🌟 Meet Mmakgotso Thejane, a Junior Monitoring and Evaluation Officer supporting HIVSA’s Social Employment Fund (SEF) programme.

In her role, Mmakgotso helps turn programme activities into meaningful insights. Her responsibilities include collecting and reporting on programme data, providing capacity support and tracking performance indicators to ensure that implementation remains aligned with the programme’s objectives.

Her experience has taught her that effective monitoring and evaluation is about more than numbers and reports—it also requires curiosity, clear communication and empathy. Asking the right questions helps her understand what is happening on the ground, identify challenges and support participants whose work may be affected by circumstances in their personal lives.

Mmakgotso’s journey demonstrates the important role young professionals play in strengthening programmes and improving their impact. By combining accurate data with an understanding of people’s lived experiences, she helps ensure that the SEF programme remains responsive, accountable and focused on creating meaningful opportunities.

🌟 Meet the Team Monday: Cynthia Bongile Mafrika 🌟

This Monday, we’re proud to introduce Cynthia Bongile Mafrika, a dedicated Office Assistant who has been part of the HIVSA family since 2016.

Cynthia began her journey with HIVSA as a temporary Office Assistant at our Johannesburg office, where she also supported reception operations under the USAID programme. In 2024, her journey took her to the Dr Kenneth Kaunda District in the North West under the CAFHE programme. She is now based at our Klerksdorp office, where she supports the ACHIEVE and NLC programmes.

With qualifications in security and catering services, as well as previous experience in the corporate cleaning sector, Cynthia brings diligence, care and pride to everything she does. Her work plays an important role in maintaining a clean, hygienic and well-sanitised environment where staff can work safely and effectively. She also assists with stock counts and inventory management, helping to ensure that the office runs smoothly.

Cynthia’s contribution reminds us that every role is essential to achieving our shared mission. By creating a healthy, welcoming and organised workplace, she enables her colleagues to focus on serving communities and delivering meaningful impact.

Outside of work, Cynthia enjoys music, reading, volunteering in her community and expanding her computer skills—reflecting her passion for continuous learning and helping others.

Meet Xolelwa Bucibo from Sharpeville, a Social Employment Fund (SEF) participant working at The Healing Hands in Sedibeng through SEF partner HIVSA.

As a supervisor intern, Xolelwa helps ensure that daily activities are carried out and that the children and community members in their care—particularly those living with or affected by HIV—feel supported, included and never neglected. Through this experience, she has learned how to communicate with children, respond to their different needs and handle challenging situations with empathy and understanding.

For Xolelwa, this opportunity represents more than employment. It has helped her develop valuable workplace and financial-management skills, provided greater financial stability and enabled her to make a meaningful difference in her community.

Her story is a powerful reminder that social employment creates impact on many levels: it gives participants the opportunity to earn, learn and grow while strengthening the organisations that provide essential care within our communities.

Safeguarding cannot wait.

A recent High Court judgment has highlighted serious failures in the maintenance and implementation of South Africa’s National Child Protection Register (NCPR).

The judgment followed legal action by the Teddy Bear Foundation, represented by SECTION27. It is an important step towards strengthening the systems intended to prevent unsuitable individuals from working with children.

For organisations serving children, however, one practical challenge remains: verification requests submitted can take a long time to process.

At HIVSA, our position is clear: safeguarding cannot be placed on hold while verification is pending.

Organisations must take every reasonable step within their control to protect children—and retain evidence of those steps. This means ensuring that:

• safeguarding policies are implemented in every programme;
• staff receive induction and regular refresher training;
• NCPR screening forms part of recruitment and onboarding;
• verification requests and follow-ups are documented;
• interim risks are assessed and managed; and
• concerns and incidents are reported and addressed appropriately.

NCPR screening is essential, but it is only one part of an effective safeguarding system. It must be supported by careful recruitment, identity and qualification checks, references, staff training, supervision, clear reporting channels and prompt action when concerns arise.

The judgment is a welcome reminder that public safeguarding systems must function effectively. It is also an opportunity for organisations to examine their own practices.

Can we demonstrate that our safeguarding policies are actively implemented? Can we produce evidence of screening requests and follow-ups? Do staff, children and families know how to raise concerns safely?

Protecting children requires both effective public systems and accountable organisations.

Children cannot be asked to wait for safeguarding systems to catch up.

Lindiwe’s journey is a powerful story of determination, learning and professional growth. 🌱

She began as a mentor at Friends of Life Kew under the DREAMS programme in 2017 and became a DREAMS supervisor in 2018.

In 2019, Lindiwe joined HIVSA as a Community Systems Strengthening Administrator. She was later promoted to become HIVSA’s first Linkage Officer under the Preventing HIV in Vulnerable Populations programme. Her journey continued when she became a Capacity Development Officer under the Social Employment Fund, supporting nine community-based organisations in the Sedibeng region.

While working with HIVSA, Lindiwe also continued her studies and qualified as a Social Auxiliary Worker—an achievement that reflects her commitment to learning and serving communities.

🌟 Meet the Team | Venda Mmasina Modise

With nearly four decades of experience in social work and community development, Venda Mmasina Modise brings a wealth of knowledge, compassion and leadership to the HIVSA team.

As a Social Worker, Venda’s career has spanned government, private welfare organisations and international development. She spent 13 years with the United States Agency for International Development (USAID), supporting both its Rule of Law and Health programmes, and has held roles ranging from Grants and Contracts Officer to Programme Manager and Volunteer.

Holding a Master’s degree in Social Work (Management), Venda is passionate about working alongside communities through counselling and organisational strengthening. Her expertise in grants and contracts management, financial management and proposal development helps community-based organisations strengthen the knowledge, systems and foundations they have already established—supporting sustainable, locally led impact.

For Venda, collaboration is at the heart of meaningful change.

HIVSA’s support to Group of Mercy extends far beyond programme implementation.

In Part 2, Lebohang “Lebo” Setai reflects on how the partnership has strengthened the organisation—from improving its financial systems and stakeholder engagement to enhancing HIV programmes that support not only children living with HIV, but their families as well.

This investment in organisational capacity means that the impact does not end when a programme or partnership concludes. The knowledge, systems and skills remain within Group of Mercy, enabling the organisation to continue serving its community more effectively and sustainably.

Even when HIVSA leaves, its legacy at Group of Mercy does not.
