Dear CE supporters
MUNICIPAL FINANCES ARE HEALTHY Yesterday, we concluded the first formal Cederberg Municipal Council meeting for 2026, which took
place at the Clanwilliam offices of the Cederberg Municipality. The main agenda item of a full agenda was the approval of the ADJUSTMENT BUDGET. I am happy to report that the finances of the municipality are healthy and are in good hands. The law requires each municipality in South Africa to have at least 3-months’ worth of expenses on investment, in case of an emergency. For the first time in history, the Cederberg Municipality has now complied with the law and has at least R160 million of its own money set aside for that purpose. This is possible because residents have been paying their accounts and because of the strict financial controls and good governance of the CE-led council, which has stabilised the finances of the municipality.

We congratulate the Municipal Manager, Gerrit Matthyse and his team for their excellent and
disciplined leadership and for achieving a CLEAN AUDIT.

Sadly, the opposition (Democratic Alliance and Patriotic Alliance) did not support the Adjustment
Budget and are spreading a political narrative that says the Cederberg Municipality is badly managed and that CE is corrupt and should be voted out and the MM and his team should be fired. The DA and PA claim that the municipality is in a mess and has gotten worse – not better under CE leadership. It certainly looks like the opposition (DA and PA) are blind and have chosen to ignore the facts. Even a blind person can see things have improved under CE-leadership. How else do you explain a clean audit?

DA WITHDRAWS MOTION OF NO CONFIDENCE AGAINST THE MAYOR
The DA tabled a motion of no confidence against Mayor Scheepers. When the Speaker (Max Heins)
insisted that voting will be by the show of hands as per the Rules of Order, the DA withdrew their
motion arguing that they wanted a secret ballot vote.

CE-LED COUNCIL REMAINS STRONG
The new CE councillor, Emerine Marshall, was sworn in yesterday at the council meeting. The
Cederberg Municipal council remains lead by CE. Please note that the DA and PA are in the opposition benches. The DA is desperate to take control of the municipality and continue to try and bribe CE and other councillors to betray CE and vote with the DA.

MUNISIPALE FINANSIES IS GESOND
Gister het ons die eerste formele Cederberg Munisipale Raadsvergadering vir 2026 afgesluit, wat by die Clanwilliam-kantore van die Cederberg Munisipaliteit plaasgevind het. Die hoofpunt op die agenda was die goedkeuring van die AANPASSINGSBEGROTING. Ek is bly om te berig dat die finansies van die munisipaliteit gesond is en in goeie hande is.

Die wet vereis dat elke munisipaliteit in Suid-Afrika ten minste 3 maande se uitgawes aan beleggings moet hê, in geval van 'n noodgeval. Vir die eerste keer in die geskiedenis het die Cederberg Munisipaliteit nou aan die wet voldoen en het ten minste R160 miljoen van sy eie geld vir daardie doel opsy gesit. Dit is moontlik omdat inwoners hul rekeninge betaal het en as gevolg van die streng finansiële beheermaatreëls en goeie bestuur van die CE-geleide raad, wat die finansies van die munisipaliteit gestabiliseer het.
Ons gelukwens die Munisipale Bestuurder, Gerrit Matthyse, en sy span met hul uitstekende en gedissiplineerde leierskap en vir die bereiking van 'n SKOON OUDIT.

Ongelukkig het die opposisie (Demokratiese Alliansie en Patriotiese Alliansie) nie die
Aanpassingsbegroting ondersteun nie. Hulle versprei nou 'n politieke narratief wat sê dat die Cederberg Munisipaliteit swak bestuur word en dat CE korrup is en uitgestem moet word en die MM en sy span afgedank moet word. Die DA en PA beweer dat onder CE-leierskap is die munisipaliteit in 'n gemors en erger geword het – nie beter nie. Dit lyk beslis asof die opposisie (DA en PA) blind is en gekies het om die feite te ignoreer. Selfs 'n blinde persoon kan sien dat dinge verbeter het onder CE-leierskap. Hoe anders verduidelik jy 'n skoon oudit?

DA TREK TERUG MOSIE VAN WANVERTROUE
Die DA het 'n mosie van wantroue teen Burgemeester Scheepers ingedien. Toe die Speaker (Max Heins) daarop aangedring het dat stemming deur die opsteek van hande sal plaasvind volgens die Reëls van Orde, het die DA hul mosie teruggetrek met die argument dat hulle 'n geheime stemming wou hê.

CE-GELEIDE RAAD BLY STERK
Ons nuwe CE-raadslid, Emerine Marshall, is gister tydens die raadsvergadering ingesweer. Die Cederberg Munisipale raad bly gelei deur CE. Neem asseblief kennis dat die DA en PA in die opposisiebanke is. Die DA is desperaat om beheer oor die munisipaliteit te neem en gaan voort om CEen ander raadslede probeer om te koop om CE te verraai en saam met die DA te stem.
