Land is under growing pressure in the Arab region due to rapid urbanization, population growth and environmental change. Addressing challenges like informal settlements, urban sprawl and inadequate housing requires stronger, more integrated land governance.

Aligning land reforms with housing strategies can help expand access to secure, serviced and well-located housing. In-situ upgrading of informal settlements through tenure regularization and improved infrastructure is just one example of how this can be achieved. Vertical urbanization, multi-purpose land consolidation and climate-smart approaches like the 15-minute city model can protect farmland and reduce sprawl, while transparent land taxation and strategic use of public and private land assets can promote responsible investment and balanced development.

The set of recommendations emerging from the Third Arab Land Conference sessions on land for housing and development also addressed establishing coherent legal foundations, scaling up participatory land registration mechanisms for communal and underserved lands and ensuring housing strategies respond to migration and climate-induced displacement.

Technology-driven data collection is transforming land governance across the Arab region. Countries like Egypt, Morocco and Saudi Arabia are investing in advanced geospatial technologies and national spatial data infrastructures to enhance decision-making and service delivery. These efforts address long-standing challenges such as fragmented land data, outdated cadastral systems and limited coordination between land agencies.
Upgrading geospatial infrastructure, including updating national topographic maps and developing 3D cadastre systems, improves spatial accuracy and enables detailed visualization of both vertical and horizontal land use. The integration of Geographic Information Systems (GIS) and AI-driven tools streamlines cadastral updates, monitors land use changes in real time and supports informed policymaking, especially in resource-limited and high-risk areas.
