مقدمة:
أفرزت النزاعات المسلحة في اليمن رقعة واسعة من الأرض الملوثة بالألغام
ومخلفات الحروب, وتلك المساحات تتسع باتساع واستمرار الصراع.
ويمثل المدنيون أحد أكبر الضحايا وخاصة الأطفال والنساء الذين سقط
المئات منهم بين قتيل ومصاب بإعاقات وتشوهات خطيرة ومتوسطة منذ
اندلاع العنف بين القوات الحكومية وجماعة الحوثي منتصف 2004 م
بمحافظات صعدة وحجة وعمران.
وتتضاعف معاناة ضحايا الألغام والنزاعات المسلحة في الي
من بشكل
أكبر مع ضعف بعض الخدمات الضرورية وانعدام بعضها الآخر بصورة
كاملة.
وقد وجدت منظمة سياج نفسها أمام مشكلة حقيقية خصوصاً في الفترة
2010-2009 م وذلك بسبب عملها في رصد وتوثيق العنف ضد الأطفال
ومنه العنف أثناء الحروب حيث وجدت عشرات الضحايا الذي لا يجدون
الجهة التي تساعدهم للحصول على الاسعاف الأولي غالباً.
ومن خلال تحليل المنظمة للمشكلات المترتبة على ذلك وجدت ضرورة
إنشاء مركز متخصص للمساهمة في رعاية بعض الضحايا من الأطفال
والأمهات وأولياء الأمور من خلال الدعم النفسي والاجتماعي والتأهيل
الاقتصادي لتمكينهم من مواصلة حياتهم بصورة طبيعية وإعادة دمجهم
في المجتمع.
لذلك أنشأت "سياج" مطلع 2011 م مركز "تأهيل الناجين من الألغام
ومخلفات النزاعات المسلحة" بدعم من الاتحاد الأوروبي يستمر لمدة سنتين.
وبسبب الأحداث فقد تأجل تدشين المركز لخدماته حتى 27 مايو 2012
والذي تم برعاية وزارة الصحة العامة والسكان. Service Directory
Seyaj Center for Rehabilitating Survivors of Landmines,
Remnants of Wars and Armed Disputes
The armed disputes in Yemen spoilt vast areas of land with
landmines and remnants of wars. These areas continuously
expands due to renewal of conflicts. Most victims of landmines and war remnants are civilians
including children and women who hundreds of them were
killed and wounded with serious injuries since the violence
broke out between government and the Houthi fighters in
Saada, Hajja and Amran governorates. Actually, Suffers of landmine and armed disputes victims in
Yemen double with the lack to essential services. Seyaj found itself in front of a serious problem, particularly
in the period 2009 - 2010 due its work in monitoring and
documenting violence against children, particularly as it
found hundreds of victims unable to treat themselves. As the organization analyzed problems, it concluded that
there was a necessity to create a specialized center to
contribute in helping victims of children, women and
portents through psychological and social support, enable
them to continue their life naturally and operate to integrate
them in society. Owing to events of 2011, the inauguration of the center
was delayed to May 27, 2012 when it was launched under
auspice of the General Health and Population Ministry .
