SATOVITO Memo
30 November 2021
Re: Tourist Guide update

Dear Tourist Guide (South Africa)

Please note that Satovito has tabled to the Department of Tourism that all Tourist Guide badge renewal fees be wavered/scrapped off for 2020 and 2021 given the pandemic and that refresher courses or RPL be funded for all previously accredited tourist guides. We are mobilizing TBCSA and SATSA and all Tourism Associations to support the initiative to bring much needed relief and support to the tourist guide community.

We are awaiting a round table with the National Department of Tourism to discuss on the matter.

For inputs and suggestion please email [email protected]

The White Paper on Local Government (1998) clearly explains that LED is about
creating a platform and environment where investment and entrepreneurship
thrives. The White Paper further states that: “Local Government is not directly
responsible for creating jobs. Rather, it is responsible for taking active steps to
ensure that the overall economic and social conditions of the locality are
conducive to the creation of employment opportunities”.

Section 152 (1) of the Constitution spells out the objects of local government as
follows:
(a) to provide democratic and accountable government for local communities,
(c) to promote social and economic development
(d) to encourage the involvement of communities and community organizations
in the matters of local government.

Section 153 of the South African Constitution (1996) states that: “A municipality
must structure and manage its administration, budgeting and planning processes
to give priority to the basic needs of the community and to promote the social
and economic development of the community”.

Local Economic Development (LED) and the LED Forum thereof offers local
government, the private sector, the not for profit sectors and the local
community the opportunity to work together to improve the local economy. It
aims to enhance competitiveness and thus encourage sustainable growth that is
inclusive.
