SPATIAL PLANNING REGISTRATION

The City of Cape Town is inviting residents, landowners and interested parties to register on its Spatial Planning Database by 25 July 2026 to participate in the review of the Municipal Spatial Development Framework, District Plans and Environmental Management Frameworks that help guide future development, land use and environmental decision-making across Cape Town.

The Sunnydale Ratepayers Association (SRA) is registered and will carefully review and assess the draft policies and planning frameworks, and will keep members informed of key issues, implications and opportunities for public input as the process progresses.

However, residents are encouraged to register individually as this ensures you receive direct updates from the City and are able to participate personally in future public participation processes affecting our area and the wider South Peninsula. It also gives you the opportunity to endorse the SRA's submission.

HAVE YOUR SAY – DEMOLITION OF DAGBREEK COTTAGE

The CoCT is applying for the demolition of the original rectangular thatch and mudbrick building, called Dagbreek Cottage, next to the Kommetjie Road Fire Station in Sunnydae. This building dates to the 1800s and has had various uses over the years. The latest being Mnandi’s and Rioja restaurants, which saw the building grow its footprint as various additions were added to the original rectangular structure. A heritage assessment has been done of the building. The Heritage practitioner has recommended 2 options.

Option 1. Demolish all new additions to the building, restore and preserve the original rectangle structure under the thatch. Increase visibility of the cottage from the Kommetjie Main Road.

Option 2. Demolish the building but not before recording the history and historic footprint. This record should be lodged with the relevant heritage authorities, City of Cape Town and Heritage Western Cape, and local repositories, such as the Fish Hoek Valley Museum and the Poespaskraal Provincial Heritage Site documentation, to ensure that the building’s evidential and interpretive value is not entirely lost, even if the structure itself is removed.

It is important that heritage is preserved.

HAVE YOUR SAY ON REVISED BUDGET

Due to the court ruling the budget is being amended. Key proposed changes announced by the City:

• Water fixed charges will once again be linked to water meter size (not property value).
• Sewerage fixed charges will also be based on water meter size.
• All water meter sizes up to and including 22mm will be treated the same.
• The rates rebate threshold is proposed to increase from R450,000 to R620,000, helping to offset higher water and sewerage fixed charges for lower-income households.
• City-wide cleaning will no longer appear as a separate charge and will instead be funded through property rates (which also means no VAT on this component).

In essence, the City appears to be reverting largely to the previous tariff structure.

One important aspect that remains unclear is the new rate-in-the-rand that will be applied.

RE DRAG RACING ILLEGAL NOISE AND RECKLESS DRIVING

📢 Dear residents of Cape Town,

👂 We do listen. Every complaint received is individually actioned.

🏎️ But when it comes to *illegal street racing, reckless driving, and excessively modified vehicles* creating noise disturbances, the sheer volume of complaints makes enforcement extremely difficult.

⚖️ Both are prohibited under national legislation, but the penalties set by national government have largely been limited to relatively lenient fines.

🚔 *It is simply not possible to station Traffic Officers at every hotspot, 24/7.*

🏛️ What municipalities can do, however, is introduce and enforce their own by-laws. And that is exactly what we have done.

✅ This past week, the Portfolio Committee officially passed the new Traffic By-law amendments.

🚨 Now, offenders face more than just a fine — vehicles involved in illegal street racing, reckless behaviour, or serious noise violations can be impounded.

🚗 The amendments will now include ALL vehicles, from modified vehicles, to street racers driving recklessly to minibus taxis driving without regards for fellow road users.

🗣️ You asked for stronger action. We listened — and we acted… now it’s your turn.

*We need you, our residents, to call 021 4807700 immediately you become aware of illegal speed and drag racing. This allows for a proper data led response and will ensure correct placement of our resources.*

🙏 Thank you to everyone who put so much time and effort into the first round of submissions regarding the proposed development on Erf 15300, Capri, Fish Hoek (Capri Common). We know many residents may now be experiencing a degree of “submission fatigue”.
📢 However, it is important that the community responds again during this amended application process.

The applicant has reduced the number of dwelling units from 32 to 29 and updated certain specialist reports. The SRA has reviewed the amended documentation and our position remains unchanged. We continue to support the No-Go alternative together with rehabilitation and conservation of the site. 🌿

Waste collection and disposal delays expected due to severe weather conditions

The City of Cape Town’s Urban Waste Management Directorate advises residents that refuse collection services will experience delays due to ongoing heavy rainfall, flooding and adverse weather conditions affecting operations across the city this week. Read more below:

Persistent wet weather creates significant operational challenges, including restricted vehicle access, slower movement of collection teams and increased traffic congestion.

Flooding has made a number of areas inaccessible to collections and cleansing vehicles, or resulted in resources being diverted to assist in disaster areas, while accessible areas are experiencing heavier traffic than usual.

Update on waste services:

High winds have taken cranes at transfer stations out of service temporarily, meaning that collections and cleansing vehicles must travel further to landfill to empty their loads.

Operations at landfill are proceeding with caution. Continuous risk assessments are being done, and operations may be suspended at short notice if critical safety risks are identified.

Weather conditions are affecting a number of drop-off sites (community recycling centres). The Schaapkraal drop-off site is currently closed, with other sites operating at reduced capacity.

Residents are kindly requested to place their refuse bins out daily until collection has taken place.

In most instances, delays are not expected to exceed two days, meaning refuse should be collected on the day following the scheduled service, or the subsequent day.

Should your refuse remain uncollected by the end of the third day after your scheduled collection date, please report the matter through the City’s Call Centre.

To minimise any remaining backlog at the end of the week, Collections teams will continue working over the weekend where necessary. Residents are also requested to please delay any visits to landfill or drop-off sites wherever possible until the weather improves.

The City is actively implementing contingency measures to maintain service delivery as far as reasonably possible and appreciates the patience and cooperation of residents during this period.

Please also note that operations at disposal facilities have also been affected by high wind conditions and users of these facilities should expect delays.

Reminder to residents

Residents are encouraged to reduce pressure on household bins by:

Recycling where possible; and
Composting organic waste at home.

These measures can assist in reducing the impact of temporary collection delays during adverse weather conditions.
