On 30 August 2026, Nkuzi Development Association participated in the public hearings on the Water Services Amendment Bill in Limpopo, welcoming the amendment process.
Nkuzi, represented by Mapula Minisi (watch the video clip), emphasised that farm dwellers should be recognised and actively participate in public hearings. Nkuzi highlighted the following concerns:
1. Pre-hearing workshops should be conducted with farm dwellers to enable them to participate in an informed manner during actual public hearings.
2. Waterberg has about 41,000 farm dwellers whose voices are not represented in this hearing. Poor water services expose farm dwellers to danger. An 11-year-old boy was bitten by a crocodile last year in October while fetching water from the river. Luckily, he is still alive, although he sustained critical injuries. This explains the dire need for basic services in the area.
3. There is a lack of ring-fenced funding/budget to supply farm dwellers with water.

Nthome Basweng Project and Training Centre is a female youth-owned rural project based in Mashashane, Limpopo, working to address youth unemployment, improve food security, and create opportunities for young people to develop farming skills and sustainable livelihoods.

With support from Nkuzi Development Association, beneficiaries received training in agroecological farming practices for climate-resilient agriculture and sustainable food production. The training provided practical knowledge on agroecology that beneficiaries can apply in their own backyard gardens at home.

Despite the recent heavy rainfall experienced across parts of Limpopo, the project was still able to harvest fresh produce from its agroecological backyard garden. This highlights the role of agroecology in helping rural communities maintain food production despite climate challenges.

As of the 20th of December 2025, imposition of tribal levies is illegal. No traditional authority has powers to impose such taxes and rates on rural communitites. The section 25 of Institutions and Traditional leadership Act 6 of 2005 is declared invalid and unconstitutional.

There are two key contributing factors hindering development which the Department of Land Reform and Rural Development is lagging on. On one hand, the communal land residents are subjected to tribal levies, despite the constitutional court judgement that declared section 25 of Limpopo Traditional Leadership and Institution Act of 2005 unconstitutional and confirming that traditional leaders have no authority/ powers to impose levies, taxes and fines. On the other hand, land claims are processed at a concerning snail pace. The claims that are finalised speedily are those that do not affect "big businesses'' or claimants accepting financial compensation as opposed to land restoration.

Rural development is not only about improving conditions in villages and small towns - it is about correcting historical injustice and eliminating uneven development.

Our Department, the Department of Land Reform and Rural Development, together with government as a whole, remains committed to ensuring that where a person is born does not determine the limits of their future.
