🟧 L’activiste Ahmed Ketfi condamné à trois ans de prison ferme

Le 23 juin 2026, le tribunal de Ras El Oued, dans la wilaya de Bordj Bou Arréridj, a condamné l’activiste et prisonnier d’opinion Ahmed Ketfi à trois (3) ans de prison ferme ainsi qu’à une amende, à l’issue de son procès tenu le 9 juin 2026 pour le chef d’accusation de « diffusion de publications susceptibles de porter atteinte à l’intérêt national », prévu par l’article 96 du Code pénal algérien.

Le parquet avait requis une peine de cinq (5) ans de prison ferme assortie d’une amende. Cette poursuite est liée à son implication dans la campagne en ligne .

Pour rappel, Ahmed Ketfi a été arrêté devant son domicile le 30 décembre 2024 et placé en garde à vue avant d’être présenté au juge d’instruction le 2 janvier 2025. Celui-ci a ordonné son placement en détention provisoire et l’ouverture d’une information judiciaire pour apologie d’actes terroristes en vertu de l’article 87 bis du Code pénal, ainsi que pour le délit de diffusion de publications susceptibles de porter atteinte à l’intérêt national au titre de l’article 96 du même code.

À l’issue de l’instruction, la chambre d’accusation a décidé d’abandonner la qualification criminelle et de ne retenir que le délit de diffusion de publications susceptibles de porter atteinte à l’intérêt national, infraction sur laquelle repose la condamnation prononcée.

🟧 Activist Ahmed Ketfi sentenced to three years in prison

On 23 June 2026, the Ras El Oued Court in Bordj Bou Arreridj Province sentenced activist and prisoner of conscience Ahmed Ketfi to three (3) years of imprisonment and a fine, following his trial on 9 June 2026 on charges of “displaying publications to the public that could harm the national interest,” an offense provided for under Article 96 of the Algerian Penal Code.

The prosecution had requested a sentence of five (5) years’ imprisonment and a fine. The case stems from his involvement in the online campaign .

It is worth recalling that Ahmed Ketfi was arrested in front of his home on 30 December 2024 and placed in police custody before being brought before the investigating judge on 2 January 2025. The judge ordered his pre-trial detention and opened an investigation on charges of glorifying terrorist acts under Article 87 bis of the Penal Code, in addition to the misdemeanor of displaying publications to the public that could harm the national interest under Article 96 of the same code.

Following the completion of the investigation, the Indictment Chamber decided to dismiss the felony charge and proceed only with the misdemeanor of displaying publications to the public that could harm the national interest, on the basis of which the above-mentioned sentence was ultimately issued.

🟧أصدرت محكمة رأس الوادي بولاية برج بوعريريج، يوم 23 جوان 2026، حكمًا يقضي بإدانة الناشط ومعتقل الرأي أحمد كتفي بثلاث (3) سنوات حبسًا نافذًا وغرامة مالية، وذلك عقب محاكمته بتاريخ 9 جوان 2026 بتهمة "عرض منشورات على أنظار الجمهور من شأنها المساس بالمصلحة الوطنية"، المنصوص عليها في المادة 96 من قانون العقوبات.

🔸وكانت النيابة قد التمست في حقه عقوبة خمس (5) سنوات حبسًا نافذًا مع غرامة مالية. وتأتي هذه المتابعة على خلفية انخراطه في الحملة الإلكترونية .

🔸وللتذكير، تم توقيف أحمد كتفي يوم 30 ديسمبر 2024 أمام منزله، ووُضع تحت النظر قبل تقديمه أمام قاضي التحقيق بتاريخ 2 جانفي 2025، الذي أمر بإيداعه الحبس المؤقت وفتح تحقيق بشأن تهمة جناية الإشادة بالأعمال الإرهابية المنصوص عليها في المادة 87 مكرر من قانون العقوبات، إضافة إلى جنحة عرض منشورات على أنظار الجمهور من شأنها المساس بالمصلحة الوطنية طبقًا للمادة 96 من القانون ذاته.

🔸وبعد استكمال إجراءات التحقيق، أصدرت غرفة الاتهام قرارًا يقضي بإسقاط تهمة الجناية، والإبقاء على المتابعة في جنحة عرض منشورات على أنظار الجمهور من شأنها المساس بالمصلحة الوطنية فقط، والتي صدر على أساسها الحكم المذكور.

