Në kuadër të projektit “Monitoring Municipal Assemblies in Kosovo – Awarding the Most Active Members of Municipal Assemblies”, konsorciumi i përbërë nga Instituti Kosovar për Qeverisje Lokale (KLGI), Instituti GAP, ATRC dhe CBM, në kuadër të programit DEMOS/Helvetas, ka mbajtur sesione informuese në 20 komuna të Kosovës me anëtarët e Kuvendeve Komunale.

Gjatë sesioneve u prezantuan qëllimi dhe qasja e procesit të monitorimit, metodologjia e vlerësimit të performancës së anëtarëve të Kuvendeve Komunale, fushat dhe indikatorët e vlerësimit, mënyra e pikëzimit, si dhe mjetet dhe burimet që do të përdoren për verifikimin e të dhënave.

Gjithashtu, anëtarët e Kuvendeve Komunale u informuan për mënyrën e ndarjes periodike të të dhënave dhe rezultateve të monitorimit, si dhe për mekanizmat e bashkëpunimit ndërmjet konsorciumit, komunave dhe anëtarëve të Kuvendeve Komunale gjatë gjithë procesit.

Procesi i monitorimit synon të forcojë transparencën dhe llogaridhënien në nivel lokal, përmes monitorimit, vlerësimit dhe dokumentimit të performancës së anëtarëve të Kuvendeve Komunale. Njëkohësisht, projekti synon të sigurojë një proces objektiv dhe transparent për identifikimin dhe vlerësimin e anëtarëve më aktivë, duke kontribuar në avancimin e përfaqësimit qytetar dhe të funksionimit të Kuvendeve Komunale.

Konsorciumi shpreh mirënjohjen për të gjitha komunat dhe anëtarët e Kuvendeve Komunale për qasjen bashkëpunuese dhe gatishmërinë për të kontribuar në realizimin e këtij procesi.

Ky aktivitet realizohet me mbështetjen e projektit DEMOS, të bashkëfinancuar nga Bashkimi Evropian, Zvicra dhe Suedia, dhe të zbatuar nga Helvetas.

Within the framework of the project “Monitoring Municipal Assemblies in Kosovo – Awarding the Most Active Members of Municipal Assemblies,” the consortium comprising the Kosovo Local Government Institute (KLGI), GAP Institute, ATRC, and CBM, under the DEMOS/Helvetas programme, has held informative sessions with Municipal Assembly members in 20 municipalities across Kosovo.

During the sessions, participants were introduced to the purpose and approach of the monitoring process, the methodology for assessing the performance of Municipal Assembly members, the assessment areas and indicators, the scoring system, as well as the tools and sources that will be used to verify the data.

Furthermore, Municipal Assembly members were informed about the periodic sharing of monitoring data and results, as well as the cooperation mechanisms between the consortium, municipalities, and Municipal Assembly members throughout the process.

The monitoring process aims to strengthen transparency and accountability at the local level through the monitoring, assessment, and documentation of Municipal Assembly members’ performance. At the same time, the project seeks to ensure an objective and transparent process for identifying and assessing the most active members, thereby contributing to enhanced citizen representation and improved functioning of Municipal Assemblies.

The consortium expresses its gratitude to all municipalities and Municipal Assembly members for their cooperative approach and willingness to contribute to the implementation of this process.

This activity is carried out with the support of the DEMOS project, co-financed by the European Union, Switzerland, and Sweden, and implemented by Helvetas.

Instituti Kosovar për Qeverisje Lokale (KLGI), në kuadër të takimeve për vlerësimin e nevojave për ofrimin dhe financimin e shërbimeve sociale në nivel lokal, zhvilloi takime me fokus-grupet, Qendrat për Punë Sociale (QPS) dhe drejtoritë komunale të mirëqenies sociale.

Qëllimi i diskutimeve ishte identifikimi i problemeve dhe nevojave kryesore të QPS-ve dhe drejtorive të mirëqenies sociale, me fokus në kapacitetet institucionale dhe profesionale, strukturën organizative, planifikimin e shërbimeve, institucionet dhe shërbimet referuese, licencimin dhe financimin.

Seria e takimeve do të vazhdojë me drejtoritë komunale të financave, ofruesit e shërbimeve sociale dhe ministritë e linjës, me qëllim të vlerësimit të nevojave nga të gjitha kategoritë e përfshira në ofrimin dhe financimin e shërbimeve sociale.

Ky aktivitet u zhvillua në kuadër të projektit “Avancimi i të Drejtave të Fëmijëve në Nivel Lokal”, i cili zbatohet në partneritet me Save the Children Kosova/o dhe mbështetet nga Qeveria Suedeze.

