnerability assessments that directly inform investment planning. Through the African Union Commission’s multi-country GCF Readiness programme, GWPSA is supporting 15 countries to develop climate-resilient water security investment plans that embed gender as a core principle.

“All these efforts aim to ensure that gender is not treated as an add-on, but as a foundational element shaping how water systems are designed, financed, and sustained,” says Mrs Litumelo Mater-Sievers, GWPSA’s Gender Specialist.

The Global Water Partnership Southern Africa and the AIP Secretariat join the rest of the world in commemorating World Water Day 2026, calling for women to be placed at the heart of Africa’s water transformation agenda.

Each year, World Water Day, an annual United Nations observance, offers the global community an opportunity to reflect on progress and renew commitment toward achieving water security for all. In 2026, the theme “Water and Gender” comes at a particularly important time for Africa, as it resonates strongly with the African Union Commission’s Theme of the Year: “Assuring sustainable water availability and safe sanitation systems to achieve the goals of agenda 2063.”

“Gender equality must be embedded at the core of water governance and investment frameworks. This is a developmental imperative. Evidence consistently shows that when women participate meaningfully in water management, systems are more responsive to community needs, services are more sustainable, and outcomes are more equitable,” reads part of an op-ed authored by Mr. Andrew Takawira, GWPSA Interim Executive Secretary on the commemoration of the World Water Day 2026.

The CUVKUN project in partnership with SADC WaterNet has kicked off the first short course training session on Geospatial Information Systems (GIS) and Remote Sensing (RS) taking place at the Centro de Ecologia Tropical e Alterações Climáticas (CETAC) in , from 18-21 March 2026.

The training is designed to enhance the institutional capacity of water professionals in the Cuvelai and Kunene Basins and focuses on equipping water sector professionals with essential skills in GIS and RS tools for informed decision-making, and practical application in Integrated Water Resource Management (IWRM). The course will empower participants and institutions in the Cuvelai and Kunene basins to effectively combine GIS and RS techniques to address catchment and water-related challenges, thereby increasing resilience in the region. Eighteen water sector professionals from Angola, are currently taking part in the training which is being facilitated by SADC WaterNet experts.

The project is funded by the Global Environment Facility (GEF) and led by the United Nations Development Programme (UNDP) with the Global Water Partnership Southern Africa (GWPSA) as the Executing Agency. The Cuvelai Commission (CUVECOM) and Kunene Permanent Joint Technical Committee (PJTC) are the custodians of the project implementation.
