There has been a very clear path forward for quite some time.

We have a system we can use right now to save a vulnerable life tomorrow. It has been here all along. Apparently, unfortunately, we need to *legislate* that elopement/wandering is an imminent risk. We shouldn't have to do that. Our first responders and local leaders *should* be compassionate enough to simply recognize that. But apparently they dont.

So... here we are

One Call to Find Them All.

I am writing to ask for federal leadership on a straightforward but important gap in Canada's public alerting framework: when a vulnerable person is missing and faces an imminent risk of serious harm or death, there should be a clear and consistent pathway for an emergency public alert when the circumstances warrant one.

The Parent Partnership Project has developed a comprehensive proposal for a Vulnerable Persons Alert through Canada's existing Alert Ready system.

We are not proposing another colour-coded or individually branded alert. Canada does not need an ever-growing collection of competing alert names. We are proposing a functional, risk-based approach that uses the infrastructure Canada already has and reserves intrusive public alerts for cases meeting a high threshold of urgency.

The principle is simple:

If a vulnerable person's life is in imminent danger, and immediate public assistance could materially help locate them, our national emergency alerting framework should be capable of responding.

Alert Ready already exists to warn Canadians when urgent circumstances require immediate public attention. Our proposal asks governments to recognize that, in carefully defined circumstances, the imminent threat to the life of a missing vulnerable person warrants that same capacity.

The work to move this discussion forward has already been developed. The federal package includes policy recommendations, proposed activation criteria and safeguards, jurisdictional analysis, implementation considerations, evidence, and materials intended to support government review rather than simply identify a problem and leave governments to design the solution from scratch.

Importantly, the proposal addresses alert fatigue. A Vulnerable Persons Alert would not be triggered simply because someone is missing or because they have a disability, diagnosis, or vulnerability. Activation would require defined risk factors and an imminent threat of serious harm or death, with geographically targeted distribution wherever appropriate.

This is also an issue that crosses jurisdictional boundaries. Provinces and territories have different missing-person frameworks, while Alert Ready operates within a national public-alerting ecosystem. Federal participation is therefore essential to achieving a system that is coherent, interoperable, and equitable across Canada.

I am asking your office to:

Review the enclosed Vulnerable Persons Alert proposal and supporting evidence;
Engage the appropriate federal departments, agencies, provincial and territorial partners, and Alert Ready stakeholders regarding implementation;
Identify the federal policy, regulatory, technical, and funding steps necessary to establish a nationally consistent pathway for these alerts; and
Meet with representatives of the Parent Partnership Project to discuss the proposal and next steps.

Families should not have to build a new campaign every time a vulnerable person disappears. Police should not have to navigate an inconsistent patchwork when minutes matter. And Canadians should not need to learn another colour or another name to understand one fundamental message:

A vulnerable person is missing. Their life is in immediate danger. Please help us find them.

Dear Minister,

I am writing to ask the Government of Alberta to pursue a transparent and thorough investigation into the circumstances surrounding last month’s wandering/elopement incident involving a vulnerable person in Calgary.

I am specifically asking for examination of **both parts of the response**:

**1. Agency protocols and prevention**

Please investigate the policies, procedures, supervision practices, risk assessments, elopement-prevention measures, emergency protocols, and other circumstances that preceded the individual leaving care.

The public deserves to understand whether appropriate safeguards were in place, whether established protocols were followed, and whether changes are needed to better protect vulnerable Albertans receiving publicly funded services.

**2. Police and emergency response**

Please also pursue an appropriate review of the response after the individual was reported missing, including the decisions surrounding search strategy, deployment of resources, communication, risk assessment, inter-agency coordination, and the response to known risks associated with vulnerable-person elopement.

The purpose of these investigations should not simply be to assign blame.

It should be to establish what happened, identify any systemic gaps, determine whether existing policies and procedures were adequate and followed, and ensure that lessons learned result in meaningful improvements.

When a vulnerable person goes missing, every minute matters.

Families and the public need confidence that care providers, police, emergency services, and government systems have clear protocols in place — and that when a tragedy or serious incident occurs, those systems are willing to examine their own response openly and learn from it.

I am therefore asking the Government of Alberta to:

* Initiate or facilitate an appropriate investigation or independent review of the agency protocols and circumstances preceding the elopement;
* Ensure that the police/search response is appropriately and independently examined;
* Make the findings and recommendations public to the greatest extent permitted by law and necessary privacy protections; and
* Commit to implementing any policy, training, oversight, search-and-rescue, or inter-agency changes identified through those reviews.

This is about accountability, transparency, and prevention.

Vulnerable Albertans and their families deserve to know that when something goes terribly wrong, we examine what happened — and use what we learn to make the next response safer.
