What turns an energy-efficiency need into a better-performing public building?

It takes more than a technical assessment. Municipalities need reliable building data, clear responsibilities, access to financing, effective procurement, and coordination between the departments involved.

In this video, some of the municipal officials who took part in the Municipal Energy Efficiency and Building Performance Programme reflect on the challenges they face and the practical steps needed to move from an identified need to an implemented project.

The message is clear: energy efficiency delivers results when knowledge, responsibility, financing, and action come together.

This activity is carried out with the support of the “Energy Transition and Climate Mitigation in Kosovo” project, funded by the Grand Duchy of Luxembourg and implemented by LuxDev, the Luxembourg Development Cooperation Agency.

How do municipalities know whether a policy truly supports a green transition?

Making sustainable decisions requires more than ambition. Municipalities need a practical way to distinguish between proposals that align with their long-term priorities and those that deliver limited environmental, social, or economic value.

The Policy Evaluation Toolkit enables municipalities to systematically assess local policies against the Green Agenda pillars using a structured set of environmental, social, governance, and implementation criteria. Rather than relying on ad hoc judgement, it helps compare policy options, identify implementation gaps, optimise funding opportunities, and prioritise interventions with the greatest local impact.

To support its practical application, BGF brought together municipal officials from Obiliq and sector experts for an interactive information session, where participants explored how the Toolkit can be integrated into local policymaking and tested its application through practical discussions and demonstrations.

By strengthening municipalities' ability to evaluate and prioritise policies, BGF is supporting more strategic, accountable, and locally driven green transition planning.

This project is part of the EUKI – European Climate Initiative. EUKI is a project financing instrument by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUKN). The EUKI competition for project ideas is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The overarching goal of EUKI is to foster climate cooperation within the European Union (EU) in order to mitigate greenhouse gas emissions.

Climate finance is no longer only about availability. It is increasingly about access.

Across the Western Balkans, municipalities, civil society organisations, and local communities are developing ideas for a just energy transition. Yet too often, these ideas never become projects, not because they lack relevance, but because they cannot overcome the barriers that stand between ambition and implementation.

Our latest Op-Ed explores a question that deserves greater attention: if climate finance exists, who is actually able to reach it?

Drawing on insights from regional experts, the article examines why capacity gaps, limited data, late stakeholder engagement, and increasingly complex funding requirements continue to shape who can participate in the transition, and who is left behind.

What does it take to finance a just transition at the local level?

Financing is often discussed in terms of large investments and ambitious targets. Yet, one of the biggest challenges lies in translating these ambitions into projects that municipalities can actually implement.

During our Expert Talk on Financing the Just Transition in the Western Balkans, experts from across the region highlighted a common message: local governments need stronger capacities, better project preparation, clear leadership, and greater access to dedicated funding opportunities.

How close is Kosovo to delivering on its energy commitments? The data tells the story.

The Second Monitoring Report on the Energy Strategy of the Republic of Kosovo 2022–2031 assesses progress through 2025, examining developments in renewable energy, system reliability, energy poverty, exposure to the Carbon Border Adjustment Mechanism (CBAM), and other key areas of the energy transition.

Beyond tracking indicators, the report serves as an accountability tool, highlighting where progress has been made, where gaps remain, and where stronger action and clearer institutional responsibility are still needed.

Kosovo’s green transition must be planned and delivered where it matters most: in municipalities, public buildings, apartment blocks, and citizens’ everyday lives.

Over three days, our workshop focused on turning legal frameworks into practical municipal action, from building data, audits and certificates, to financing options and ready-to-implement EE and EPB projects.

With contributions from Buildings Performance Institute of Europe (BPIE) a Brussels-based organization, KEEF, and municipal representatives, the workshop connected European good practices, inclusive renovation approaches, and Kosovo’s municipal priorities. It also introduced and stress-tested the Energy Efficiency Communities (EEC) Service Model as a key step before piloting it on the ground.

Today, we successfully held the Second Annual Energy Accountability Forum, bringing together public institutions, development partners, donors, civil society, and the private sector to discuss the implementation of Kosovo’s Energy Strategy 2022–2031 through 2025.

The Forum provided an opportunity for an open and constructive dialogue with key energy sector institutions, focusing on progress made, remaining challenges, and the actions needed to accelerate Kosovo’s energy transition.

A sincere thank you to everyone who contributed with their expertise, openness, and engagement. Strengthening transparency, accountability, and informed dialogue is essential to delivering a more secure, sustainable, and resilient energy sector.