🟧 Renvoi du dossier du journaliste Hassan Bouras devant la Cour criminelle d’El Bayadh

La Chambre d’accusation près la Cour d’El Bayadh a décidé, le lundi 22 juin 2026, de renvoyer le dossier du prisonnier d’opinion, journaliste et défenseur des droits humains Hassan Bouras devant la Cour criminelle de première instance, dans l’attente de la fixation de la date de son procès.

Pour rappel, Hassan Bouras a été placé en détention provisoire par ordonnance du juge d’instruction près le tribunal d’El Bayadh le 13 avril 2026, dans le cadre d’une information judiciaire portant sur quatre chefs d’inculpation, dont deux crimes et deux délits. Cette décision est intervenue après sa présentation devant le procureur de la République, qui l’a déféré devant le juge d’instruction. Il a été entendu avant que ne soit prononcée l’ordonnance de placement en détention.

Son arrestation avait eu lieu la veille, le dimanche 12 avril 2026 vers 19h45, devant son domicile, par des éléments de la sûreté de la wilaya d’El Bayadh. Plus t**d dans la soirée, quatre agents de sécurité ont procédé à une perquisition minutieuse de son domicile familial, fouillant l’ensemble des pièces et dépendances avant de saisir son ordinateur portable, dans une opération rappelant une intervention similaire dont il avait déjà fait l’objet en 2015.

Hassan Bouras est considéré comme l’une des figures les plus emblématiques du journalisme indépendant et de la défense des droits humains en Algérie. Pendant de nombreuses années, il s’est consacré à la dénonciation de la corruption, à la mise en lumière des dysfonctionnements dans la gestion des affaires publiques ainsi qu’à la défense des libertés fondamentales et des droits humains. Il est également reconnu pour avoir porté la voix des populations marginalisées et défavorisées, tout en maintenant une présence constante sur le terrain et un engagement indéfectible en faveur de la justice et des droits.

Cet engagement lui a toutefois coûté cher. Au fil des années, Hassan Bouras a fait l’objet de multiples poursuites judiciaires, arrestations et peines d’emprisonnement en raison de ses activités journalistiques et de défense des droits humains, illustrant les pressions croissantes auxquelles sont confrontés les journalistes indépendants, les défenseurs des droits humains et les voix critiques en Algérie.

Le renvoi de son dossier devant la Cour criminelle s’inscrit dans un contexte marqué par des préoccupations persistantes concernant les restrictions imposées à la liberté de la presse, à la liberté d’expression et à l’espace civique en Algérie. 🟧 Referral of Journalist Hassan Bouras’s Case to the Criminal Court in El Bayadh

On Monday, June 22, 2026, the Indictment Chamber of the El Bayadh Judicial Council decided to refer the case of prisoner of conscience, journalist, and human rights defender Hassan Bouras to the Criminal Court of First Instance, pending the scheduling of his trial.

As a reminder, Hassan Bouras was placed in pretrial detention by order of the investigating judge at the El Bayadh Court on April 13, 2026, following judicial proceedings involving four charges, including two felony charges and two misdemeanors. The detention order was issued after he appeared before the Public Prosecutor, who referred him to the investigating judge. He was questioned before the detention order was issued.

Prior to that, Hassan Bouras was arrested by officers of the El Bayadh provincial security services on the evening of Sunday, April 12, 2026, at approximately 7:45 p.m., in front of his residence. Later that same evening, four security officers raided his family home and conducted a thorough search of all rooms and facilities, seizing his laptop computer in the process, in an incident reminiscent of a similar raid he was subjected to in 2015.

Hassan Bouras is widely regarded as one of Algeria’s most prominent independent journalists and human rights advocates. For years, he has dedicated his work to exposing corruption, holding public officials accountable, highlighting abuses and governance failures affecting citizens, and defending fundamental rights and freedoms. He is also known for amplifying the voices of marginalized and disadvantaged communities, maintaining a strong presence on the ground and a steadfast commitment to justice and human rights.

This commitment has come at a significant personal cost. Over the years, Hassan Bouras has been subjected to repeated judicial proceedings, arrests, and prison sentences linked to his journalistic and human rights activities, reflecting the mounting pressures faced by independent voices and human rights defenders in Algeria.

The referral of his case to the Criminal Court adds to the growing number of cases involving journalists and human rights activists in Algeria, at a time of increasing concern over restrictions on civic freedoms and the use of judicial proceedings against critical and independent voices. The case also renews debate about the state of press freedom and freedom of expression in the country, as well as the extent to which journalists and human rights defenders are able to carry out their legitimate work free from prosecution, intimidation, or imprisonment.