The Kosovo Local Government Institute (KLGI), as part of a series of meetings aimed at assessing the needs for the provision and financing of social services at the local level, held discussions with focus groups, Centres for Social Work (CSWs), and municipal directorates of social welfare.

The purpose of the discussions was to identify the key challenges and needs of CSWs and municipal directorates of social welfare, with a focus on institutional and professional capacities, organizational structure, service planning, referral institutions and services, licensing, and financing.

The series of meetings will continue with municipal directorates of finance, social service providers, and line ministries, with the aim of assessing needs across all categories involved in the provision and financing of social services.

This activity was carried out within the framework of the project “Advancing Children’s Rights at the Local Level,” implemented in partnership with Save the Children Kosova/o and supported by the Government of Sweden.

Instituti Kosovar për Qeverisje Lokale (KLGI), në kuadër të projektit “Partneriteti Rajonal për Zhvillim të Qëndrueshëm – Rajoni Perëndim”, publikon analizën “Agjenda e Gjelbër”, e cila përfshin komunat e Pejës, Gjakovës, Istogut, Klinës, Deçanit dhe Junikut.

Qëllimi i këtij dokumenti është të analizojë nivelin e përparimit të komunave të Rajonit Perëndim në raport me objektivat e Agjendës së Gjelbër, duke vlerësuar gjendjen dhe performancën e tyre në fusha kyçe, përfshirë planifikimin hapësinor, hapësirat e gjelbra, mobilitetin e qëndrueshëm, infrastrukturën mjedisore, menaxhimin e mbeturinave, efiçiencën energjetike dhe qeverisjen mjedisore.

Përveç analizës së veçantë për secilën komunë, dokumenti ofron edhe një vlerësim krahasues në nivel rajonal, duke evidentuar progresin e arritur, sfidat kryesore dhe mundësitë për avancimin e mëtejshëm të politikave dhe praktikave mjedisore në nivel lokal.

Analiza synon të kontribuojë në forcimin e bazës së të dhënave dhe informacionit për planifikimin dhe vendimmarrjen lokale, si dhe në nxitjen e bashkëpunimit ndërmjet komunave dhe aktorëve të tjerë relevantë për zhvillim të qëndrueshëm në Rajonin Perëndim.

The Kosovo Local Government Institute (KLGI), within the framework of the project “Regional Partnership for Sustainable Development – Western Region”, publishes the analysis “Green Agenda”, which covers the municipalities of Peja, Gjakova, Istog, Klina, Deçan, and Junik.

The purpose of this document is to analyse the level of progress of the municipalities in the Western Region in relation to the objectives of the Green Agenda, assessing their situation and performance in key areas, including spatial planning, green spaces, sustainable mobility, environmental infrastructure, waste management, energy efficiency, and environmental governance.

In addition to the individual analysis of each municipality, the document provides a comparative assessment at the regional level, identifying the progress achieved, key challenges, and opportunities for further advancing environmental policies and practices at the local level.

The analysis aims to contribute to strengthening the evidence and information base for local planning and decision-making, as well as to promoting cooperation among municipalities and other relevant stakeholders towards sustainable development in the Western Region.

This activity was funded by the Ministry of Regional Development.

Konsorciumi i përbërë nga Instituti KLGI, Instituti GAP, ATRC dhe CBM në kuadër të projektit “Monitorimi i Kuvendeve Komunale në Kosovë për qëllim të vlerësimit dhe shpërblimit të Anëtarëve më Aktivë të Kuvendeve Komunale”, kanë zhvilluar shtatë sesione informuese me anëtarët e Kuvendeve Komunale.

Këto sesione janë mbajtur gjatë mbledhjeve të Kuvendeve Komunale në komunat e Ferizajt, Podujevës, Hanit të Elezit, Obiliqit, Fushë-Kosovës, Shtimes dhe Mamushës.

Qëllimi i këtyre sesioneve informuese ishte informimi i anëtarëve lidhur me mënyrën se si do të zhvillohet procesi i monitorimit dhe vlerësimit të performancës së anëtarëve të Kuvendeve Komunale, i cili do të zhvillohet gjatë periudhës korrik 2026 - mars 2027.

Procesi synon të promovojë angazhimin e anëtarëve të Kuvendeve Komunale, të forcojë transparencën dhe llogaridhënien në Kuvendet Komunale, si dhe të promovojë praktikat e mira.

