The Durban Council of South African Women Our NPO was established in 1963 by women who wanted to provide services to vulnerable women.

To this end, we are managing three facilities, i.e three Independent Living programmes for Older Persons (women) & a planned assisted living programme for women.

PUBLIC NOTICE
We are aware that a communication from the Department of Social Development (DSD) is being circulated publicly and relied upon by certain individuals to present themselves as the leadership of the organisation.
For clarity, and for the benefit of the broader community — locally and internationally — the following is placed on record:
• The Department of Social Development does not have the legal authority or jurisdiction to appoint, remove, or replace the Board of this organisation.
• Any claim of “recognition” of an 'alternative board' by DSD is not binding in law and does not determine governance.
• This issue is pending determination by the High Court, and until a court order is issued, no change in the lawful governance of the organisation has occurred.
The Board further confirms that it is aware of serious concerns raised by residents and members regarding the conduct of certain individuals currently presenting themselves as authorised. These concerns include, among others:
• allegations relating to the handling and use of funds, including funds received from outside South Africa intended for the benefit of the facilities;
• repeated unauthorised entry onto the premises, including the changing of locks;
• male conduct causing fear, distress, and intimidation, particularly among female residents and board members.
These matters are under active investigation and form part of the issues being addressed through appropriate legal processes.
Given the safety concerns expressed — including by residents themselves — the Board has deliberately chosen not to place its female members or residents in harm’s way, and to allow these issues to be resolved properly and lawfully by the High Court.
Members of the public, donors, partners, and supporters are advised to exercise caution during this period. Any engagement with, or donations made to, individuals presenting themselves as the organisation’s leadership are undertaken without judicial confirmation of authority and at the donor’s own risk.
The organisation’s legal representatives are handling this matter and the outcome will be communicated once it becomes available.
