DEA-SCU UNVEILS ITS OWN DIGITAL CASE ADMINISTRATION SYSTEM

In a move that few saw coming, the Drug Enforcement Agency Street Crimes Unit (DEA-SCU) has officially unveiled its new purpose-built Digital Case Administration System, known as DCAS Professional, an operational platform designed to fundamentally change the way the organization records, manages and retrieves crime-related information.
The announcement marks a major step for the independent organization and introduces a system designed to meet the DEA-SCU’s day-to-day operational needs.
Director-General of the Drug Enforcement Agency Street Crimes Unit, Marius Cloete, described the launch as an important milestone in the organization’s development.
“This was not developed to look impressive. It was developed because operational information needs to be available when it matters. We wanted one system capable of bringing our case administration, wanted-person information, stolen vehicles, fi****ms, complaints, operational members, and investigation records together.”
A SYSTEM BUILT BEHIND THE SCENES
While attention remained focused on the DEA-SCU’s operational activities, work was taking place behind the scenes on something completely different.
The result is DCAS Professional. A three (3) million Rand success project.
Designed as an online & offline operational case-administration platform, the system brings numerous functions that would traditionally be recorded separately into a single structured environment.
And unlike conventional cloud-based platforms, the DEA-SCU system has been configured to operate with or without an internet connection.
The organization’s current five-device configuration allows each authorized workstation to maintain its own independent database.
Each device can be updated separately, allowing the system to continue operating even where internet connectivity is unavailable.
TYPE IN A REGISTRATION — GET THE RECORD
One of the most significant features is the dedicated Stolen and Hijacked Vehicle Register.
A member can enter a vehicle registration number into the search function and immediately retrieve any matching record stored in the DEA-SCU database.
Information can include:
• Vehicle registration number
• Make and model
• Colour
• VIN or chassis number
• Whether the vehicle was stolen or hijacked
• Date of incident
• Location where the vehicle was stolen or hijacked
• SAPS station
• SAPS CAS/reference number
• Owner or complainant information
• Current status
• Recovery information
A positive match is prominently displayed to the member.
FIREARM SERIAL-NUMBER LOOKUP
DCAS Professional also includes a dedicated fi****ms register.
By entering a firearm serial number, authorized members can search locally and nationally recorded information relating to a firearm.
Records can include:
• Serial number
• Make
• Model
• Caliber
• Firearm type
• Stolen, lost, recovered or exhibit status
• Location of the incident
• SAPS station
• SAPS CAS/reference number
• Owner or holder details
• License or permit reference
• Recovery information
• Custody information
WANTED PERSONS
The system also contains a dedicated Wanted Persons Register, allowing operational information relating to wanted individuals and persons linked to investigations to be organized and retrieved from one location.
OPERATIONAL MEMBERS — DUTY ON / DUTY OFF
DCAS Professional is not limited to investigations.
A dedicated operational roster accommodates up to 20 members and records information including:
• Name
• Surname
• Personnel number
• Area of operation
• Operational duties
• Vehicle call sign
• Duty On status
• Duty Off status
• Duty history
This allows commanders to establish who is operational and what duties or areas have been allocated.
COMPLAINT ATTENDANCE
Complaints attended by DEA-SCU members can be recorded directly into the system.
Records can include the complaint, location, attending members, vehicle call sign, actions taken and any associated case or SAPS reference.
ARRESTS AND HANDOVERS
Operational arrest, detention and handover information can also be documented.
The system allows information including suspect names, alleged offences, attending members, location, SAPS station, relevant case references and handover details to be recorded.
CRIME AND SUSPECT INFORMATION
Investigators can maintain structured crime and suspect records, providing another level of searchable operational information.
ACCIDENT ATTENDANCE
DCAS Professional also provides for accident-attendance records, allowing members to record accidents attended, locations, vehicles involved, attending personnel, and relevant official references.
FULL CASE MANAGEMENT
At the heart of the platform remains its case-administration capability.
Cases can contain:
• Internal DCAS references
• Complainant details
• Incident summaries
• Investigators
• Persons linked to cases
• Vehicles
• Exhibits
• Statements
• Investigation diary entries
• Investigation tasks
• Court and referral information
• SAPS CAS references where officially issued
• Management reports
• Audit history
The system is also being developed to allow operational categories and individual records to be printed in a professional docket-style format for physical filing.
OFFLINE BY DESIGN
Perhaps one of the most unusual aspects of the system is what it does not require.
There is no central internet connection required for ordinary operation.
There is no mandatory cloud database.
There is no requirement for all five devices to be online simultaneously.
Each authorized workstation maintains its information locally and can be backed up and updated independently.
Cloete said this was intentional.
“Operations cannot come to a standstill because there is no internet connection. Our objective was to create something practical: a system that can operate where our members operate.”
INFORMATION. CONTROL. ACCOUNTABILITY.
The launch signals a broader move by the DEA-SCU towards structured digital operational administration.
Instead of information being spread across different documents, registers and notes, DCAS Professional is intended to provide one controlled environment for recording and retrieving information.
For the organisation, the message surrounding the launch is simple:

And for the Drug Enforcement Agency Street Crimes Unit, it could represent the beginning of an entirely new chapter in operational case administration.
