Before the LPC Act, evacuation centers were built on a first come, first served basis. The Act introduced an evidence based prioritization process📈. Agap Banta has supported the Civil Defense PH (OCD) in developing a 'prioritization scorecard' to generate the priority LGUs. This tool uses a weighted scoring matrix for implementation and monitoring, reducing bias in resource allocation and strengthening the basis for planning.