Sesionet informuese janë realizuar në kuadër të projektit DEMOS/Helvetas, financuar nga Bashkimi Evropian, Qeveria e Zvicrës dhe Suedisë.

Në kuadër të projektit “Monitoring Municipal Assemblies in Kosovo – Awarding the Most Active Members of Municipal Assemblies”, konsorciumi i përbërë nga Instituti KLGI, Instituti GAP, ATRC dhe CBM, i zbatuar në kuadër të programit DEMOS/HELVETAS, ka mbajtur sesion informues me anëtarët e Kuvendit Komunal të Podujevës.

Gjatë sesionit u prezantuan qëllimi dhe qasja e procesit të monitorimit, metodologjia e vlerësimit të performancës së anëtarëve të Kuvendit Komunal, fushat dhe indikatorët e vlerësimit, mënyra e pikëzimit, si dhe mjetet dhe burimet që do të përdoren për verifikimin e të dhënave.

Anëtarët e Kuvendit Komunal u informuan gjithashtu për mënyrën e ndarjes periodike të të dhënave dhe rezultateve të monitorimit, si dhe për qasjen e bashkëpunimit ndërmjet konsorciumit, komunës dhe anëtarëve të Kuvendit gjatë gjithë procesit.

Procesi i monitorimit synon të forcojë llogaridhënien dhe transparencën e Kuvendeve Komunale, përmes monitorimit, vlerësimit dhe dokumentimit të performancës së anëtarëve të tyre. Njëkohësisht, projekti synon të sigurojë një proces objektiv dhe transparent për identifikimin dhe vlerësimin e anëtarëve më aktivë të Kuvendeve Komunale.

Në emër të konsorciumit u shpreh mirënjohje për Kryesuesin e Kuvendit Komunal të Podujevës, anëtarët e Kuvendit dhe Komunën e Podujevës për qasjen bashkëpunuese dhe gatishmërinë për të kontribuar në realizimin e procesit të monitorimit.

Ky aktivitet është realizuar me përkrahjen e projektit DEMOS, bashkëfinancuar nga Bashkimi Evropian, Zvicra dhe Suedia, dhe implementuar nga Helvetas.

As part of the project “Monitoring Municipal Assemblies in Kosovo – Awarding the Most Active Members of Municipal Assemblies”, the consortium composed of the KLGI Institute, GAP Institute, ATRC, and CBM, implemented within the framework of the DEMOS/HELVETAS programme, held an information session with the members of the Municipal Assembly of Podujeva.

During the session, the purpose and approach of the monitoring process were presented, including the methodology for assessing the performance of Municipal Assembly members, the assessment areas and indicators, the scoring system, as well as the tools and sources that will be used for data verification.

The members of the Municipal Assembly were also informed about the process for periodically sharing monitoring data and results, as well as the approach to cooperation among the consortium, the municipality, and the Municipal Assembly members throughout the entire process.

The monitoring process aims to strengthen the accountability and transparency of Municipal Assemblies through the monitoring, assessment, and documentation of the performance of their members. At the same time, the project aims to ensure an objective and transparent process for identifying and assessing the most active members of Municipal Assemblies.

On behalf of the consortium, appreciation was expressed to the Chairperson of the Municipal Assembly of Podujeva, the members of the Municipal Assembly, and the Municipality of Podujeva for their collaborative approach and willingness to contribute to the implementation of the monitoring process.

Hartohet metodologjia për monitorimin e të drejtave të fëmijëve në nivel lokal

Instituti Kosovar për Qeverisje Lokale (KLGI), në kuadër të projektit “Avancimi i të Drejtave të Fëmijëve në Nivel Lokal”, i cili zbatohet në partneritet me Save the Children Kosova/o dhe mbështetet nga Qeveria Suedeze, ka hartuar Metodologjinë për Monitorimin e Zbatimit të të Drejtave të Fëmijëve në Nivel Lokal.

Metodologjia përmban indikatorë të matshëm dhe të verifikueshëm, të cilët mundësojnë monitorimin dhe vlerësimin sistematik të zbatimit të të drejtave të fëmijëve nga institucionet e nivelit lokal.

Monitoring Methodology for Children’s Rights at the Local Level Developed

The Kosovo Local Government Institute (KLGI), within the framework of the project “Advancing Children’s Rights at the Local Level,” implemented in partnership with Save the Children Kosova/o and supported by the Swedish Government, has developed the Methodology for Monitoring the Implementation of Children’s Rights at the Local Level.

The methodology includes measurable and verifiable indicators that enable the systematic monitoring and assessment of the implementation of children’s rights by local-level institutions.