🟧 إحالة ملف الصحفي حسن بوراس على محكمة الجنايات بالبيض

أصدرت غرفة الاتهام لدى مجلس قضاء البيض، يوم الإثنين 22 جوان 2026، قرارها بإحالة ملف معتقل الرأي والصحفي والمدافع عن حقوق الإنسان حسن بوراس على محكمة الجنايات الابتدائية، في انتظار تحديد تاريخ الجلسة وبدء إجراءات محاكمته.

وللتذكير، كان حسن بوراس قد أُودع الحبس المؤقت بأمر من قاضي التحقيق لدى محكمة البيض بتاريخ 13 أفريل 2026، عقب متابعته في إطار تحقيق قضائي شمل أربع تهم، منها جنايتان وجنحتان. وجاء قرار إيداعه الحبس بعد مثوله أمام وكيل الجمهورية الذي أحاله على قاضي التحقيق، حيث تم الاستماع إليه قبل إصدار أمر الإيداع.

وسبق ذلك توقيفه من طرف عناصر الأمن الولائي بولاية البيض مساء الأحد 12 أفريل 2026، حوالي الساعة السابعة وخمس وأربعين دقيقة مساءً، أمام مقر سكنه. وفي وقت لاحق من الليلة نفسها، داهم أربعة عناصر أمنية منزله العائلي وأخضعوه لتفتيش شامل ودقيق شمل مختلف الغرف والمرافق، قبل أن تتم مصادرة حاسوبه المحمول، في واقعة أعادت إلى الأذهان حادثة مماثلة تعرّض لها سنة 2015.

ويُعتبر حسن بوراس أحد أبرز الوجوه الصحفية والحقوقية المستقلة في الجزائر، حيث كرّس سنوات من عمله لكشف قضايا الفساد ومساءلة المسؤولين وتسليط الضوء على الانتهاكات والاختلالات التي تمس حقوق المواطنين. كما ارتبط اسمه بالدفاع عن الحريات العامة وحقوق الإنسان، وبنقل أصوات الفئات المهمشة والمحرومة إلى الفضاء العام، ما جعله من بين أكثر الصحفيين والناشطين حضوراً في القضايا ذات البعد الحقوقي والاجتماعي.

وقد دفع حسن بوراس ثمناً باهظاً لهذا الالتزام، إذ تعرّض على مدار سنوات لسلسلة من الملاحقات القضائية والتوقيفات وأحكام السجن، في ظل بيئة تتسم بتزايد الضغوط المفروضة على الصحفيين والمدافعين عن حقوق الإنسان والأصوات المستقلة.

Trois ans de prison pour le prisonnier d’opinion Ahmed Sidi Moussa dans une affaire d’« apologie d’actes terroristes »

La Cour criminelle de première instance près le Conseil judiciaire d’Adrar a condamné, ce lundi 22 juin 2026, le prisonnier d’opinion et militant Ahmed Sidi Moussa à trois (3) ans de prison ferme. Il était poursuivi et jugé pour le crime d’« apologie d’actes terroristes par quelque moyen que ce soit », en vertu de l’article 87 bis du Code pénal algérien.

Ahmed Sidi Moussa avait été placé en détention provisoire à la prison d’Adrar le 29 janvier 2026, sur ordre du juge d’instruction près le tribunal de Timimoun. Il est resté détenu pendant près de cinq mois avant de comparaître devant la Cour criminelle de première instance.

Lors du procès, le ministère public avait requis une peine de sept (7) ans de prison ferme assortie d’une amende. La juridiction a finalement prononcé une peine de trois ans d’emprisonnement ferme.

Ahmed Sidi Moussa est connu pour son engagement civique pacifique. Il a déjà fait l’objet de poursuites judiciaires et de peines d’emprisonnement en raison de ses activités à caractère civique et de défense des droits humains. Cette nouvelle condamnation s’inscrit ainsi dans une série de poursuites dont il a été la cible au cours des dernières années en raison de l’exercice pacifique de sa liberté d’expression et d’opinion.

Cette affaire intervient dans un contexte de recours croissant à l’article 87 bis du Code pénal contre les militants, les défenseurs des droits humains et les voix critiques. 🟧 Three-Year Prison Sentence for Prisoner of Conscience Ahmed Sidi Moussa in “Glorification of Terrorist Acts” Case

On Monday, June 22, 2026, the Criminal Court of First Instance of the Adrar Judicial Council sentenced prisoner of conscience and activist Ahmed Sidi Moussa to three (3) years in prison. He was prosecuted and tried on charges of “glorification of terrorist acts by any means,” under Article 87 bis of the Algerian Penal Code.

