Water Outage Update

The repairs to the Southern Aqueduct bulk pipeline are taking much longer than the Municipality anticipated. Hence the constant water Outages.

As of 19:13 today there was once again confirmation that the repairs were once again completed and that water should be in our Taps soon, soon could be in the early hours of the morning.

Please understand that I am dependent on the information that is given, once received I will revert back to you.

Water should be restored by the evening if all goes well, the repairs on the Southern Aqueduct bulk pipeline should be completed and now awaiting the epoxy to dry....once more feedback is received I will be able to revert back to you.

UPDATE – SOUTHERN AQUEDUCT PIPELINE

Residents and businesses
are advised that, following the completion of the planned works on the Southern Aqueduct pipeline, a severe leak developed during the charging of the Prestressed Concrete Pipeline ( P*P) on 20 August 2026.

The leak occurred at work package 6 at the site on Northbourne Road, Westville, while the pipeline was being charged following the shutdown undertaken as part of the Southern Aqueduct Upgrade Project.

Due to the severity of the leak, technical teams were required to shut down and isolate the line again overnight to enable repairs to commence safely this morning.

The extent of the leak prevented the continued charging of the P*P line.

The reduction in water supply to the affected areas therefore remains in place until further notice.

Technical teams are attending to the repairs and further updates will be provided once the situation has been assessed.

Residents are urged to use water sparingly.

-It is time for urgent action, accountability and consequences.

eThekwini is losing vast amounts of water, with losses now exceeding 65% and approximately 13 000 water leaks across the city. Even more shocking, the municipality’s own water department has this morning admitted it does not have enough plumbers to fix the leaks and has no clear solution to the crisis.

Just yesterday the DA exposed that 1,869 plumbing contractors and their employees have been left in limbo by eThekwini Mayor Cyril Xaba from continued work whilst the crisis of leaks continue unabated.

When Ednick Msweli, Head of Water and Sanitation, was pressed on how the situation would be resolved, the response was effectively that residents must hope the leaks get fixed.

Hope is not a water strategy. Residents cannot drink hope, cook with hope or run their businesses with hope. They need reliable water and a municipality that can deliver it.

I welcome the visit by Deputy Minister of Water and Sanitation Jack Bloom to Northern eThekwini, including Phoenix and Verulam, following our correspondence to his office highlighting the serious water crisis facing residents.

We specifically asked the Deputy Minister to come to eThekwini and establish what is going wrong with the city’s water infrastructure. I am grateful that he has responded by coming to see the situation for himself.

This is not simply an infrastructure challenge. It is a failure of leadership and accountability.

The Mayor, City Manager and senior leadership responsible for water services are paid to manage these services and solve problems.

Parliamentary oversight must also be used to hold the Mayor, City Manager and responsible leadership accountable.

The message in our LGE 2026 Manifesto could not be more true: government that works for all must deliver the basics - reliable water, functioning infrastructure and responsive services. Residents should never be forced to live with failing services while those responsible escape accountability.

The people of Phoenix, Verulam and communities across eThekwini deserve better, and only when they vote DA can they get better.

The water crisis will not fix itself. Hope is not a turnaround strategy. It is time for urgent action, accountability and consequences.

The Democratic Alliance (DA) in eThekwini calls on Mayor Cyril Xaba to urgently resolve the crisis surrounding the Municipality’s plumbing contractors, warning that the failure to secure a cost-effective and sustainable contracting model is putting both public money and essential water services at risk.

The Municipality must get value for money from its plumbing contracts while ensuring that sufficient capacity is available to attend to the city’s thousands of outstanding bursts and leaks. Instead, 1,869 plumbing contractors and their employees have been left without certainty about continued work, while the Municipality continues to struggle with a massive maintenance backlog and escalating water losses.

Approximately 300 affected contractors met with the Mayor and the Municipality three weeks ago to raise their concerns. The mayor committed his office to addressing the matter, yet three weeks later, no meaningful intervention or solution has been communicated to the affected contractors.

This is ultimately a failure of both financial management and service delivery, and residents deserve a municipality that can get both right.

At the local government elections, residents will have the opportunity to vote for a government that protects public money, supports local businesses, and delivers reliable services. When the DA takes over eThekwini, we will ensure that municipal contracts deliver value for money, are transparently managed and support the effective delivery of essential services.

PLANNED WATER SUPPLY REDUCTION ON THE SOUTHERN AQUEDUCT PIPELINE

Residents and businesses are informed of a planned bulk water supply reduction on the Southern Aqueduct pipeline from Wednesday, 19 August at 6 AM to Friday, 21 August, at 6 AM.

The shutdown was originally scheduled for 12 August but was postponed due to inclement weather. The work has now been rescheduled for 19 August 2026.

The City’s Water Operations Department will undertake a planned shutdown of the 950 mm pre-stressed concrete pipeline (P*P) on the Southern Aqueduct on 19 August. This is required to assist contractors in undertaking preparatory work for the new Southern Aqueduct Pipeline Upgrade Project.

The Southern Aqueduct will experience a reduction in bulk water supply, while the existing 1 200 mm steel pipeline will remain operational and continue supplying water to the Western, Central and Southern regions.
It is anticipated that the sectional repair work at the intersection of Perth and Hi Wycombe roads, Westville.

The City will monitor reservoir levels throughout the shutdown. Depending on demand and reservoir levels, reservoir outlets may be shut to preserve available storage and reduce recovery times