Through this process, the methodology aims to encourage municipalities to improve policies and social services for children, strengthen institutional accountability, and advance local mechanisms for the protection and promotion of children’s rights.

📌 Takimi i Tretë Tematik mbi Planifikimin dhe Financimin e Shërbimeve Sociale

Instituti KLGI mbajti Takimin e Tretë Tematik mbi planifikimin dhe financimin e shërbimeve sociale, në kuadër të projektit “Avancimi i të Drejtave të Fëmijëve në Qeverisjen Lokale”.

Takimi mblodhi përfaqësues të drejtorive komunale, Qendrave për Punë Sociale (QPS), zyrtarë financiarë, ofrues të licencuar të shërbimeve sociale, organizata të shoqërisë civile dhe institucione të tjera relevante.

Në fokus të diskutimeve ishin sfidat dhe prioritetet në planifikimin dhe financimin e shërbimeve sociale, si dhe fuqizimi i dialogut dhe bashkëpunimit ndërmjet institucioneve dhe akterëve relevantë.

Pjesëmarrësit ndanë përvojat dhe praktikat nga komunat, adresuan sfidat aktuale dhe propozuan rekomandime për përmirësimin e planifikimit, financimit dhe ofrimit të shërbimeve sociale.

Takimi vazhdoi dialogun e nisur dhe kontribuoi në identifikimin e hapave të mëtejmë drejt një qasjeje më të koordinuar, efektive dhe të qëndrueshme në nivel lokal.

The KLGI Institute held the Third Thematic Meeting on the Planning and Financing of Social Services, within the framework of the project “Advancing Children’s Rights in Local Governance.”

Instituti Kosovar për Qeverisje Lokale (KLGI) ka organizuar Takimin e Dytë Tematik mbi planifikimin e financimit të shërbimeve sociale, në kuadër të projektit “Avancimi i të Drejtave të Fëmijëve në Qeverisjen Lokale”.

Në takim morën pjesë përfaqësues të Drejtorive Komunale për Mirëqenie Sociale, Qendrave për Punë Sociale (QPS), zyrtarë financiarë, ofrues të licencuar të shërbimeve sociale, organizata të shoqërisë civile dhe institucione të tjera relevante.

Takimi kishte për qëllim diskutimin e sfidave dhe prioriteteve në planifikimin dhe financimin e shërbimeve sociale, si dhe fuqizimin e dialogut ndërmjet institucioneve dhe akterëve relevantë.

Gjatë diskutimeve, pjesëmarrësit ndanë përvojat dhe praktikat nga komunat, adresuan sfidat aktuale dhe propozuan rekomandime për përmirësimin e planifikimit, financimit dhe ofrimit të shërbimeve sociale. Takimi vazhdoi dialogun e nisur dhe kontribuoi në identifikimin e hapave të mëtejmë drejt një qasjeje më të koordinuar dhe të qëndrueshme në nivel lokal.

Sot, konsorciumi i përbërë nga KLGI, GAP, ATRC dhe CBM filloi procesin e trajnimit të grupit të parë të monitoruesve në kuadër të projektit “Monitorimi i Kuvendeve Komunale në Kosovë për qëllim të vlerësimit dhe shpërblimit të Anëtarëve më Aktivë të Kuvendeve Komunale”.

Ky trajnim shënon fillimin e një procesi të rëndësishëm, i cili synon monitorimin e punës dhe angazhimit të anëtarëve të kuvendeve komunale. Gjatë trajnimit, monitoruesit po njihen me metodologjinë e monitorimit, indikatorët e vlerësimit, standardet, si dhe procedurat për mbledhjen, verifikimin dhe raportimin e të dhënave.

Përmes këtij projekti synohet të rritet transparenca, llogaridhënia dhe performanca e kuvendeve komunale, duke promovuar praktikat e mira dhe duke nxitur angazhimin aktiv të përfaqësuesve të zgjedhur në shërbim të qytetarëve.

Today, the consortium composed of KLGI, GAP, ATRC, and CBM launched the training process for the first group of monitors under the project “Monitoring Municipal Assemblies in Kosovo for the Evaluation and Recognition of the Most Active Municipal Assembly Members.”

This training marks the beginning of an important process aimed at monitoring the work and engagement of municipal assembly members. Throughout the training, participants are being introduced to the monitoring methodology, evaluation indicators, standards, and procedures for data collection, verification, and reporting.

The project seeks to enhance the transparency, accountability, and performance of municipal assemblies by promoting good practices and encouraging the active engagement of elected representatives in serving their communities.
