Jobs Boost Jobs Boost is a R300 million pay-for-performance model being piloted in South Africa.

Krutham will be at the Outcomes Finance Alliance (OFA) Summit 2026 in Cape Town this week, where global organisations will convene to advance outcomes-based finance and its role in development.

The Jobs Boost Outcomes Fund has entered the final phase of its pilot programme.

We have released the fifth quarterly report, covering November 2025 to January 2026. The programme is now focused on verifying sustained employment outcomes as earlier placements reach key retention milestones.

As at 31 January 2026:
• 9,174 verified enrolments (110% of target)
• 6,813 verified placements (94% of target)
• R220m+ disbursed based on independently verified results
With sustained employment outcomes accelerating and R220m already disbursed for verified performance, the pilot is demonstrating the viability of outcomes-based employment funding at scale.

An independent external evaluation is underway and expected to conclude by March 2026. Its findings will inform decisions on future programme design and potential expansion.

Jobs Boost Outcomes Fund programme director Riyaadh Ebrahim will attend the YD Co-Lab - Youth Development Collaboration Lab Youth Development Summit 2025 on 29 October.

He will join the demand-led strategies and learning-earning pathways linkages breakout session to discuss what makes programmes truly demand-led and how can they better link training to real jobs in growth sectors.

The summit is a gathering of organisations, practitioners, funders, policymakers and youth leaders working to strengthen South Africa’s youth development ecosystem.

Youth unemployment remains one of South Africa’s greatest challenges. For too long, interventions have focused on inputs such as training courses, stipends and subsidies, without guaranteeing that young people move into real jobs.

Jobs Boost Outcomes Fund, funded by the (NSF), in partnership with the Presidential Youth Employment Intervention, is proving that when funding is tied directly to outcomes, incentives shift. Partners innovate, employers commit and young people secure work that lasts.

Jobs Boost is changing how employers, training providers and funders think about youth employment and youth empowerment.

The Jobs Boost Outcomes Fund, South Africa’s pioneering outcomes-based youth employment fund, has been recognised on the global stage by the Outcomes Finance Alliance (OFA)’s Outcomes Accelerator.

Jobs Boost is one of just ten initiatives worldwide and one of only two from South Africa to be awarded this recognition. The OFA’s Outcomes Accelerator will provide targeted grant funding and technical support to the fund’s scale up after a highly successful pilot, which has already placed over 6,000 excluded young people into quality jobs.

By linking funding directly to sustained, quality jobs, Jobs Boost ensures that every rand delivers measurable results. This global recognition underscores its potential to scale and connect thousands more young South Africans to life-changing work.

We are pleased to share the latest quarterly report from the Jobs Boost Outcomes Fund, an innovative initiative advancing youth employment outcomes in South Africa.

As of June 2025, more than 8,100 young people have been enrolled in skills development programmes, with 5,400+ placed into quality, sustained employment.

The Jobs Boost Outcomes Fund applies an outcomes-based funding model, linking disbursements directly to verified employment milestones. To date, more than R115m has been paid for outcomes in the programme to 11 of the 12 implementation partners.

This quarter included a Youth Month visit by President Cyril Ramaphosa and the Fund’s first national learning event hosted in partnership with the Presidential Youth Employment Intervention.

The Fund remains on track to exceed its 2025 targets, reinforcing the potential of outcomes-based approaches to address systemic unemployment challenges.

On 26 June, Jobs Boost Outcomes Fund and the Presidential Youth Employment Intervention (PYEI) hosted a learning event to share lessons from South Africa’s most ambitious outcomes-based youth employment programme.

Achievements, past 11 months:
• Over 5,200 authentic job placements secured for unemployed youth
• R102m disbursed based on verified outcomes
• More than 1,500 retained at three months and more than 825 sustained at six months.

Hosted by the Cheeba Africa Academy, the event brought together government officials, implementing partners, employers, youth beneficiaries and policy stakeholders to explore what it takes to link disadvantaged youth to quality employment through results-based funding.

We were honoured to host President Cyril Ramaphosa during a youth month visit to the Foundation for Professional Development, one of our implementing partners for the Jobs Boost Youth Employment Outcomes Fund, conducted by Krutham.

The visit formed part of the Presidential Youth Employment Intervention and provided an opportunity for the President to engage directly with programme implementers and young people benefiting from Jobs Boost placements. The programme has already notched up significant success in its pilot phase, including 3,070 permanent job placements, with 1,995 of those having already been employed for more than three months (and 1,000 for more than one month).

The President commended the fund for its focus on measurable outcomes and its role in reshaping South Africa’s employment landscape.
