SAPS Act 68 of 1995, legislated that Community Police Forums (CPF) as the only recognised consultative forum designed to permit communities to make their policing concerns known to the police. Mission

hem. Objectives
The Community Police Forum falls under the SAPS Act and is an integral part of “Sector Policing”. The Community Police Forum objectives according to Sec 18 of SAPS Act, 1995 (Act No 68 of 1995) are as follows:
1) Establishing and maintaining a partnership between the community and the Service.
2) Promoting communication between the Service and the community.
3) Promoting co-operation between the Service and the community in fulfilling the needs of the community regarding policing.
4) Improving the rendering of police services to the community at national, provincial, area and local levels.
5) Improving transparency in the Service and accountability of the Service to the community.
6) Promoting joint problem identification and problem-solving by the Service and the community

The role of the community is as follows:
1) Attend the Community Police Sub Forum meetings to discuss action plans with the sector commander in order to deal with crime in the sector.
2) Participate in neighbourhood initiatives to safeguard the area in which they live, work and play.
3) To take ownership of community policing and support the SAPS in the enforcement of the law. The Umbilo CPF is part of a larger national structure that is interconnected with the National SAPS Structure. Should any resident be interested in establishing a neighbourhood watch or a street committee, please contact the Chairman or Secretary. Residents should take note that, in terms of Section 18 of SAPS Act, 1995 (Act No 68 of 1995), any of the latter entities must be affiliated to and fall under the umbrella of the Umbilo CPF, failing which they may not be recognized by SAPS.
