We propose a phased approach in implementing a Basic Income Grant, beginning with an initial grant equal to the food poverty line (extreme poverty line), currently R790, as a pilot and stabilisation phase; then progressively increasing the value to match the lower-bound poverty line (R1 100), and ultimately the upper-bound poverty line (R1 558) as fiscal space, evidence and implementation capacity allow.

Basic Income Grant de-risks mobility and transitions. Workers will be more willing to leave toxic or abusive workplaces, relocate in search of better opportunities, or enter training and upskilling programmes if they know they will not face zero income during the transition.

It would also support informal work and micro-enterprise by providing the cash cushion needed to buy small amounts of stock, pay for transport, maintain a phone and data, or invest in tools for self-employment. It can smooth income between seasons and contracts.

In communities where Mohau Cares works, we often see young people who, after years of failed attempts to find work, become susceptible to involvement in petty crime, gangs or high-risk activities.

We also note that households’ financial stress contributes to conflict, substance abuse and intimate partner violence. Women and children tend to remain in abusive relationships because they have no independent income and fear hunger and homelessness more than continued abuse. A Basic Income Grant can be an instrument eliminate the economic drivers of crime.

At Mohau Cares, we subscribe to a view that people’s cognitive abilities have to be enhanced, so that they can lift themselves out of poverty. Making sure they eat a healthy diet is a fundamental step in that
direction because it directly influences brain development and functioning, which has a positive impact on memory, focus, and decision-making.

This is why a Basic Income Grant is necessary — to ensure that people have access to nutritional food.

For those who have jobs, the Basic Income Grant can be a backup plan if they decide to change careers, need a break for mental health reasons, stay home to care for a sick family member, or if they lose their job.

If employed people do not need the money now, they can choose to have it paid into their pension fund instead. This will also reduce the belief that only “lazy people” are benefiting while hardworking people get nothing.

However, as a start, those earning above the minimum wage can be excluded, until the grant stabalises.

In most households, it is common to find;

- Entire households relying on one Old Age Grant or one Child Support Grant to sustain multiple dependants;
- Young people, including matriculants, who have never held formal employment despite actively looking for work;
- Households that go days without proper food, surviving on maize meal, tea and occasional small purchases;
- People with chronic illnesses who are geographically and financially far from adequate healthcare and without good nutrition .

A Basic Income Grant, especially if linked in design to matric attainment and delayed childbearing, has the potential to:-

- Encourage youth to remain in school and complete matric or equivalent qualifications;
- Provide a predictable support base that allows young people to prioritise education over short-term survival strategies;
- Reduce the economic pressure that pushes some adolescents into transactional relationships or early cohabitation;
- Create conditions in which youth can realistically plan their futures, including when and how

By restricting access to the future Basic Income Grant for teenagers who have children, and by limiting child grants to two children per person, the BIG could contribute to managing the challenge of teenage pregnancy.

Economic hardship is a major barrier to school completion and literacy. We have seen:
- Learners dropping out of school due to inability to afford transport, uniforms, stationery or examination fees;
- Children frequently absent from school because of hunger, family crises or the need to assist with income-generating activities;
- Young people who pass Grade 12 but cannot progress to tertiary education or training because of financial constraints. This includes children of the 'missing middle'.

By supporting parents of learners through BIG, we would be ensuring that learners receive the needed nutrition to support their learning and cognitive development. By further tying BIG eligibility to matric completion, we would be encouraging matric completion.

From a health perspective, a Basic Income Grant would:

- Enable households to buy regular, adequate and more nutritious food, which is the foundation of good physical and cognitive health;
- Make it easier for people to afford transport to clinics, basic over-the-counter medication, and hygiene products.
- Making BIG earners pay for Primary Healthcare services, will lessen the burden on the health system, and encourage healthy living.

For this reason, Mohau Cares argues that BIG is also a public health investment.

For people to escape the cycle of poverty, their cognitive abilities must be enhanced. To support better thinking and decision-making, people need:
• Good, healthy food
• Access to quality education
• Safe and positive content to watch and read
• Regular physical activity (which is impossible without enough food)
• Access to quality healthcare

At the beginning, all of this must be provided as aid, which is where BIG comes in. If it is done properly, BIG can help people stand on their own and may thus not need it in future.
