This year, on 4 November, South Africans will vote in the Local Government Elections.

Do not fall into the trap of political parties promising that municipalities can “fix immigration” or carry out deportations. Immigration law, visas, borders and deportations are national government responsibilities. Municipalities can only enforce local by-laws such as trading permits, zoning, public health, waste management, nuisance control and building compliance.

Vote informed. Know what each sphere of government can and cannot do.

Don’t be misled. Don’t vote for empty promises.

This Youth Day, we are proud to launch Whose Responsibility Is It Anyway? The Local Government Election Guide 2026 — a practical digital handbook created to help young people understand local government, know their rights, make informed choices and hold public representatives accountable.

Fifty years after the courage of the youth of 1976, a new generation must be equipped not only to raise its voice, but also to understand how power works and how communities can shape the decisions that affect their lives.

This handbook was made possible through the collective commitment and support of Co[LAB] Africa, the FW de Klerk Foundation, African Minds for Applied Research Institute, Royal Books and the University of South Africa BRICS Student Commission Division.

To every partner, contributor and young person who helped bring this project to life: thank you.
