Habang lumalala ang epekto ng climate change at mga pagbabago sa land use, mahalagang maunawaan natin kung paano gumagana ang ating mga ilog bilang isang natural na sistema. The Ligtas Pinoy Centers Act represents a significant milestone in the nation’s disaster risk reduction efforts. For the first time, there is a dedicated law addressing the urgent need for standardized, permanent evacuation infrastructure across the country. LGU partners are at the frontline of disaster response, with deep knowledge of their communities. Before the LPC Act, evacuation centers were built on a first come, first served basis. The Act introduced an evidence based prioritization process📈. Agap Banta has supported the Civil Defense PH (OCD) in developing a 'prioritization scorecard' to generate the priority LGUs. This tool uses a weighted scoring matrix for implementation and monitoring, reducing bias in resource allocation and strengthening the basis for planning.

The Ligtas Pinoy Centers Act (RA 12076) marks a major step forward, empowering LGUs to plan, build, and sustain safe, resilient evacuation centers grounded in real risks and community needs.