Ahmed Sidi Moussa had been placed in pretrial detention at Adrar Prison on January 29, 2026, by order of the investigating judge at the Timimoun Court. He remained in detention for nearly five months before appearing before the Criminal Court of First Instance.

During the trial, the Public Prosecutor requested a sentence of seven (7) years in prison and a financial fine. The court ultimately sentenced him to three years of imprisonment.

Ahmed Sidi Moussa is known for his peaceful civic activism and has previously been subjected to prosecution and imprisonment because of his human rights and civic activities. 🟧السجن 3 سنوات لمعتقل الرأي أحمد سيدي موسى في قضية "الإشادة بالأفعال الإرهابية

🔸أصدرت محكمة الجنايات الابتدائية بمجلس قضاء أدرار، اليوم الإثنين 22 جوان 2026، حكماً يقضي بإدانة معتقل الرأي والناشط أحمد سيدي موسى بعقوبة ثلاث (03) سنوات سجناً نافذاً، على خلفية متابعته ومحاكمته بتهمة جناية الإشادة بالأفعال الإرهابية بأي وسيلة كانت، استناداً إلى المادة 87 مكرر من قانون العقوبات.

🔸وكان أحمد سيدي موسى قد أُودع الحبس المؤقت بسجن أدرار بتاريخ 29 جانفي 2026، بأمر من قاضي التحقيق لدى محكمة تيميمون، وبقي رهن الاحتجاز لما يقارب خمسة أشهر قبل مثوله أمام محكمة الجنايات الابتدائية للفصل في قضيته.

🔸وخلال جلسة المحاكمة، التمست النيابة العامة تسليط عقوبة سبع (07) سنوات سجناً نافذاً وغرامة مالية في حقه، قبل أن تقضي المحكمة بإدانته بثلاث سنوات سجناً نافذاً.

🔸ويُعرف أحمد سيدي موسى بنشاطه المدني السلمي، وقد سبق أن تعرض للملاحقة القضائية والسجن بسبب مواقفه وأنشطته ذات الطابع الحقوقي والمدني، ما يجعل هذه الإدانة الجديدة امتداداً لسلسلة من المتابعات التي استهدفته خلال السنوات الماضية على خلفية ممارسته السلمية لحقه في التعبير وإبداء الرأي.

🔸وتأتي هذه القضية في سياق تصاعد استخدام المادة 87 مكرر من قانون العقوبات ضد النشطاء والمدافعين عن حقوق الإنسان وأصحاب الآراء المعارضة، وهي المادة التي تعرضت لانتقادات متكررة من قبل منظمات حقوقية دولية وآليات تابعة للأمم المتحدة، بسبب الصياغة الفضفاضة والواسعة لتعريف الأفعال المصنفة ضمن الجرائم الإرهابية، بما يسمح بتوسيع نطاق تجريم أنشطة ومواقف تندرج في إطار الممارسة السلمية لحرية التعبير والرأي.

🔸ويرى حقوقيون أن استمرار توظيف هذه المادة في ملاحقة الأصوات المنتقدة والناشطين السلميين يعكس توجهاً مقلقاً نحو تجريم العمل الحقوقي والمدني، ويشكل مساساً خطيراً بالحقوق والحريات الأساسية المكفولة بموجب الدستور الجزائري والمواثيق الدولية التي صادقت عليها الجزائر، وعلى رأسها الحق في حرية التعبير والتنظيم والمشاركة في الشأن العام دون خوف من الملاحقة أو السجن.

🟧 Algiers Court of Appeal Acquits Activist Fatima Boudouda

On Sunday, June 21, 2026, the Criminal Appeals Court of the Algiers Court of Justice (Ruisseau) acquitted activist Fatima Boudouda of all charges brought against her.

The ruling came following an appeal against the judgment issued by the Criminal Court of Dar El Beïda on January 27, 2026, which had sentenced her to five (5) years of imprisonment.

Fatima Boudouda had been prosecuted on several charges, including charges based on Article 87 bis of the Penal Code. However, after reviewing the case, the Criminal Appeals Court declared her not guilty of all charges.

With this ruling, Fatima Boudouda regains her freedom after months of detention and judicial proceedings.
