Global Campaign for Education Twenty-five (25) years of unifying civil society around advocating for the right to free, quality, inclusive

Education is a basic human right, and our mission is to make sure that governments act now to deliver the right of everyone to a free, quality, public education. Comprised of 95 national education coalitions, representing thousands of local and national organisations, 13 international NGOs and the international teachers' union federation, GCE is the world's biggest organised social movement.

This , GCE stands in solidarity with the Inter-agency Network for Education in Emergencies (INEE) in calling for urgent, inclusive action to support LGBTQIA+ learners in and through education.

Creating safe, equitable, and inclusive education systems is central to the right to education. This means dismantling discriminatory policies, investing in teacher training, and ensuring that curricula, including comprehensive sexuality education, reflect diversity and uphold dignity for all learners.

As a global civil society movement advocating for education justice, GCE emphasizes that no learner should be excluded or marginalised because of their identity. Governments and education stakeholders must take concrete steps to:

➡ Eliminate discriminatory laws and practices
➡ Strengthen safe and inclusive school environments
➡ Partner with LGBTQIA+ organisations and communities
➡ Integrate gender and sexual diversity into teacher education
➡ Ensure inclusive, accurate, and rights-based curricula

The Global Partnership for Education (GPE) Board is meeting in Paris (3-4 June 2026), with key discussions shaping the road to the replenishment at the UN General Assembly in September.

Ahead of the meeting, civil society representatives from GCE (Phuma Luthago), Campaign For Popular Education - CAMPE (Rasheda Choudhury), and ANCEFA-Africa Network Campaign on Education For All (Solange Apko) came together to raise shared challenges and push for stronger collaboration at country and global levels.

Discussions focused on partnerships, financing, and cross-sector engagement, while a new foundation, IFEed, was introduced with a strong private sector focus.

As the replenishment approaches, these developments highlight the need for stronger accountability, inclusive partnerships, and increased public financing to ensure education systems are adequately and equitably funded.

Join GCE's Youth Network and the Kuyenda Collective for the global youth exchange webinar, 'Transforming Education Outcomes Through Systems Strengthening and Social Accountability Monitoring.'

This online session will explore how young people are using social accountability to strengthen education systems, from community monitoring and youth-led evidence generation to advocacy on education financing, equity, and digital inclusion.

As part of , Refaat Sabbah, GCE President and Secretary General of the Arab Campaign for Education for All الحملة العربية للتعليم للجميع- آكيا (ACEA), joined a conference hosted by the Irish Network for Education Worldwide (INEW) on 28 April in Dublin.

The event brought together global leaders to discuss education financing, one of the most urgent challenges today. Representing GCE, Crispin Williams (Board Member) joined a panel alongside experts, including Laura Frigenti, CEO of the Global Partnership for Education (GPE), to reflect on the current state of global education funding and the need for stronger international coordination, particularly in support of initiatives such as Education Cannot Wait and GPE.

In his intervention, Refat stressed that, “Education financing is not a purely technical or financial matter; at its core, it is a political decision that reflects a state’s priorities and value system.” He emphasised that the real issue is not a lack of resources, but how they are allocated. Declining investment in education, he warned, deepens inequalities and weakens the resilience of societies.

Refat concluded his intervention by reiterating that education must be recognised as a pillar of justice and dignity, and investing in it must not be delayed.
