How does the EEC Service Model work in practice?

The model turns energy efficiency into a clear and coordinated process for multi-apartment buildings, starting from residents’ interest and moving through eligibility checks, energy audits, financing, implementation, and long-term monitoring.

It also defines the roles of residents, municipalities, Public Housing Enterprises, KEEF, and service providers, ensuring that responsibilities are shared and the process is easier to manage.

With the newly launched Energy Efficiency Communities (EEC) Service Model, Kosovo now has a clearer pathway for municipalities, residents, KEEF, Public Housing Enterprises, and service providers to work together on long-term building-level renovation.

On World Environment Day, Kosovo must ask itself: are we moving fast enough toward climate neutrality?

The foundations are being laid, laws are passed, strategies are drafted, and European alignment is opening new doors. But foundations alone do not deliver change.

An overdue climate roadmap, a fossil-dependent electricity system, rising carbon costs, an aging building stock, and cities still built around cars, these are not small gaps. They are decisions waiting to be made.

This year's theme, Inspired by Nature. For Climate. For Our Future., is a reminder that nature does not wait while we plan.

Neither should we.

We had the pleasure of welcoming Mr. Giovanni Tordini, Resident Representative of LuxDev, as keynote speaker at the launch of the Energy Efficiency Communities (EEC) Service Model.

In his remarks, Mr. Tordini highlighted the importance of moving energy efficiency beyond isolated interventions and toward structured, long-term solutions that improve living conditions, reduce energy consumption, and support Kosovo’s broader energy transition.

The EEC Service Model introduces a practical framework for improving the energy performance of multi-apartment buildings by bringing together municipalities, residents, Homeowner Associations, Public Housing Enterprises, KEEF, and service providers through a coordinated service approach.

Today, Balkan Green Foundation is pleased to have launched the Energy Efficiency Communities Service Model report and hosted a panel discussion on energy efficiency in Kosovo's multi-apartment buildings.

Energy efficiency often begins with insulation, windows, or heating systems. But in Kosovo's multi-apartment buildings, the real challenge starts with something less visible: coordination.

For years, residential energy efficiency has remained one of the most difficult parts of Kosovo's green transition. Older buildings continue to lose energy, while shared ownership, financing gaps, legal barriers, and limited municipal capacities make every intervention more complex. But the discussion at today's launch showed that complexity is not a reason to wait, it is the reason why a clearer model is needed.

The panel, moderated by Dardan Sejdiu, Executive Director of Balkan Green Foundation, featured Njomza Hoxha, Managing Director at KEEF, Arton Berisha, Chief Executive Director of PHE, and Sergiy Maslichenko, Head of EBRD Kosovo. Together, they underscored a shared message: energy efficiency is not only about reducing consumption, but about improving living conditions, strengthening public trust, supporting local economies, and making the green transition visible in the places where people live every day.

Panel Discussion: “Scaling Energy Efficiency in Multi-Apartment Buildings”

As part of the Launch Event of the Energy Efficiency Communities (EEC) Service Model, we are honored to welcome three distinguished panelists who will bring institutional, operational, and financing perspectives to the discussion:

Njomza Hoxha - Managing Director at the Kosovo Energy Efficiency Fund (KEEF), will share insights on the role of dedicated financing mechanisms in advancing energy efficiency in Kosovo. As the only institution of its kind in the Western Balkans, KEEF plays a central role in supporting practical energy efficiency investments and creating pathways for broader implementation.

Arton Berisha - Chief Executive Officer at NPB, will bring the perspective of public housing management and building-level implementation, reflecting on the practical conditions needed to improve energy
performance in multi-apartment buildings.

Sergiy Maslichenko - Head of EBRD Kosovo, will contribute with the perspective of international financial institutions, focusing on how financing, technical assistance, and institutional partnerships can help scale energy efficiency solutions.

Local Action, Youth, and Energy Communities at the ReRural Empower Lab

In Brezovica, we concluded the ReRural Empower Lab, bringing together 30 participants from Kamenica, Prishtina, Istog, Vushtrri, and Lipjan, alongside key local stakeholders and young energy advocates.

Over two intensive days, the Lab moved from unpacking energy challenges to co-developing practical solutions. Discussions focused on energy poverty in Kosovo and the region, and the growing importance of establishing energy communities as a response to local needs.

A key outcome of the Lab was the clear recognition of youth as essential drivers of the energy transition. Former Summer School participants played an active role as facilitators, contributing directly to the discussions and co-creation process.

Through practical case studies, including energy efficiency measures for households in Kamenica and public building renovation in Prishtina, participants demonstrated that the energy transition is not theoretical but already actionable at the local level, as reflected in the BGF Action and Replicability Plans.

This Lab reinforced an important message: effective energy transition happens when local decision-makers and young experts work together to bridge analysis with implementation.

We thank all participants for their engagement, ideas, and commitment.
The ReRural Empower Lab was organized by the Balkan Green Foundation , supported by the European Climate Initiative (EUKI) and the German Federal Ministry for Economic Affairs and Climate Action.
